Snubbed last year, Madurai corpn earns Rs13.5cr NCAP grant

Madurai: Madurai corporation has been allocated 13.5 crore under the National Clean Air Programme (NCAP) for 2025-26 by the Union environment ministry. The civic body, which missed out on funds last year for failing to meet pollution reduction targets, qualified this time after bringing down particulate matter levels significantly.
According to corporation officials, the real-time air-quality stations in the city show the average concentration of coarse particulate matter (PM10) dipped from 63 micrograms per cubic metre (µg/m³) in March 2024 to 53 µg/m³ this March, while the finer and more harmful PM2.5 fell from 30 µg/m³ to 25 µg/m³. Though still above the national annual limits—60 µg/m³ for PM10 and 40 µg/m³ for PM2.5—the improvement met the threshold set by the central govt.
Speaking to TOI, corporation commissioner Chitra Vijayan said that most of this year's grant will be channelled into "end-to-end, dust-free" resurfacing of key roads. "Better carriageways mean fewer potholes and less loose soil, which directly cuts the dust that shows up in our PM10 readings," she said. Only a small share will go to parks, as the civic body plans to tap other schemes for green spaces, the commissioner added.
A senior corporation engineer added that a large number of underground drainage and drinking water pipeline works were completed in many wards. "Since most of the digging-related civic works are over, the particulate matter has reduced compared to last year and this is the right time to take up permanent road laying, which will help keep dust under control in the long term," he said.
Under NCAP guidelines, corporation must spend the entire grant and log another five-point fall in particulate levels by March 2026 to stay eligible for next year's tranche.
M Raj Kumar, a civic activist, said that end-to-end road paving is most needed for the city as many roads lack it and the NCAP fund should be fully utilised for it rather than spending it on other activities. He also said that corporations should enlist a plan to control air pollution levels every year so that they don't miss out on funds.

The minister said urbanisation in India is accelerating rapidly. In response, both govts and municipal bodies must increase their pace of action. He stressed the need for proper workforce training and the efficient use of time and resources to meet future challenges. The Union minister said urban development must go hand in hand with environmental protection. "While pursuing progressive initiatives, it is essential to keep environmental sustainability at the forefront," said Khattar. The minister stressed the need to improve traffic systems and simultaneously plan for e-mobility solutions. He said while metro rail services began in India in 2002 — much later than in the US where metros have existed for over 150 years — India has made remarkable progress. Today, metro networks span 1,000 kilometres across 21 cities, which is comparable to the extent of metro systems in the US. He said there are plans to expand this network.

Nagpur: The govt is spending Rs248 crore public money to build the RTO flyover to decongest the busy Amravati Road. However, Nagpur Municipal Corporation (NMC) has refused to permit felling of three trees standing beside the busy road between Law College Square and Bole Petrol Pump. This has reduced the width of the newly concretised road, increasing the risk of traffic congestion and road accidents. Ironically, while NMC refuses to cut the three trees standing as obstacles on the National Highway, it has proposed chopping 52 heritage trees for its Orange City Street Project at Khamla. NMC asked for objections from citizens to this through a public notice on Friday. The National Highway (NH) division of the state public works department (PWD) is currently building the RTO Flyover, which starts from University Square and lands in front of the RTO, at a cost of Rs248 crore. This is part of a larger project to decongest the busy Amravati Road. As part of the project, the PWD also concretised the roads below the flyover. The stretch between Law College Square and Bole Petrol Pump was closed for some time for this, and opened on Thursday. A spot visit by TOI revealed that some of the trees on this stretch have reduced the width of the newly concretised road, and are a bottleneck. NMC gave us permission to cut only the single tree on the stretch from Bole Petrol Pump to Law College stretch. We had planned a 7m wide road below the flyover to accommodate at least two vehicles at a time. But the trees have reduced the width to 4.3m at one point, so if a truck or bus passes from the stretch, no other vehicle can be accommodated and it will become a bottleneck," said the PWD official. NMC garden superintendent Amol Chorpagar said that the trees will not hinder traffic. "The flyover is being built to accommodate heavy traffic, so the road below will not have that much traffic. The commissioner has given the nod for cutting one tree and we have saved two trees," said Chorpagar, who claimed that 80% of the traffic will use the flyover. However, many regular commuters argue that the road below the flyover is an important one. "The flyover passes over important squares and many motorists will use it. The trees are on the road and at night if any speeding car or two-wheeler rams into it and someone dies, then who will be responsible," said Amit Gupta, one of the regular commuters.

In an outreach to promote Micro, Small and Medium Enterprises (MSMEs) in Maharashtra, Jitan Ram Manjhi , Union Minister for MSME , visited the NSIC Office in Mumbai on Friday. The Minister participated in a plantation drive and presided over a function organised for distribution of Single Point Registration Scheme (SPRS) certificates under the National SC-ST Hub ( NSSH ) and NSIC the gathering, the Minister stated that the MSMEs are the vibrant and dynamic part of Indian economy and plays a crucial role in nation's growth, it highly contributes to the employment generation and emphasized the need to enhance the outreach of NSIC and NSSH schemes across Maharashtra, ensuring that more MSME units, especially from marginalized and underserved communities, benefit from Ministry of MSME schemes. He reaffirmed the government's commitment to building a stronger MSME ecosystem through better market access, financial support, and capacity development. The Minister motivated the entrepreneurs to contribute more in the GDP of the event marked a vibrant display of government commitment towards fostering MSME growth and inclusivity. It was attended by Mercy Epao, Joint Secretary - SME, Ministry of MSME; Subhransu S Acharya, Chairman-cum-Managing Director, NSIC; and other senior officials from the Ministry of MSME including MSME Development and Facilitation Office (MSME-DFO) and Khadi and Village Industries Commission (KVIC).During the programme the SPRS certificates to selected MSME units were distributed and an interactive session where the Minister engaged directly with entrepreneurs and assured them of continued government support.
