Liquor kickbacks bankrolled YSRCP's polls, African forays: AP probe

New Delhi: The chargesheet filed by
Andhra Pradesh police
into the alleged ₹3,500 crore
liquor scam
points to a well-oiled web of kickbacks paid by private distillers once in five days, involvement of gold merchants to facilitate bribes and use of payoffs by former chief minister Y S Jaganmohan Reddy's
YSRCP
in
2024 elections
.
The 317-page chargesheet, filed in a Vijaywada court and accessed by ET, names Reddy's former advisor
Kesireddy Raja Shekhar Reddy
as the mastermind of the alleged scam and former Rajya Sabha MP Vijai Sai Reddy and Lok Sabha MP P V Midhun Reddy as co-accused.
The state CID has alleged in the chargesheet that YSRCP functionaries facilitated a policy change-from an automated market-driven system of raising demand for liquor cases to a manual system-to edge out known brands and promote selected manufacturers and distilleries who were coerced into paying kickbacks.
According to the chargesheet, officials who were willing to play along were posted in Andhra Pradesh State Beverages Corporation Limited (APSBCL). Though Reddy had promised complete prohibition and the new liquor policy introduced in 2019 was touted as a step towards this election promise, the reverse happened with specific brands capturing the market.
"Even though the new policy i.e., sale of liquor through GROs, was intended as a step towards complete ban of liquor in the state of Andhra Pradesh, it only envisaged a new mode and manner of sale, but not otherwise. Evidently, the policy was introduced with an underlying intent of having full control over the supply and sale of liquor, thereby to achieve their broader goal of earning commissions/kickbacks," the chargesheet said.

According to the CID probe, the kickbacks were handed over to main accused Kesireddy Rajashekar Reddy, who allegedly channelled the money into a web of shell companies, before distributing it among others. The chargesheet pegs the monthly kickbacks at ₹50-60 crore and overall extent at ₹3,570.87 crore. The chargesheet alleges kickback per case of liquor. It says while the kickback was ₹150 per case for cheaper brands, it was ₹200-350 for medium priced and ₹600 for more expensive brands.
The state CID has alleged that money from kickbacks was used during elections in 2024 and after YSRCP lost, it scouted for iron ore business in African countries to channel this money. The chargesheet names former MLA Chevireddy Bhaskar Reddy and says he was instrumental in moving cash from Hyderabad and other locations to specific constituencies.
"During the course of investigation into the present crime, it was revealed that Chevireddy Bhaskar Reddy would direct his close aides to transport cash from Hyderabad, Vijayawada and other places to several constituencies around Prakasam and Chittoor," the chargesheet said.

Karnataka gets 750 electric buses under PM-eBus Sewa scheme

) Karnataka has been allotted 750 electric buses under the Centre's PM-eBus Sewa scheme, but the government of Karnataka has been urging for direct subsidy instead of the Public-Private Partnership (PPP) procurement model. In response to a question raised by Rajya Sabha MP D. Veerendra Heggade, Union Minister of State for Housing and Urban Affairs Tokhan Sahu stated in Parliament that the Central Government had approved 750 e-buses for Karnataka under the scheme. 'As per the demand received from the State of Karnataka, a total of 750 electric buses have been sanctioned for all 10 eligible cities of the State under the PM e-Bus Sewa Scheme. Bengaluru and Udupi are not eligible as per the scheme's guidelines,' he said. Launched on August 16, 2023, the PM-eBus Sewa scheme aims to strengthen public transport systems by deploying 10,000 electric buses across India through a PPP model. 'Deployment of electric buses under the scheme is subject to completion of work related to associated infrastructure (behind-the-meter power and civil depot infrastructure). A total of 7,293 buses have been sanctioned so far out of which 6,518 buses have been tendered,' Mr. Sahu said. In Karnataka, Belagavi, Hubballi-Dharwad, Kalaburagi, Mangaluru, and Mysuru have each been allocated 100 buses while the remaining five eligible cities have been sanctioned 50 buses each. City-wise allotment of buses under PM-eBus Sewa Scheme City Buses Belagavi 100 Hubballi-Dharwad 100 Kalaburagi 100 Mangaluru 100 Mysuru 100 Shivamogga 50 Tumakuru 50 Ballari 50 Vijayapura 50 Davanagere 50 Total 750 Source Ministry of housing and urban affairs However, Karnataka Transport Minister Ramalinga Reddy has criticised the current PPP approach. He emphasised that it was far more straightforward to procure and operate buses during the UPA era. 'Earlier, the Centre contributed 50% of the cost while the State and transport corporations shared the remaining 50% equally,' Mr. Reddy recalled. 'But now, under the NDA government, the subsidy is not given directly to States. Instead, private companies that win tenders receive the funding, own the buses, and are responsible for drivers and maintenance. The State-run corporations are only responsible for deploying conductors and paying the operator on a per-kilometre basis,' he added. Mr. Reddy has urged the Central Government to revert to the earlier model by directly providing financial assistance to State transport corporations for a more transparent and efficient rollout. Karnataka plans to introduce a total of 14,750 electric buses during the financial year 2025-26. A senior official from the Transport Department said that these buses would be procured through a combination of schemes, including PM-eBus Sewa, PM e-DRIVE, and other externally aided initiatives. In addition to the e-buses, the State intends to add 1,000 diesel buses under the Gross Cost Contract (GCC) model, which involves hiring private operators to run State-owned buses.

Ex-Andhra MP's Daughter In Trouble Over Coastal Zone Rules Violation

Hyderabad: The daughter of a former YSRCP Member of Parliament and her husband have landed in trouble after a company owned by them was charged with alleged Coastal Regulation Zone (CRZ) norms violations in Andhra Pradesh's Visakhapatnam district. P Neha Reddy, daughter of Vijayasai Reddy, and Rohit Reddy are facing legal action over an accusation that their company constructed a wall at the popular Bheemili or Bheemunipatnam Beach. The police have registered a case based on a complaint by the Andhra Pradesh Coastal Zone Management Authority (APCZMA) and a local court directive in this matter. The action followed a March directive by the Andhra Pradesh High Court for the CZMA to file a police complaint to initiate action against the company owned by the Reddys. The issue had first gained public attention when Jana Sena corporator Peetala Murthy Yadav filed a Public Interest Litigation in the High Court over alleged encroachments. Last September, the Greater Visakhapatnam Municipal Corporation (GVMC) had undertaken the demolition of alleged illegal constructions at the site, after serving formal notices to Neha Reddy. This initial demolition was also carried out under the direction of the High Court, which had sought a detailed report from the GVMC. The High Court, in March this year, took a serious view of the situation after the petitioner contended that the wall had only been partially demolished. A special government pleader informed the court that while most illegal constructions were removed, an old building and some toilets remained. A division bench comprising Chief Justice Dhiraj Singh Thakur and Justice Cheemalapati Ravi then ordered the formation of a committee to assess the environmental damage and asked them to report to the court. The committee comprised the AP Coastal Zone Management Authority member secretary, the GVMC commissioner, and the Visakhapatnam Collector. The High Court further directed that the cost of the demolition and the environmental damage should be recovered from the company. The legal proceedings unfold months after Vijayasai Reddy's departure from the YSR Congress Party. He had also resigned as a Rajya Sabha member in January, stating that he would not join any other political party.

Jane Street probe: SEC seeks Sebi details as investigation continues; Rs 4,843 crore gains under lens

Representative image The US Securities and Exchange Commission (SEC) has asked the Securities and Exchange Board of India (Sebi) for details on its ongoing investigation against Jane Street, a New York-based proprietary trading firm accused of manipulating India's derivatives market. People familiar with the development were quoted by ET as saying that Sebi has already responded to specific queries raised by the SEC. Under Articles 6 to 8 of the IOSCO multilateral agreement, regulators who are signatories are obliged to share information with one another. According to ET, Sandeep Parekh, who is managing partner of Finsec Law Advisors, said, 'As both are signatories, the SEC can seek any information required and Sebi would be obliged to give it for regulatory action or investigation'. He noted this framework had earlier been used by Sebi in its probe into UBS. On July 3, Sebi issued an interim order barring Jane Street from trading and directed it to deposit Rs 4,843.57 crore, the alleged illegal gains from manipulation. The firm complied, placing the full amount in an escrow account. Following this, Sebi conditionally lifted the trading ban on July 21. As per news agency ANI, the decision drew appreciation from legal and market experts who saw it as a fair balance between due process and investor protection. Jane Street, which deploys complex high-frequency algorithms and operates across major global markets, has not legally contested Sebi's findings yet. However, the firm has maintained that it reserves the right to pursue legal and equitable remedies. According to sources cited by ET, Jane Street has been informed of the hearing dates and its lawyers are preparing a formal rebuttal. Sebi's order alleged that Jane Street used its 'trading, financial and technological prowess' to manipulate the Bank Nifty Index through aggressive morning buying and late-day selling patterns. The manipulation allegedly impacted index levels near expiry and harmed retail investors on the opposite side of the trade. The regulator has invoked the PFUTP (Prohibition of Fraudulent and Unfair Trade Practices) regulations and used Jane Street's trading data from about 20 profitable days to quantify illegal gains. Legal experts argue that Sebi's methodology focused only on a few profitable days, rather than evaluating a full set of trades. 'It picked the winning days out of many days of winning and losing trades,' a securities lawyer said, as per ET. Sebi's investigation is ongoing and could be expanded to include the NSE Nifty Index and other stocks. It has also asked exchanges to monitor Jane Street's future trades closely. A confirmatory order will be issued after the hearing process concludes. Corporate lawyer HP Ranina, speaking to ANI, called Sebi's move 'objective and fair,' stating that if the firm is cleared, the deposited money would be refunded. Market expert Sunil Shah praised Sebi for protecting retail investors, adding, 'I hope they will monitor these things further so that in future, no big institution can take advantage of small investors Stay informed with the latest business news, updates on bank holidays and public holidays .
