Wrexham ‘unable to resist speculative developments'
In December, Mark Jones, a Plaid Cymru councillor, led a successful Court of Appeal case – with the court ruling that the council did not have to adopt an LDP.
The Welsh Government was denied permission to appeal to the Supreme Court, with Ms James telling the Senedd on Tuesday that ministers accept and respect the decision.
But she warned: 'Wrexham has no plan in place. And the difficulty for Wrexham then is that, in resisting speculative developments, not having a plan in place is a real problem….
'Legal threats'
'The real issue here is how we can work with Wrexham Council to get a plan that will enable them to resist speculative development and have the kind of development that they and we both want in a timely fashion.
'At the moment, there's no quick route to that but we are very happy to work with the council to get into that position.'
During counsel general questions in the Senedd on June 17, Mabon ap Gwynfor pressed Ms James about the precedent and implications arising from the case for all 22 Welsh councils.
The Plaid Cymru Senedd member said: 'Take away all of the noise surrounding the issue, the fact that the ruling was in favour of the councillors and against large developers and this government makes it clear that local democracy should be respected.
'Other LDPs that were heavily amended by this government were challenged by councillors but ultimately adopted because councillors were told that they had to adopt them or risk being taken to court.'
'Three options'
Ms James told the Senedd that Wrexham now has three choices: 'They can ask the Welsh Government to withdraw the plan and start again.
'They can leave the current LDP as an emerging plan and continue from there, to go back through the process, or they can ask us to adopt the plan for them. It's a matter for them to decide which of those to do.

'We've always taken the view… the council should adopt its own plan, and not step in across them to do that although the Welsh Government has the power to do that, just to be clear. Much of the discussion with Wrexham was about the fact that we didn't want to do that.'
Ms James added: 'We accept the court has decided the rules are different to the way we've been interpreting them and that's something that has to be taken into account going forward. We'll have to look again at what those rules look like and how to adjust the system for that.'
She shut down suggestions other LDPs could be revisited, saying all other plans have been adopted 'so there isn't an option for them to unadopt the plan at this point'.

New premises hunt after Ammanford town hall eviction
This comes after Carmarthenshire County Council stated they wanted Ammanford Town Hall vacated by Monday (June 30) so work could begin on repurposing the property into homes. Despite opting to seek legal advice, Ammanford Town Council were unable to hold their final meeting tonight due to uncertainty as to whether the Town Hall would be accessible. Town Councillor Calum Higgins, Ammanford's Deputy Mayor said: "Members held an Emergency Meeting last week to discuss vital matters, including the ratification of our Accounts for 2024-25 on Thursday. 'The majority of Members still believe that Ammanford Town Hall should be transferred to Ammanford Town Council so we can develop a space the whole community can utilise, especially our young people. 'We are now in the process of negotiating new premises which will be at the cost of the Ammanford Taxpayer, something we wanted to avoid. 'The preferred option for us would be to see the Town Hall renovated into a dual housing and community use facility. We are all still in thank as no planning permission has been sought for yet." Meanwhile, Cllr Anthony Jones has voiced strong disappointment and disbelief over the ongoing situation surrounding Ammanford Town Council's forced departure from the historic Town Hall building. Speaking at a recent Town Council meeting, Cllr Jones said: "This building belongs to the people of Ammanford and the wider Amman Valley — taxpayers who have invested in it for generations. 'The way Ammanford Town Council has been treated throughout this process demonstrates a complete lack of respect and support from members of Carmarthenshire County Council." Cllr Jones also highlighted the lack of engagement and transparency at higher levels, claiming that only one Member of the Senedd responded to the Town Council's correspondence. He added: "Significant funding has been diverted toward the Town Hall situation — resources that could and should have been invested in local parks, green spaces, and other vital community assets." 'Ammanford Town Council remains committed to challenging the process and is calling for ministerial intervention. "We will continue to fight our corner. Welsh Government Ministers must be informed and must conduct a formal review into the processes and procedures being carried out by Carmarthenshire County Council.' Nevertheless, Carmarthenshire County Council's Cabinet Member for Housing, Cllr Linda Evans previously expressed how the plan to build eight additional affordable homes at Ammanford Town Hall was in place since February 2024 and how there was dialogue with the Town Council since this date to help them relocate to an alternative building.

MS says culture isn't a luxury in Wales its 'who we are'
MS for Delyn Last week in the Senedd, I spoke about the incredible contribution of North Wales to our cultural landscape – whether that's the Llangollen International Eisteddfod or the North Wales International Music Festival in St Asaph or our historic heritage at Flint Castle and Greenfield Valley. There's also the jewel in our cultural crown, Theatr Clwyd, which is nearing the end of an inspirational transformation. Culture in Wales isn't a luxury, it's who we are. It empowers, connects and drives our economy and it deserves to be supported not only by Welsh Government and other public bodies but also by our communities, the communities who inspire and attend performances and enjoy the wonderful cultural riches on offer in our corner of Wales. Regular readers of this column will know that the Welsh Government will be banning plastic in wet wipes next year – the legislation is set to come into force in December 2026 and is part of a wider, integrated approach to address the problems created by excess plastic and litter, banning all sorts of single-use and unnecessary plastics in products we all use regularly, something which I kick-started when I was Minister for Environment back in 2016. So it was heartening this week to hear that Nice-Pak in Flint, one of our biggest local employers and one which does a lot of work locally for our communities, is ready for the transition ahead of the legislation by ensuring that 96% of the wipes it manufactures for the UK market are already plastic-free. This is great news for the company and for the environment – well done to the team at Nice-Pak! Finally, a reminder that Mold Carnival is back this Sunday, July 6 – a brilliant local event that brings the whole community together at the Rec and Kendricks Field (Maes Bodlonfa Fields). The day kicks off with a colourful parade at 10:30am from Griffiths Square car park and runs until 6pm with everything from hands-on science fun and special character appearances to live music, dance acts and family entertainment throughout the day. Welsh Government to increase 2026-27 departmental spending
Finance secretary Mark Drakeford outlined the plans this week, confirming that the upcoming budget will raise departmental allocations in line with inflation. The one-year budget will be published in October, ahead of the next Senedd election. Mr Drakeford said: "I want to ensure we provide a stable and reliable outcome for our public services and all who rely on them. "I also want to ensure the new Senedd we have worked so hard to create has the best possible platform from which to carry out its work, to make an early start on aligning budgets with its priorities and the development of a new Programme for Government." An unallocated funding pool will also be created for use by the next Welsh Government. The draft budget, including high-level allocations for each cabinet secretary, will be published on October 14. A more detailed draft budget will follow on November 3, with the final version due on January 20, 2026. A debate and vote on the budget are scheduled for January 27. Mr Drakeford described the approach as 'responsible,' and said it would give the next government the ability to deliver on its election promises from the outset while providing stability for public services. He said the Welsh Government's priorities remain unchanged: a healthier Wales, green jobs and growth, connecting communities, and opportunity for every family. The 2026-27 budget will not include major new spending commitments.
