Damage to agri due to Crising, Dante, Emong, Habagat hits P454.12M
In its situation report, the DA-Disaster Risk Reduction and Management Operations Center reported that the damage and losses in rice, corn, cassava, high value crops, fisheries, livestock and poultry and agricultural infrastructure stood at P454.12 million with a volume of production loss at 13,376 metric tons (MT).
The weather disturbances affected 20,959 farmers and fisherfolk in 20,413 hectares of agricultural areas in the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol Region, Western Visayas, Northern Mindanao, and Socckskargen.
Further damage and losses are expected in affected regions as assessment and validation is on-going, according to the DA.
In a separate statement, Agriculture Secretary Francisco Tui Laurel Jr. said the DA is distributing P596.5 million worth of agricultural and fishery inputs, such as rice, corn, and vegetable seeds; seedlings; pesticides; forage seeds; free-range chickens; and fingerlings.
'In addition, 2,100 bags of rice from the National Food Authority have been delivered to local government units in Palawan, Polangui, and the Provincial Social Welfare and Development Office of Albay,' Tiu Laurel said.
The Agriculture chief said DA will tap its Quick Response Fund to fast-track rehabilitation and recovery of affected areas.
Tiu Laurel said the Agricultural Credit Policy Council has earmarked P400 million in interest-free loans under its Survival and Recovery (SURE) program with up to PhP 25,000 loanable amount, payable in three years at zero interest.
Moreover, an initial amount of P268 million has been set aside for the indemnification of 45,980 insured affected farmers through the Philippine Crop Insurance Corporation (PCIC).
Tiu Laurel said he ordered the PCIC to expedite indemnity payments to affected farmers and fisherfolk.
The DA's Regional Field Offices in areas affected by the weather disturbances are undertaking the following interventions:
Conduct of field validation and needs assessment
Close coordination with concerned national government agencies, local government units and other DRRM-related offices on the impact of the disaster, including road obstructions that may affect the food supply chain, and flooding that will cause further damage and losses
Monitoring of agricultural commodities for any changes in prices and movement. In line with this, a price ceiling on agricultural commodities is in effect in areas under the State of Calamity, as mandated by Republic Act 7581 or "The Price Act."

Over 80K individuals affected by typhoons, Habagat received aid from GMA Kapuso Foundation
A total of 83,804 individuals from various parts of the country who were affected by the recent typhoons and Southwest Monsoon (Habagat) have received aid from the GMA Kapuso Foundation. According to "24 Oras" Monday, Barangay Bucao in San Gabriel, La Union, was among the areas that were heavily impacted by the inclement weather, which left many homes devastated and caused a power outage in the neighborhood. "Nadaganan ng kahoy tapos 'yung iba, 'yung flooded po sila, we have a river kasi dito eh maraming residents sa area beside the river. Sila po 'yung victim ng baha," said Fr. Jonathan Obar, a Sanggunian member. "Nung humating-gabi na, lumakas yung ulan, lakas pa ng hangin, parang ipo-ipo na umiikot, lahat ng mga gamit naming sa loob, nabasa," said resident Magdalena Cariaga. In La Trinidad, Benguet, strawberry farmers suffered losses after their crops got damaged by the floods, while stores have been closed for almost a month due to the low number of tourists. "Kailangan ng bigas, wala rin benta kasi walang bisita," said Helen Hipol, a resident. The GMA Kapuso Foundation, under its Operation Bayanihan project, distributed relief goods to various parts of the country to help those who have been impacted by the heavy rains and floods. Relief goods were distributed to residents in Quezon City, Valenzuela, Bulacan, Rizal, Pampanga, Zambales, Bataan, Pangasinan, La Union, and Benguet. Families who worked in a landfill in Bauang, La Union, also received aid from the foundation. Aside from the 83,804 who received relief goods, a total of 2,800 individuals also received porridge with egg from the GMA Kapuso Foundation. Habagat, localized thunderstorms to bring clouds, rains
The Southwest Monsoon (Habagat) will affect Extreme Northern Luzon on Monday, while localized thunderstorms will affect Metro Manila and the rest of the country, PAGASA said in its weather forecast. Batanes and Babuyan Islands may expect partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the monsoon. DOTr: Road, drainage works to begin this week to prevent NLEX flooding repeat

File photo National government agencies and local units, along with NLEX Corp., are set to start working this week to address drainage and improve waterways in the Valenzuela and Bulacan areas in a bid prevent a repeat of the recent floods that hit the North Luzon Expressway (NLEX), the DOTr said Sunday. According to Transportation Secretary Vivencio 'Vince' Dizon, officials of the Departments of Transportation (DOTr), and the Public Works and Highways (DPWH), along with representatives of NLEX Corp., Valenzuela City and Meycauayan, Bulacan met on Saturday, August 2, to discuss the action plan. Dizon said the group has already designated the work among the agencies, with 10 waterways set to be cleaned. Some will also have to be widened and dredged, as these have been filled with debris and silt. The biggest workload will be along the boundary of Valenzuela and Meycauayan, Bulacan, where all the agencies will be working together. 'Magsasama sama kami nun, magtutulungan kami para mapaluwag na 'yung waterway dun para kahit papaano, kung magbabaha man o matindi talaga 'yung ulan, eh hindi na katulad nung dati,' he said in an interview on GMA Super Radyo DZBB. (We will work together and help each other to clear the waterways so that somehow, even if it floods or the rain is really heavy, it won't be like before.) Dizon said he expects the waterway works to be continuous for two to three weeks, to prevent, if not lessen, flooding in the area. Parts of NLEX were flooded due to the recent rains brought by Tropical Cyclone Crising (international name: Wipha) and the Southwest Monsoon or Habagat, specifically in areas along the Valenzuela Interchange and the Paso de Blas entry and exit.
