Schools shut, internet services suspended in Haryana's Nuh; security tightened for Braj Mandal Yatra: All you need to know

NEW DELHI: Authorities on Monday suspended mobile internet and bulk SMS services in Haryana's Nuh district to prevent any communal tension ahead of the annual Braj Mandal Jalabhishek Yatra.
The preventive measures come in the backdrop of the 2023 procession, which led to deadly communal clashes in the district, claiming six lives.

According to police, around 2,500 personnel will be deployed during the Yatra. Fourteen deputy superintendents of police (DSPs) will be on duty, and 28 checkpoints have been set up at various locations along the route. Videography and strict checking will be carried out at these checkpoints to prevent the entry of miscreants.
Additional measures include the deployment of mounted police, sniffer dogs, bomb disposal squads, four drones, 21 video cameras, and commando units, they added.
All government and private schools in the district will remain closed.
District Magistrate Vishram Kumar Meena issued orders prohibiting the carrying of all weapons, including licensed arms, firearms, swords, sticks, tridents, rods, knives, and chains. Only the kirpan, worn as a religious symbol by members of the Sikh community, has been exempted.
The use of DJs, loudspeakers, or any sound-amplifying devices with provocative content that could hurt the sentiments of any community will be strictly prohibited.
Meat shops along the Kanwar route are to remain closed till July 24.
According to police, cow vigilante Bittu Bajrangi has been denied permission to attend the Yatra, and his social media accounts have been suspended.
The sale of petrol or diesel in open containers such as bottles will be prohibited at fuel stations in Nuh district from 6 am to 12 noon on Monday.
According to the Haryana government's order, the move is aimed at preventing the spread of misinformation and rumours through social media platforms such as WhatsApp, Facebook, and X, and to curb any mobilisation of agitators or demonstrators who could indulge in arson, vandalism, or other violent activities, leading to loss of life and property.
"No attention should be paid to any kind of rumours. Strict action should be taken against those spreading misinformation," Meena said, adding that a special team will monitor social media to curb any attempts to vitiate the atmosphere.
Additional Director General of Police (Law and Order) Sanjay Kumar reviewed the security arrangements and directed officials from the civil and police administration to coordinate closely.

A week after Gokarna police rescued a 40-year-old Russian woman and her two minor daughters, aged six and four, from a cave in the Ramateertha Hills on Wednesday, the police sent the trio to the Foreigners Restriction Centre for Women in Tumakuru until repatriation. A team of Gokarna police escorted the trio to the restriction centre. The woman, identified as Nina Kutina alias Mohi, along with her two daughters was living in near-complete isolation for nearly two weeks. According to the police, she came to India on a business visa, which expired in 2017. The Gokarna police who were on routine patrolling duty on Wednesaday evening found her in the cave and along with the help of others, rescued her . She told the police that she had come to Gokarna from Goa and stayed in a cave to meditate as she is inclined towards spirituality. She was practising meditation and Hindu rituals inside the cave. The area where she was living in was termed dangerous after the July 2024 landslide incident. The officials counselled her and managed to convince that how staying in the cave is unsafe for her and her children . The police along with forest officials also started a combing operation in the area after she told the police that she had lost her passport and travel documents . After several hours of search operations, the officials found the passport and visa which had expired on April 17, 2017. The Foreigners Regional Registration Office Goa on April 19, 2018 issued an exit permit from where she went to Nepal and returned to India again, M. Narayana, Superintendent of Police, Uttara Kannada district, said .

The Election Commission announces that over 6.60 crore electors in Bihar will feature in the draft electoral roll. This follows intensive revision of the voter list. Enumeration forms have been collected from a significant percentage of electors. Efforts are underway to include those temporarily migrated. The draft roll publication is scheduled for August 1. Remove Ads The names of over 6.60 crore out of the total 7.89 crore electors of Bihar will be included in the draft electoral roll , the Election Commission (EC) said on Monday amid the ongoing special intensive revision (SIR) of the voters' poll authority said with 11 more days left for the last date of submission of the filled enumeration forms (EFs) in the ongoing Bihar SIR, EFs of 6,60,67,208 or 83.66 per cent of the 7,89,69,844 electors in Bihar have been collected after two rounds of door-to-door visits by booth-level officers (BLOs).So far 1.59 per cent of electors have been found deceased, 2.2 per cent permanently shifted and 0.73 per cent were found to be enrolled at more than one place."Therefore, 88.18 per cent of electors have either already submitted their EF or died or retained their names at one place or permanently shifted out of their previous place of residence. Only 11.82 per cent of electors now remain to submit their filled EFs and many of them have sought time to submit their forms with documents in the coming days," the commission said for the electors who may have temporarily migrated out of the state, focused efforts through newspaper advertisements and direct contact with such persons are being made to ensure that they are able to fill their EFs well in time and have their names also included in the draft roll to be published on August electors can easily fill up EFs online using their mobile phones through the ECINet App or the online system. The Supreme Court on Monday told an Indore-based cartoonist that his caricature in a social media post depicting the Rashtriya Swayamsevak Sangh (RSS) and Prime Minister Narendra Modi in an undignified manner was 'certainly in bad taste'. (File Photo) The court's observation came while considering the anticipatory bail petition filed by the cartoonist, Hemant Malviya, apprehending arrest in a criminal case lodged against him at Indore in May this year. The Madhya Pradesh high court had refused to grant him protection from arrest on July 3. The top court has posted the matter on Tuesday. Going through the content of the caricature drawn by Malviya, the bench of justices Sudhanshu Dhulia and Aravind Kumar said, 'Whatever we may do, but definitely the freedom of speech and expression is being abused.' The court even commented on the new-age cartoonists and stand up comedians coming up with crass content in the name of humour. 'Look at these cartoonists and stand up comedians, what they do…Particularly these youngsters have come up. They have no maturity. In this case, he is an adult of about 50 years, which is much worse.' 'It (the post) is certainly in bad taste. You cannot do this,' the bench said, referring to the caricature that sought to make fun of the vaccination drive during the Covid-19 pandemic. She agreed to delete the post and offer a disclaimer about the content. 'I will write a line that whatever is depicted here, I do not approve of. He will post this as certainly this is not in good taste. He will even delete the post,' Grover said, requesting the court to grant him protection from arrest. 'This is a question of personal liberty. Whether this case requires my arrest and remand is the limited point the court may consider,' she said, stating that the Madhya Pradesh police have sought his arrest after the high court dismissed his plea for pre-arrest bail. The complaint against Malviya claimed that Malviya had published the cartoon on Facebook which were 'offensive', 'obscene', and 'indecent'. The complainant Vinay Joshi, who claimed to be a lawyer and RSS activist, said that the posts had hurt Hindu religious sentiments and caused damage to RSS's image. The police had registered a case under sections 196, 299, and 352 of the Bharatiya Nyaya Sanhita for actions allegedly harming communal harmony and hurting religious feelings. Besides, he was also charged under provisions of the Information Technology Act. Additional solicitor general (ASG) KM Nataraj appearing for the state said that the court should not interfere as people take liberty to post all sorts of material on social media putting the burden on the state to handle law and order situation resulting from it. 'What is posted is not just a question of having maturity. This person who is 50 years of age has still not matured….They think they can do anything on social media. If law breaks down, it comes to our head. They later come to court and apologise and put a quietus to the entire controversy. At some point, this needs to be dealt with,' Nataraj said. The bench said that they do not operate the social media except for reading some court told the state, 'He (Malviya) has learnt his lessons,' as it agreed to take up the matter on Tuesday. Grover said, 'Social media is a beast of its own. There are ways of projecting a post. But I am on personal liberty. Protect him till tomorrow.' The bench remarked that nothing is going to happen in a day. The complainant represented in the matter by senior advocate Sonia Mathur opposed the bail alleging that the post is 'highly inflammatory'. Mathur stated that the caricature depicting the PM and RSS circulated on social media is 'absolutely communally charged'. The bench told Mathur that the complainant had done his job by filing the complaint and bringing the matter to the notice of the police. The high court while refusing anticipatory bail to Malviya said, 'The conduct of the anticipatory bail applicant in depicting the RSS, which is a Hindu organisation, along with the country's PM in the aforesaid caricature, coupled with his endorsement of a rather demeaning remark, dragging unnecessarily the name of Lord Shiva in the comments tagged to it, is nothing but the sheer misuse of speech and expression as enshrined under Art.19(1)(a) of the Constitution, and falls under the definition of offence as contended by the complainant.' The high court further observed, 'It is apparent that the applicant's aforesaid act is deliberate and malicious intended to outrage religious feelings of the complainant and the public at large by insulting its religion, which is prejudicial to the maintenance of harmony in the society.' The case against Malviya was filed before Lasudia police station in Indore on May 21, pursuant to which even the trial court had refused him pre-arrest bail on May 24.
