SEREMBAN: The Negeri Sembilan state government anticipates rare earth elements (REE) to significantly enhance state revenue starting in 2027. Menteri Besar Datuk Seri Aminuddin Harun revealed that two approved mineral tenement licenses are projected to generate RM18 million.
'REE deposits identified in districts like Kuala Pilah and Jelebu are expected to play a major role in state income,' Aminuddin said during the State Legislative Assembly session. He was responding to a query from Datuk Seri Mohamad Hasan (BN-Rantau), presented by Kamarol Ridzuan Mohd Zain (PN-Paroi), regarding progressive revenue strategies for the B40 group.
Additional revenue streams include water commodity transformation and service charges promoting economic sustainability. The state government's quit rent amendment (PCT) and parcel tax adjustments under the National Land Code and Strata Titles Act could raise RM400 million in quit rent revenue by 2029.
To further bolster income, the Forestry Department will introduce conservation fees for selected Forest Eco Parks. Citizens will pay RM3 per entry, while non-citizens will be charged RM6, with exemptions for children, seniors, and persons with disabilities. Ulu Bendul Rimba Eco Park will pilot the initiative.
'The fee is designed to be affordable, ensuring minimal burden on the B40 group while funding forest conservation and facility maintenance,' Aminuddin explained. The move aims to improve recreational safety and comfort while supporting environmental efforts.

The claims were raised by Wan Ahmad Fayhsal Wan Ahmad Kamal (PN-Machang), who cited a foreign media report suggesting that two conditions — halal certification and rare earth exports — could be relaxed as part of negotiations with the US for tariff reductions for Malaysia. "I was informed during a meeting of the Special Select Committee on International Relations and International Trade, of which I am a member representing the opposition, that the US had indeed asked whether Malaysia was interested in offering our rare earths as part of the negotiations. "Why hasn't the minister given a clear answer on this matter?" he questioned during Hamzah's speech to debate the 13MP. Hamzah then stood again, stating that the minister had left the House. "He was here (earlier but) he walked out. It's fine. The matter is recorded in the Hansard, so he can answer later," he said. Hamzah urged the government to be transparent on whether any such compromises were made, as claimed by Wan Fayhsal. On Aug 2, the US announced that it had lowered its tariffs on imports from Malaysia to 19 per cent, bringing a wave of relief to the country's export-heavy industries and the local stock market. The new rate — a reduction from the original 25 per cent — is on a par with regional neighbours such as Indonesia, the Philippines, Thailand and Cambodia.

SEREMBAN: A total of 394 out of 426 MyKiosk units in Negri Sembilan have been taken up, with each costing between RM15,000 and RM25,000 depending on the specifications, facilities and equipment, the State Legislative Assembly was told today. According to State Local Government Development, Housing and Transport Committee chairman J. Arul Kumar, Seremban had the highest number of units with 130, followed by Kuala Pilah (68), Tampin (58), Jempol (50), Rembau (47), Jelebu (38) and Port Dickson (35). "The remaining MyKiosk units have not been taken up due to unsuitable locations. That is why I have asked the relevant local authorities to relocate them to more appropriate areas so that traders can use them. "However, of the 394 units taken up, there are still some (traders) who have yet to start their businesses. So, we are asking the local authorities to take back those units and give them to those who want to run a business," he said. He said this in response to a question from Mohamad Hanifah Abu Baker (PN-Labu) regarding the number of MyKiosk units available in Negri Sembilan and the cost per unit. Responding to a supplementary question from Datuk Saiful Yazan Sulaiman (BN–Johol), who asked whether the state government intended to redesign the MyKiosk units to reflect state or local identity, Arul Kumar said the current design followed national standards. "We may consider the proposal in the future, possibly by incorporating elements of the local identity or making slight changes to reflect our own," he said.

KUALA LUMPUR: The Opposition has proposed setting up a cross-party committee to examine the targets not achieved in the 12th Malaysia Plan (12MP). Opposition Leader Datuk Seri Hamzah Zainudin (PN-Larut) said the proposed committee would also look into more effective implementation strategies for the success of the 13th Malaysia Plan (13MP) and beyond. ALSO READ: Time for a great reset with 13th Malaysia Plan "In the spirit of transparency and accountability, Tambun (Prime Minister Datuk Seri Anwar Ibrahim) and the Cabinet must 'walk the talk' to clarify to the public what truly happened with the unachieved targets,' he said during the debate on 13MP in the Dewan Rakyat on Monday (Aug 4). "There is nothing wrong with... taking a step back to reflect, assess the achievements of 12MP, and ensure we all remain grounded before new figures are presented in 13MP. "The 13MP is a national effort to shape the future of the country. It is a five-year development plan meant for all Malaysians, not just one side or another. "Whoever governs in Putrajaya must accept the reality that this plan is not the exclusive domain of any single political party; it belongs to all of us," he added. He said Perikatan Nasional maintains its stance that Malaysia must trade with dignity, defending its interests and sovereignty under any pressure. The 13MP targets GDP growth of between 4.5% and 5.5%, the creation of 1.2 million new jobs, and a gross national income (GNI) per capita of RM77,200, according to official government projections. ALSO READ: All 13MP projects will be monitored regularly to avoid delays However, concerns remain over the plan's viability, with questions raised about the government's fiscal capacity to fund the RM611bil allocation without placing additional strain on the public. Hamzah also asked if there was sufficient political will to implement meaningful institutional reforms, the effectiveness of proposed strategies in delivering social justice, and if the plan's indicators and targets are robust enough to guide Malaysia's progress over the next five years.
