Marcy Teodoro proclaimed Marikina 1st District Rep

GMA Networka day ago
The Commission on Elections (Comelec) on Tuesday formally proclaimed former Marikina Mayor Marcy Teodoro as the winning congressional candidate of the city's 1st district for Eleksyon 2025.
'It appears that Teodoro, Marcy garnered 75, 062 votes for the Office of member, House of Representatives. The same being the highest number of votes legally cast for the said office. On the basis of the foregoing, we hereby proclaim Teodoro as the duly-elected member, House of Representatives of NCR, City of Marikina 1st District,' said Comelec-Marikina 1st district election officer Atty. Dave Villarosa said during the proclamation.
The proclamation was held at the Marikina Public Market Function Hall at around 4:30 p.m. It was conducted hours after the Board of Canvassers met and discussed the certificate of finality and entry of judgment issued by the Comelec en banc for case of the former mayor, which paved the way for Teodoro's proclamation as representative of the 1st district of Marikina
Teodoro earlier lamented the refusal of Marikina Comelec to proclaim him, saying the local poll body office told him they were waiting for the issuance of a Comelec resolution for their convening.
Poll chief George Erwin Garcia explained there is no need to issue another resolution for the Board of Canvassers to convene. However, he said that based on Comelec rules, a local poll body office should first issue a notice of meeting of the BOC to inform all parties that they will convene and discuss the details for the proclamation.
A subsequent notice to proclaim will also be issued following the meeting.
'Maaaring ang kadahilanan kung bakit hindi pa agad tumatalima ang CBOC ay sapagkat kakailanganin na mayroong notice. Ibig sabihin, hindi porke ngayon nag-issue ang Comelec main office ng entry of judgment and certificate of finality ay ngayong araw na ito rin ipapatupad ang pagpapasumpa,' Garcia told reporters.
(Maybe the CBOC is waiting for a notice to convene. It does not mean that once the entry of judgment and certificate of finality has been issued by the Comelec main office, the proclamation should follow immediately.)
'Maaaring ine-exercise muna ng CBOC ang tinatawag na due process sa pamamagitan ng pagi-issue ng notice dun sa mga partido, whether sa nanalo o natalo, na sila ay magc-convene upang isagawa ang pinag-uutos sa kanila ng en banc,' he added.
(The CBOC could be exercising due process by issuing a notice to all parties, whether winners or losers, that it will convene to follow the order of the en banc.)
The Marikina Comelec issued a notice of meeting for the BOC to convene on July 1 at 1:30 p.m. to discuss the certificate of finality and entry of judgment issued by the en banc. A notice for the proclamation was released shortly after. —RF, GMA Integrated News

EU observers give Comelec their final report on Eleksyon 2025

The European Union Election Observation Mission (EU EOM) turns over its Final Report and Recommendations for the May 12, 2025 National and Local Elections to the Commission on Elections at Comelec headquarters in Palacio del Gobernador, Intramuros, Manila on Wednesday, July 2, 2025. Photo: Commission on Elections The Commission on Elections (Comelec) on Wednesday said it will review the recommendations of the European Union (EU) poll observers on the recent 2025 national and local elections (NLE). Members of the EU observation mission met with Comelec officials to formally turn over their final election observation report and recommendations, months after the conclusion of the May 12 midterm polls. 'Ang pangako ng lahat ng bawat isang miyembro ng Comelec kanina, aaralin at kung may mga bagay na maisasama sa proposal na revised Omnibus Election Code (OEC) ay isasama pa namin para maisaayos,' Comelec spokesperson John Rex Laudiangco told reporters. (The promise of each and every Comelec en banc member is to review the report and if there is any recommendation that may be included in the proposal for the revised OEC, then we will include it.) In April, the EU launched the election observation mission for Eleksyon 2025, deploying an initial 200 observers. More poll observers arrived in the country the following month. The international observers released their initial report on May 14, flagging widespread vote-buying; the continued dominance of political families; election-related violence, including on election day; and a legal framework that is fragmented and lacks grievance mechanisms. According to Laudiangco, among the EU poll observers' recommendations are decreasing the number of voters per precinct to shorten lines. They also reiterated the issues on vote buying, and violence, and lauded the poll body's transparency efforts, engagement with media, and expeditious actions on complaints of discrimination, and red-tagging. 'Mukhang ang susi kasi sa lahat ng nakitang observations, dalawang bagay: pagbabago sa legislation at pagpapalaki ng pondo. Kung masosolusyunan ang dalawang bagay na ito, tingin namin pareho, magagampanan namin ang sinasabi nilang international standard at mas magandang pagpapalakad ng halalan,' he added. (We saw that the key to these observations are two things: the amendment of election laws and a higher budget for the polls. If a way can be found for these, we think we will be able to attain the international standard and a better way of conducting elections.) The EU observation team said it will also submit its final report and recommendations to Congress. The Philippines held its midterm polls on May 12. — BM, GMA Integrated News For more Eleksyon 2025 related content and updates, visit GMA News Online's Eleksyon 2025 microsite.

Tongol: Certifications asked from House not ‘traps' in impeachment process

Senate impeachment court spokesperson Atty. Regie Tongol on Wednesday denied that the certifications being required from the House of Representatives are 'traps or measures to impede' the impeachment trial of Vice President Sara Duterte. This, as House prosecutor and Akbayan Rep. Chel Diokno said Tuesday that the Senate impeachment court's order for the House under the 20th Congress to submit a certification of its willingness to pursue Duterte's impeachment may impair the prosecution's case. Tongol maintained that such certifications are 'all part of the effort to guarantee procedural legitimacy and to uphold constitutional standards.' 'This certification procedure should not be seen as traps or measures to impede, but these certification processes help prevent any legal impediment or challenges or technicalities that could undermine the impeachment process once it starts rolling and to uphold the proceeding's integrity,' Tongol said at a press conference. Senate impeachment court spokesperson Atty. Regie Tongol says that specific certifications being required from the House of Representatives 'should not be seen as traps or measures to impede' the impeachment process. @gmanews — Giselle Ombay (@giselleombay_) July 2, 2025 'So, the disrespect for or attempts to undermine the impeachment court processes threaten the independence and credibility of the court and jeopardizes public trust in the process itself,' he added. The House already submitted the first required certification that the complaint complied with the one-year ban on subsequent impeachment complaints and that it followed the Constitution. The House under the 20th Congress has yet to submit the second certification concerning its willingness to prosecute. The House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint. The Vice President was accused of betrayal of public trust, culpable violation of the constitution, graft and corruption, and other high crimes. The Senate impeachment court convened on June 10, with the trial proper expected to begin in the 20th Congress. —AOL, GMA Integrated News

Makabayan bloc refiled anti-political dynasty bill

A bill seeking to define and prohibit political dynasties in the country has been filed in the House of Representatives. Under House Bill 209 filed by ACT Teachers Party-list Representative Antonio Tinio and Kabataan Party-list Representative, a political dynasty is defined as a family or clan that concentrates, consolidates, or perpetuates their political power by holding public office simultaneously or successively. The bill states that no person shall hold or run for any elective national or local office simultaneously with another within the fourth degree of consanguinity or affinity, whether legitimate or illegitimate, full or half blood. It adds that no person within the prohibited civil degree of relationship to an incumbent elected official shall immediately succeed to the position of the latter. Under the bill, any person running for any elective public office shall file a sworn statement with the Commission on Elections stating that they do not fall under the prohibition. It states the Comelec, motu proprio or upon verified petition, shall disqualify the candidates found violating the Act and their votes, if any, shall not be counted. The violator shall not be proclaimed and allowed to assume office.—Tina Panganiban-Perez/AOL, GMA Integrated News
