Tajbagh beautification: Phase 1 completed, NMRDA awaits Rs 95.87 crore for phase 2

Nagpur: The Nagpur Metropolitan Region Development Authority (NMRDA) has almost completed the Rs 132.49 crore phase 1 of the Tajbagh renovation and beautification project and is now awaiting Rs 95.87 crore to start phase 2 of the project.
Under the first phase, NMRDA strengthened and beautified the main dargah, constructed a shopping complex, a choti dargah, shops, and other structures, including marble flooring.
According to NMRDA sources, Phase 1 of the project received Rs 132.49 crore administrative approval, out of which the agency received Rs 128.95 crore, while Rs 3.54 crore is pending. Out of the received funds, NIT spent Rs 127.50 crore and almost completed the works, with some work on the shopping complex and sandal room still pending.
"Excluding the works on the encroached land, all other development works have been completed and handed over to the Hazrat Baba Tajuddin Trust. The inauguration of the project took place in November 2022. Subsequently, encroachment on the project land was removed, and the Hazrat Baba Tajuddin Trust made the land available. Accordingly, a tender for the remaining work was floated, and a work order for Rs 5.49 crore was issued to the contractor in October 2023.
The deadline for completion of the work is set for March 2025, but it is still under way," said NMRDA sources.
The proposal for the approval of the Detailed Project Report (DPR) Phase 2, worth Rs 224 crore, was submitted to the planning department in December 2022. NIT sources said that the proposal was approved in the district-level committee meeting held in March 2024. It was then forwarded to the govt for a final approval.
The high-powered committee, in its meeting in March 2025, approved the revised proposal amounting to Rs 95.18 crore, which includes 18% Goods and Services Tax (GST) on the Rs 66.58 crore plan, along with 25% for other related components.
NIT sources said that several components from the earlier proposal were dropped, including the entry gate on Umred Road, shopping complex, auditorium, e-library, housing scheme, and others. "Some of the important works approved included a boundary wall around the trust's 84-acre land, toilets, and decoration of the wall near the main Dargah, which will be done in the second phase after receiving funds from the govt," said sources.

The Anti-Corruption Bureau (ACB) today subjected IAS officer Arvind Kumar to a rigorous six-hour interrogation in connection with the ongoing Formula E-race case. This marks the third time the former Municipal Administration and Urban Development (MA&UD) official has been summoned by the probing agency regarding alleged financial irregularities in the Formula E-Race deal. ACB officials reportedly questioned Mr Kumar extensively on the role of former MA&UD minister KT Rama Rao in the transfer of funds to the Formula E-race company without obtaining due government approval. Sources indicate that the IAS officer arrived at the ACB headquarters at 11:40 AM and departed around 5:15 PM, with the questioning session punctuated by a 30-minute lunch break and two tea breaks. Mr Kumar was reportedly pressed on allegations raised by complainant Principal Secretary M Dana Kishore, particularly concerning his involvement in transferring funds overseas. The ACB registered a First Information Report (FIR) against KTR on 19 December last year. The FIR also named Aravind Kumar, then Special Chief Secretary to Government, Municipal Administration and Urban Development (MA&UD) department, and B L N Reddy, then Chief Engineer of Hyderabad Metropolitan Development Authority (HMDA). The complainant alleges that the Hyderabad Metropolitan Development Authority (HMDA) made payments exceeding Rs 54.88 crore to Formula-E Operations Limited (FEO) and associated entities, bypassing standard financial protocols. According to the FIR, Rs 45.7 crore was transferred to FEO between September and October 2023, despite FEO having already terminated its agreement with the Telangana government. This payment reportedly incurred an additional tax burden of Rs 8.06 crore, which was absorbed by the HMDA. A tripartite agreement signed in October 2022 between the Telangana government, FEO, and event sponsor Ace Nxt Gen Pvt Ltd had initially limited the State government's financial responsibility. However, the FIR claims that disputes between FEO and Ace Nxt Gen Pvt Ltd led to the government assuming financial liability without necessary regulatory approvals, thereby causing significant losses to the exchequer.

In the past, we were nowhere near the level of technology that we have now; threats and weapons to counter those threats were limited to the technology of the times. But as threats have increased, so has the technology we possess to address those threats. As an example, the Indian Army today possesses a range of short, medium, and long-range missile air defense systems that can, in large part, effectively take out any enemy aircraft, helicopter, or drone trying to enter Indian airspace. Now, there is another new member to the family of air defense systems, set to join the Indian Army. The Defence Acquisition Council (DAC), with Defence Minister Rajnath Singh as the chair, has given the go-ahead to the project. The estimated total cost of the project is around the value of Rs 33,000 crore. The Army now has the Quick Response Surface-to-Air Missile (QRSAM) system, ready for deployment. The DAC is the highest decision-making body regarding procurement for the Indian Army, Air Force and Navy. Including the Defence Minister, the council also has the Chiefs of all three services, the Defence Secretary, the Secretary of Defence Production, the Secretary of Defence Research and Development, the Chief of Integrated Defence Staff, the Director General Acquisition, and the Chief of Integrated Staff Committees, who are also members of the council. A unique aspect of the QRSAM system is its tracked mobile platform concept. The system is predominantly used in offensive ground combat, mostly when tanks are advancing into enemy space. These mechanized air defense units will move along with Indian tanks as they transition through hostile areas, ready to locate and destroy aerial threats. The QRSAM system was developed by the DRDO, its missiles and radar components manufactured domestically by BEL, and the vehicle platform manufactured by BDL. The Indian Army is pursuing the acquisition of three regiments of the system. According to the official website of DRDO, Quick Reaction Surface to Air Missile System (QRSAM) is a Short Range Surface to Air Missile system designed to protect moving armoured columns from aerial attacks. The entire weapon system is configured on highly mobile platforms and is capable of providing air defence on the move. QRSAM Weapon Systems is being inducted into the Indian Army (IA). The QRSAM can intercept many aerial threats, including enemy fighter jets, attack helicopters, precision guided munitions, and other aerial platforms up to 30 kilometers away. Each launcher is mounted on an 8×8 high mobility truck and has six missile tubes; it can engage as many as six separate threats simultaneously. The system possesses robust electronic countermeasures (ECM) that protect against a jamming attempt. Importantly, the QRSAM has completed all events related to developmental and operational testing successfully. The Indian Army's air defense systems currently are vehicle-based and are Russian made, and obtained decades ago. These systems include Shilka, Tunguska, Strela-10M, Osa-AK, and Pechora. The mostly indigenous QRSAM will allow for many of these systems to be replaced. Pechora could be deployed in mobile and stationary modalities, but most of the existing systems are no longer operational due to age. The Army is introducing the Akash missile system to replace more antiquated systems as part of their modernization. Although the Akash system is effective, it is stationary, unlike the other mobile systems it replaces.
