A delegation engaged in reviewing the Detailed Project Report (DPR) for the Capital Metro Project visited the Sri Durga Malleswara Swamyvarla Devasthanam atop Indrakeeladri here on Wednesday (July 2). The team included Jayadeep, Joint Secretary to the Union government (Ministry of Housing and Urban Affairs - MoHUA), retired Chief Engineer Ramakrishna Reddy and State government representatives. During their visit, the officials discussed the project with temple Executive Officer V.K. Seenanayak. They were also spoke about the recent reforms and enhancements undertaken at the temple. Impressed by the developments, the officials congratulated the EO for upgrading temple facilities, preserving its spiritual sanctity and improving the pilgrim experience. Meanwhile, members of the Andhra Pradesh Sādhu Parishad visited the Kanaka Durga Temple as part of the ongoing National Hindu Religious Conference being held in Vijayawada. They were accorded a warm welcome. After the darshan, the Sadhu Parishad members participated in the Aashada saare programme at the Mahamandapam on the premises. Speaking on the occasion, the sadhus lauded the temple's initiatives in upholding Sanātana Dharma, including the organisation of collective spiritual events, free prasadam distribution, and annadanam (offering of meals) to devotees. They praised the temple management for fostering an atmosphere that blends devotion with community service, calling it a model for other temples in the country.

The Delhi High Court on Tuesday directed the Sentence Review Board (SRB) to consider afresh the case for premature release of Santosh Kumar Singh, who is facing a life sentence for the 1996 rape and murder of 25-year old law student Priyadarshini Mattoo. Holding the SRB's decision to deny Singh, along with two other prisoners, premature release as suffering from 'material procedural and legal infirmities', the court highlighted several lacunae in the current process undertaken by the board while deciding applications for early release of prisoners. Justice Sanjeev Narula directed the SRB to convene its next meeting within three months from Tuesday, when the cases of the three petitioners shall be placed for reconsideration 'based on a fresh evaluation of all material and reports,' and a fresh decision shall be rendered within four months. To ensure adequate deliberation and proper application of mind in each case, the HC directed that the SRB shall take up only as many cases as can be reasonably decided in one meeting, keeping in mind the principles of natural justice reiterated in the present judgment. Justice Narula also issued a slew of recommendations to better align SRB's processes and ensure informed decision-making for considering the early release of convicts. Justice Narula recommended that the GNCTD (Government of National Capital Territory of Delhi) and the Department of Prisons 'take expeditious steps to institutionalise the involvement of mental health professionals in the premature release process'. He added that 'a system for psychological assessment of eligible convicts carried out by qualified clinical psychologists or psychiatrists, should be introduced, either by amending the existing framework under the DPR (Delhi Prison Rules) or by issuing appropriate administrative guidelines'. The order further outlined, '…in appropriate cases, the SRB may also consider calling for independent psychological evaluations, especially where the decision hinges on the convict's likelihood to reoffend. A mere reliance on jail conduct or anecdotal impressions from prison staff does not adequately capture the psychological dimensions of reform and risk.' It also recommended GNCTD to 'evolve a structured protocol for incorporating victim perspectives in the premature release process', noting that 'a clear procedure should be established to locate, contact, and document the views of victims or their families in a sensitive and time bound manner, ensuring their voices are heard without causing re traumatisation'. The order suggested the SRB maintain a written record of whether victims' input was received or solicited, and how such input was weighed in the final decision. 'This would enhance transparency, fortify public confidence in the process, and promote a restorative understanding of justice that respects both the rights of convicts and the dignity of victims,' it added. In four petitions, Singh, along with three other prisoners, had questioned the functioning of the SRB, while seeking directions for their early release. Singh has already served around 29 years and 11 months in jail with remission and 22 years without remission. Eligible for open jail, he is currently permitted to exit the prison complex daily from 8 am to 8 pm to work as a legal consultant with a real estate company. Singh, in a 2023 petition, had sought quashing of the recommendation of the SRB rejecting his premature release in a October 21, 2021 meeting. Thereafter, his case was considered in 2024 and again rejected. Mattoo was raped and murdered in January 1996. Singh, a law student of Delhi University, was acquitted by the trial court in the case on December 3, 1999, but the HC had on October 27, 2006 reversed the decision, holding him guilty of rape and murder and awarded him death penalty. Singh challenged his conviction and death sentence awarded by the HC. In October 2010, the Supreme Court upheld Singh's conviction but commuted the death sentence to life imprisonment.

Ukrainian forces launched a series of missile and drone attacks on the Donetsk People's Republic (DPR) on Monday evening, resulting in the death of one civilian and injuries to at least three others, including a teenager, according to DPR head Denis Pushilin. In a Telegram post, Pushilin reported that long-range air-launched missiles struck the Voroshilovsky district of Donetsk, killing a woman and injuring a male teenager and an adult man. The attack caused fires and significant damage to civilian infrastructure, including the Sokol market, the central department store, and a bank. 'Air defenses here in the Republic have been working nonstop for the last hour. I've seen several rockets intercepted in the air, but apparently some of them have made it here to this center,' RT correspondent Roman Kosarev reported from the scene of the strike in Donetsk. 'A small shopping center is destroyed. I saw one body of a woman while I was on my way over here.' The Russian Defense Ministry has yet to confirm the exact type of missiles used in the attack, but early reports suggest Kiev might have fired British-supplied Storm Shadows. 'Specialists will try to determine what exactly these fragments are a little bit later on,' Kosarev added, showing suspected fragments of the missile discovered on the scene. In a separate incident, a kamikaze drone attack targeted Gorlovka, injuring a 19-year-old male in one of the biggest cities in the DPR. Gorlovka, located 50 kilometers north of Donetsk, was home to some 250,000 people before the conflict and has been frequently targeted by Kiev's forces since 2014. The latest strike destroyed one residential building and damaged 12 others, along with seven civilian infrastructure facilities, including a clinic, a dormitory, three boiler houses, a pharmacy, and a bank branch, according to Pushilin. Emergency services were engaged in extinguishing the fires and assessing the full extent of the damage. Pushilin stated that all injured individuals were receiving qualified medical assistance. Last week, the Russian Foreign Ministry accused Kiev of deliberately committing atrocities against civilians in Donbass, including mass killings of the elderly and drone strikes on residential homes. 'This is not an accident, but an inherent flaw – the hallmark of the Kiev authorities. It is a deliberate policy that has already been elevated to the level of state doctrine,' the ministry's spokeswoman Maria Zakharova said while speaking at a conference on the 'atrocities and war crimes by the Kiev regime in Dzerzhynsk,' another DPR city some 30 km north of Donetsk that was liberated by Russian troops in February. Donetsk and its sister republic, the Lugansk People's Republic, declared independence following the Western-backed coup in Kiev in 2014. After years of Ukraine's refusal to implement the Minsk Agreements and Kiev's continued shelling of civilian areas in the breakaway regions, Russia launched its special military operation on February 24, 2022. In late September 2022, the two republics, colloquially known as the Donbass, along with the Zaporozhye and Kherson regions, conducted referendums on joining Russia. On Monday, Governor Leonid Pasechnik announced that the Russian military had taken control of the entirety of the Lugansk People's Republic (LPR). Meanwhile, Russian forces continue operations to liberate the parts of the DPR that remain under Kiev's control.

Borra Caves to undergo 28 cr facelift

Visakhapatnam: Large-scale development works are set to begin in July at the 150-million-year-old Borra Caves near Araku Valley in Alluri Sitarama Raju district. The 28.5 crore project is being taken up under the Centre's Swadesh Darshan 2.0 scheme. Borra Caves, a major tourist attraction known for its natural limestone formations, has drawn international attention for over three decades. The Central govt sanctioned funds for its development in February last year, and Prime Minister Narendra Modi laid the foundation stone. A Detailed Project Report (DPR) was later finalized, and the tender process has now been completed. Initially, the project faced delays as no contractors came forward due to a clause requiring them to handle long-term maintenance. With that clause now removed, the project is finally set to take off. Officials said they are focusing on the encroachments around the Borra Caves. Planned work include upgrading electrical lights, repairing stairways, installing an entrance arch and automatic gates, and modernising the existing restaurant. According to officials, the proposed development encompasses three categories: augmenting the sense of arrival, enhancing the cave precinct, and improving tourist facilities along with beautification inside the cave. Apart from this, there will be the organisation of a vehicular parking area, the introduction of electric vehicle shuttle services and charging points, and the provision of public convenience facilities near the cave entrance.
