Council's new translation system partly inaudible to listeners

A cabinet member congratulated Conwy Council on its "high standards" of Welsh translation at the council's new Colwyn Bay chamber, seemingly unaware parts of his speech were inaudible due to bugs in the translation system. A finance scrutiny committee met on Monday for the first time at Conwy 's flagship Coed Pella building, with councillors meeting for the final time on Friday after 30 years in the Grade-II listed Bodlondeb.
The council explained last week that it had 'been working with an outdated system at Bodlondeb for a number of years' after a livestream of a meeting was delayed on Friday. To save funds, Conwy opted to move to the state-of-the-art £58m Coed Pella building, after spending hundreds of thousands of pounds on the move and kitting out the new chamber.
At the meeting, the Welsh language standards annual report was introduced by Cllr Dilwyn Roberts, the cabinet member for culture and leisure. While speaking in Welsh, Cllr Roberts congratulated the council on a "high standard" of Welsh translation in the new chamber, seemingly unaware that those listening to the English translator online couldn't understand parts of his address. Whilst English speaking speakers could be heard clearly, when some Welsh speakers took to the mic, the translation equipment amplified other conversations going on in the room. The stream constantly buzzed, crackled, and popped, leaving listeners straining their ears and unable to hear parts of the dialogue.
'I'm really proud of (inaudible), but first (inaudible) the main chamber (inaudible). Historic day here today, and additionally, I'm glad as well I have a report for you that is very important for this scrutiny meeting (barely audible) morning,' said Cllr Roberts. 'As you know - we've all read the report – it says it is to do with (inaudible). We have to do this according to the Welsh language standards, and it is nice to hear the high standard of translation coming through in here today, and that everything has been done easily. So (inaudible) this committee will see like I do that this is a very positive report, and the support has been amazing.'
He added: 'For this report to be positive, it has taken a lot of support from councillors and staff at the same time, and whatever your first language, there is good support for bilingualism in this council, and I'm very proud of that.'

Cllr Roberts continued to introduce the report in Welsh, which continued to pop and buzz with interference. Once Cllr Roberts had finished, council officers also presented the report, with parts of their speech being similarly difficult to hear to varying degrees, due to the translation picking up other conversations and more interference. At another point, later in the same meeting, Cllr David Carr was complaining about the council not cutting non-essential services and the bin and recycling collections, only for his voice to repeatedly cut out.
Earlier this month, the authority said it needed a new modern council chamber as Bodlondeb was outdated. Consequently, the new Coed Pella meeting room had been equipped with new improved 'microphones, headsets for simultaneous translation facilities, cameras, display screens, and audio enhancement and hard-of-hearing support'.
The council said it spent £700K on the cost of bringing all functions into Coed Pella and reconfiguring the space to accommodate the new council chamber, democratic hub, and other services. The purpose of the report was to show how the council has conformed with the Welsh Standards during 2024-2025, a statutory requirement.
The committee approved the report, which will now go to cabinet for further debate. A spokeswoman for Conwy County Council commented: "This was the first committee meeting from the council chamber in Coed Pella, so we're aware that some small refinements to the new systems may be necessary. It must be remembered that adapting to a new system takes time for everyone."

The four-time major champion played a nine-hole exhibition to open the Els Club Vilamoura with Scottish legend Colin Montgomerie and 2001 Open Champion David Duval. Els Club Vilamoura, is a championship-standard 18-hole golf course, designed by Els, that features a luxury clubhouse and signature amenities such as the 261 Bar, and was built on the previous Victoria course, which hosted the Portugal Masters from 2007 to 2022. Els, who won the US Open in 1994 and 1997 and two Open crowns in 2002 and 2012, invited Montgomerie and Duval to play the course, as well as Portuguese Champions League winner Luis Figo and former England striker Peter Crouch. Els Club, Vilamoura has been built in partnership with English investment fund Arrow Global and management company DETAILS and is the first private-members club in the Algarve (Image: Portugal Invitational) Els said of his new club: 'I've been coming to Vilamoura for many years, I've spent many summers with my family here and we just love Portugal. 'Golf is in a pretty sweet spot at the moment and [creating this course] has been a really nice venture. 'We want the conditions to be absolutely perfect and for people to have a great experience and good food.' Els Club, Vilamoura has been built in partnership with English investment fund Arrow Global and management company DETAILS and is the first private-members club in the Algarve. Membership is extended only to those proposed by founder members or those invited by the club. During a press conference on the morning of the Els Club launch, it was also announced the course would host the new PGA Champions Tour event, the Portugal Invitational after signing a five-year deal. The first edition of the event is set to be held between 31 July to 2 August 2026 and has been brought about through the work of The PGA Tour Champions, Arrow Global Group and Turismo de Portugal and Turismo de Algarve. A field of 78 players will be welcomed to the new track with the likes of Bernhard Langer and Miguel Ángel Jimenez set to compete at the event that boasts a whopping prize purse of £2.23million ($3m). PGA Tour Champions President Miller Brady said: 'This Tour is a global showcase of the game's legendary players, and we know the great golf fans in Portugal and throughout Europe will welcome the opportunity to watch them compete in person at The Els Club Vilamoura.' Els added: 'It's wonderful to see those plans now coming to fruition and we're grateful to PGA TOUR Champions President Miller Brady, the team at Arrow Global Group and Turismo de Portugal and Turismo de Algarve, for sharing in our vision and bringing this exciting new tournament here.' Vilamoura is just a 25-minute drive from Faro airport, which boasts connections to 90 airports worldwide, and is also just a two-hour drive from Lisbon. The resort is rich in culture, gastronomy and outdoor activities and is home to its famous marina which is a multiple winner of the Yacht Harbour Association's Best International Marina award. Montgomerie said: 'The golf course is superb, and the clubhouse is fantastic. It's not just a course for the present; it's a course for the future as well,' while Duval added: 'It'll be much anticipated for everybody on the Champions Tour, and I struggle to see how it won't be a huge success a year from now.' Conwy Business Key Fund Offers Support of Up to £50,000

Businesses in Conwy are being encouraged to apply for funding of up to £50,000 as the Business Key Fund is relaunched. The £1 million fund aims to help local businesses deliver innovative, growth-focused projects that support sustainability and economic resilience in the county. Funded by the UK Government's Shared Prosperity Fund (UKSPF), the scheme is being delivered through Conwy County Borough Council's Business Support team. The targeted support builds on the success of the previous Local Business Key Fund programme and focuses on enabling enterprises to overcome barriers to growth, whether through capital investment, skills development, or initiatives that promote economic impact and sustainability. One of the businesses that benefited from the fund last year is the Wild Horse Brewing Company in Llandudno. Founded in 2015 by Dave and Emma Faragher, the company is an independent brewery, specialising in craft ales and lagers. With all production done onsite, they supply over 150 pubs, restaurants, and retailers across Wales and beyond. David said: 'With support from the Supporting Local Business Key Fund, we installed a new solar energy system which now supplies over half the brewery's electricity needs. The investment is already cutting energy costs, has boosted our efficiency, and enabled us to reinvest in growth, sustainability, and local jobs here in Conwy.' Another local business that received support during the initial round is Blas ar Fwyd, a family Welsh food business that has been part of the Llanrwst high street for nearly 40 years. Nia Deiniol of the company said: 'The fund allowed us to re-open the café in Llanrwst following closure due to Covid, purchase new kitchen equipment as well as install green energy technology. Without this support we wouldn't have been able to invest in reducing our carbon footprint which has helped reduce our energy costs and secure much needed local jobs here in rural Conwy.' Councillor Nigel Smith, Cabinet Member for a Sustainable Economy, added: 'This is an exciting opportunity for businesses across Conwy to access significant funding that supports both economic development and growth and sustainability. Whether they have plans in place to expand operations or need support to give the business a boost, the Conwy Supporting Local Business Key Fund can help make it happen and by doing so contribute to the county's long-term community and economic development.' Law firm Hugh James has partnered with UKHospitality to help its members access legal advice around Covid-related business interruption policies. The Cardiff-headquartered firm has already secured multiple victories for policyholders – rulings it describes as 'landmark' – and which it says open the door to reassessment for many businesses. It describes the hospitality and leisure sectors as among the hardest hit by the Covid-19 pandemic, with thousands of businesses faced with long closures, staff furloughs, and 'devastating' losses. Many were unable to claim on their business interruption insurance policies, but Hugh James says the rulings it has won to date mean that if a business' claim was previously denied, or never made at all, there may still be a strong case for compensation. The legal limitation period to bring claims is March 2026, but Hugh James will be closing its intake on 23 February 2026 to ensure every client's case can be properly assessed and progressed in time. The rulings Hugh James has worked on include: A High Court victory for a Michelin-starred Welsh restaurant, setting a precedent for businesses affected by closure and access restrictions. A £7.5 million arbitration win for hair and beauty salons across the UK under the 'Salon Gold' policy. A Court of Appeal judgment which clarified insurer obligations and opened the door for thousands of previously unsuccessful claims to be reassessed. The firm said: 'We've supported hundreds of clients across the hospitality and leisure sectors, from independent bars and pubs to national hotel chains and franchise gyms. Our success has come from detailed policy analysis, proactive litigation, and a deep understanding of sector-specific challenges.' A spokesperson for Why Not Bar, Cardiff, said: 'Without Hugh James, we wouldn't have known we had a valid claim. They helped us challenge the rejection, made the process stress-free, and delivered results.'
