
Approval for MRT3 a positive for builders
RHB Research said the key beneficiaries of MRT3 can be divided into the first-liners (main contractors) and second-liners (subcontractors).
'Based on the track records in the previous MRT1 and MRT2 projects – contractors such as Gamuda Bhd , Sunway Construction Group Bhd , IJM Corp Bhd , Malaysian Resources Corp Bhd (MRCB), WCT Holdings Bhd , Gadang Holdings Bhd and Mudajaya Corp are expected to be the first-liners.
'Meanwhile, builders such as Econpile Holdings Bhd , Gabungan AQRS Bhd , Kimlun Corp Bhd and TRC Synergy Bhd could play a role as subcontractors for the MRT3 project,' the research house said in a report recently.
Last week, Transport Minister Anthony Loke formally signed off on the MRT3 project following a public-inspection exercise conducted between September and December last year.
After the approval of the final railway scheme for MRT3, the land acquisition process begins and is expected to be completed by end-2026.
The public inspection exercise held last year saw Malaysia Rapid Transit Corp (MRT Corp) receive over 45,000 written feedback submissions.
According to MRT Corp, an overwhelming 93.3% of the feedback expressed support for the project, reflecting strong public and stakeholder endorsement
Following the feedback received, several improvements were made to the placement of stations and viaducts along the project's alignment, as well as the design of the MRT3 Circle Line's rail system by MRT Corp.
Thirty two stations were planned for MRT3 – 22 elevated, seven underground, and three provisional ones with an alignment spanning 51km (39km elevated, 12km underground), during the public inspection exercise last year.
It was also highlighted by MRT Corp that land acquisitions have been reduced from 1,012 to 690 lots, and improvements were made to station and viaduct placements along the alignment.
'We envisage some details on MRT3 being announced during the upcoming tabling of either the 13th Malaysia Plan on July 31 or Budget 2026 on Oct 10, perhaps regarding the funding mechanism, latest estimated cost, and also if a fresh round of re-tendering is required.
'In the revised Budget 2023 tabled in February 2023, the government announced an intention to review the cost of the MRT3 project in the hopes of reducing the total amount to below RM45bil from the estimated RM68bil in 2018,' RHB Research said.
RHB Research's top picks with regards to the project include Gamuda, Sunway Construction, and Binastra Corp Bhd with a target price of RM5.86, RM6.80 and RM2.64, respectively.
MBSB Research said it expects a re-tender exercise to be called by mid-2026, and contracts to be awarded towards the end of the land acquisition exercise, which will likely be between end-2026 and mid-2027.
'MRT Corp had previously sought four extensions for the tender validity of MRT3. No extensions were sought after the fourth extension ended in March 2024, which would mean that the tenders have naturally lapsed.
'We believe there would also be some changes to the original alignment of the project and the placement of stations, considering the reduction in plots of land for acquisition,' the research firm said.
MBSB Research stated while the approval of the final railway scheme was slightly behind the initial schedule, where it was expected to be approved by the fourth quarter of financial year 2024 (4Q24), nevertheless, it is still 'a positive' as this marks 'a step forward for the mega rail project'.
'MRT Corp expects the land acquisition process to be completed by the end of next year, which will then pave the way for construction to begin.
'We also do not discount the possibility that the land acquisition process may take slightly longer than expected. Notices for landowners to vacate acquired land should be issued starting 1Q26, where they will be given up to six months to vacate,' the research house said.
MBSB Research maintained 'positive' on the construction sector following the latest developments.
The research house expects Gamuda, which has a 'buy' call with a target price of RM5.42, and its joint venture partner MMC Corp Bhd to be the front-runner for the largest MRT3 package when the retender exercise is called, premised on their large degree of experience with MRT1 and MRT2.
'Other potential contenders for the two smaller packages are YTL Corp Bhd with a 'buy' call target price of RM2.84, IJM Corp with a 'buy' call and target price of RM3.74, MRCB with a 'buy' call and target price of 56 sen, and Sunway Construction with a 'buy' call and a target price of RM6.44.
'We also expect Malayan Cement Bhd , with a 'buy' call and target price of RM7.49, to be a direct beneficiary of the project,' MBSB Research said.

Mutiara Line LRT promises cost-efficient, sustainable urban transit for Penang
GEORGE TOWN: The long-delayed Mutiara Line Light Rail Transit (LRT) project is set to become one of Malaysia's most cost-efficient and financially sustainable urban rail systems, despite earlier cost escalations and years of delay. Formerly known as the Bayan Lepas line, the project has now entered its main construction phase and is expected to cost under RM16 billion. This includes inflation adjustments, land acquisition, and the building of a five-kilometre bridge linking Komtar to Penang Sentral in Butterworth. Mass Rapid Transit Corporation (MRT Corp) chief executive officer Datuk Mohd Zarif Hashim said a tender for the bridge would be called in October. He said the original RM10 billion estimate did not include land acquisition or the Butterworth link. "These additions would typically push the cost to RM18 or RM19 billion, but cost-optimisation measures have saved the government RM2 to RM3 billion. "This is not about inflating figures. We have restructured the project to ensure practical implementation, minimal wastage, and maximum long-term returns," he said during a media luncheon at the Eastern and Oriental Hotel here yesterday. Zarif said MRT Corp is still in discussions with state authorities to use land owned by the state and the Penang Development Corporation to keep land acquisition costs low. "We are striving for financial sustainability within five years of operation. Achieving break-even is our target," he added. Unlike a fully autonomous rail system, Zarif said the Mutiara Line would operate at Level 3 automation — where trains run automatically but with onboard attendants to make real-time decisions. "This approach reduces complexity and lowers maintenance costs," he said. In contrast, Singapore and Kuala Lumpur operate at Level 4 automation, which involves higher technological and maintenance requirements. The system will be rolled out in 24 construction segments, with six deferred to later phases. On-site activity is expected to pick up significantly by August. Meanwhile, Zarif said the depot site at Tapak Pesta, previously planned for 37 acres, has been reduced to 11 acres as part of land optimisation and ongoing design adjustments to further reduce the project's overall footprint. "Every ringgit counts. We are building infrastructure that Penang cannot afford to miss. Without this, the state risks falling behind in connectivity and economic growth," he stressed. The Mutiara Line is expected to be completed by 2030, with four full lines planned by 2050 in line with long-term urban mobility goals. In February, Transport Minister Anthony Loke told the Dewan Rakyat that a RM13 billion allocation had been approved by the federal government for the project, covering both construction and land acquisition costs. On July 17, Zarif announced that the project had entered a crucial phase following the fulfilment of contract effectiveness conditions last month, paving the way for the issuance of the Notice to Proceed (NTP). He said the NTP was granted to Gamuda Bhd after the project met specific implementation prerequisites, setting i n motion a structured timeline for the next construction milestones. The first segment of the Mutiara Line LRT project has been awarded to the SRS Consortium, a joint venture comprising Gamuda Bhd (60 per cent), Loh Phoy Yen Holdings Sdn Bhd (20 per cent), and Ideal Property Development Sdn Bhd (20 per cent). On Jan 10, Prime Minister Datuk Seri Anwar Ibrahim officiated the groundbreaking ceremony for the Mutiara Line LRT project, marking the beginning of a transformative new chapter in the state's public transport infrastructure. It was recently reported that Econpile Holdings Bhd's wholly owned subsidiary, Econpile (M) Sdn Bhd, secured a RM42.82 million contract from Irama Duta Sdn Bhd to carry out bored piling and related construction works as part of the LRT project. The 29.5km Mutiara Line LRT will feature 21 strategically located stations and is designed to enhance connectivity between Penang Island and the mainland — reducing road congestion and improving accessibility. The main route will run from Penang Silicon Island to Penang Sentral and the Komtar station in George Town, with train services set to operate alternately along the line.

Mandatory speed limiters for commercial vehicles begin Oct 1
KUALA LUMPUR: Commercial vehicles not equipped with a Speed Limitation Device (SLD) will not be allowed on the roads as they will fail vehicle inspections once the phased enforcement of the system begins on Oct 1. Transport Minister Anthony Loke said the implementation of the SLD is a crucial step in controlling the speed of heavy vehicles and reducing the risk of fatal accidents, particularly involving buses and lorries, adding that such systems have long been mandatory in European countries and Singapore. "Although I am aware that some industry players may push back, citing additional costs and so on, when it comes to ensuring road safety, human lives must take precedence. "I hope all Yang Berhormat will support the government's efforts to ensure smooth implementation. "Any opposition should be addressed by making it clear that safety must take priority over costs and business profits," he said during the question-and-answer session in the Dewan Rakyat yesterday. He was responding to a supplementary question from Datuk Dr Richard Rapu @ Aman Begri (GPS-Betong), who asked about the impact of SLD enforcement, its cost and maintenance, the implications of system failure and whether other countries have made SLD mandatory. Loke said the enforcement of SLD installation will be carried out in three phases, beginning this October. Phase 1, starting Oct 1, involves the verification of SLD functionality for all commercial vehicles manufactured after Jan 1, 2015. Phase 2, effective from Jan 1, 2026, involves the activation of SLD within the Electronic Control Unit (ECU) for commercial vehicles built before Jan 1, 2015. Phase 3 will require the retrofit installation of SLDs (with approval from the Road Transport Department) on any commercial vehicles not already equipped with the system. This phase will be enforced from July 1, 2026. He was responding to the question from Fathul Huzir Ayob (PH-Gerik) on whether the ministry intends to mandate automatic 'cut-off' systems on buses and lorries to limit speed or stop the vehicle if safety rules are ignored. SLD is an automatic speed control system that electronically limits a vehicle's speed through its ECU to regulate speed without shutting off the engine, thereby maintaining operational safety. Loke said the system applies to all commercial vehicles, specifically goods vehicles with a gross vehicle weight (GVW) exceeding 3,500kg and passenger vehicles with a GVW exceeding 5,000kg and carrying more than eight passengers. To Fathul Huzir's supplementary question regarding the integration of safety systems such as Automatic Emergency Braking (AEB), Electronic Stability Control (ESC), and real-time monitoring systems alongside the SLD, as well as the introduction of black boxes for commercial vehicles, Loke said the ministry is considering the proposals. He said stakeholder engagement sessions will be necessary to ensure any implementation is carried out efficiently and in an orderly manner.

'The 13MP, to be unveiled in Parliament on Thursday under the Madani framework, will reinforce the government's pro-growth trajectory, with a strong emphasis on infrastructure and industrial development,' he told Bernama. Sedek said the FTSE Bursa Malaysia KLCI (FBM KLCI) closed lower today as sentiment turned increasingly cautious ahead of key global policy events. He said market focus is now on the FOMC meeting as it is expected that the Federal Reserve (Fed) will leave rates unchanged, and the committee's forward guidance will be more closely scrutinised. 'In light of reduced tariff uncertainty from recent trade deals, Fed chairman Jerome Powell may choose to maintain flexibility for a September move. 'Markets appear to be pricing in this optionality, while remaining highly sensitive to the interplay between global policy risk and domestic macroeconomic resilience,' he said. He further noted that the positive signals from the US-China trade talks in Stockholm further buoyed market sentiment. 'The meeting between US Treasury secretary Scott Bessent and Chinese vice-premier He Lifeng, which focussed on addressing global economic imbalances, was seen as a constructive step ahead of the Aug 1 tariff deadline, helping to reduce geopolitical risk premiums. 'As such, investor reaction remains more measured, perhaps reflecting increased confidence in diplomatic engagement or reduced expectations of immediate escalation,' he noted. Meanwhile, Rakuten Trade Sdn Bhd equity research vice-president Thong Pak Leng anticipates the local index to remain cautious as underlying sentiment continues to be weighed down by external uncertainties and inconsistent fund flows. 'With lingering concerns over global trade developments, monetary policy shifts, and foreign fund outflows, the broader outlook remains fragile. 'As such, we maintain our weekly FBM KLCI target at 1,510-1,540,' said Thong. At 5pm, the FBM KLCI fell 5.56 points, or 0.36%, to close at 1,523.82 from yesterday's close of 1,529.38.
