
Approval for MRT3 a positive for builders
RHB Research said the key beneficiaries of MRT3 can be divided into the first-liners (main contractors) and second-liners (subcontractors).
'Based on the track records in the previous MRT1 and MRT2 projects – contractors such as Gamuda Bhd , Sunway Construction Group Bhd , IJM Corp Bhd , Malaysian Resources Corp Bhd (MRCB), WCT Holdings Bhd , Gadang Holdings Bhd and Mudajaya Corp are expected to be the first-liners.
'Meanwhile, builders such as Econpile Holdings Bhd , Gabungan AQRS Bhd , Kimlun Corp Bhd and TRC Synergy Bhd could play a role as subcontractors for the MRT3 project,' the research house said in a report recently.
Last week, Transport Minister Anthony Loke formally signed off on the MRT3 project following a public-inspection exercise conducted between September and December last year.
After the approval of the final railway scheme for MRT3, the land acquisition process begins and is expected to be completed by end-2026.
The public inspection exercise held last year saw Malaysia Rapid Transit Corp (MRT Corp) receive over 45,000 written feedback submissions.
According to MRT Corp, an overwhelming 93.3% of the feedback expressed support for the project, reflecting strong public and stakeholder endorsement
Following the feedback received, several improvements were made to the placement of stations and viaducts along the project's alignment, as well as the design of the MRT3 Circle Line's rail system by MRT Corp.
Thirty two stations were planned for MRT3 – 22 elevated, seven underground, and three provisional ones with an alignment spanning 51km (39km elevated, 12km underground), during the public inspection exercise last year.
It was also highlighted by MRT Corp that land acquisitions have been reduced from 1,012 to 690 lots, and improvements were made to station and viaduct placements along the alignment.
'We envisage some details on MRT3 being announced during the upcoming tabling of either the 13th Malaysia Plan on July 31 or Budget 2026 on Oct 10, perhaps regarding the funding mechanism, latest estimated cost, and also if a fresh round of re-tendering is required.
'In the revised Budget 2023 tabled in February 2023, the government announced an intention to review the cost of the MRT3 project in the hopes of reducing the total amount to below RM45bil from the estimated RM68bil in 2018,' RHB Research said.
RHB Research's top picks with regards to the project include Gamuda, Sunway Construction, and Binastra Corp Bhd with a target price of RM5.86, RM6.80 and RM2.64, respectively.
MBSB Research said it expects a re-tender exercise to be called by mid-2026, and contracts to be awarded towards the end of the land acquisition exercise, which will likely be between end-2026 and mid-2027.
'MRT Corp had previously sought four extensions for the tender validity of MRT3. No extensions were sought after the fourth extension ended in March 2024, which would mean that the tenders have naturally lapsed.
'We believe there would also be some changes to the original alignment of the project and the placement of stations, considering the reduction in plots of land for acquisition,' the research firm said.
MBSB Research stated while the approval of the final railway scheme was slightly behind the initial schedule, where it was expected to be approved by the fourth quarter of financial year 2024 (4Q24), nevertheless, it is still 'a positive' as this marks 'a step forward for the mega rail project'.
'MRT Corp expects the land acquisition process to be completed by the end of next year, which will then pave the way for construction to begin.
'We also do not discount the possibility that the land acquisition process may take slightly longer than expected. Notices for landowners to vacate acquired land should be issued starting 1Q26, where they will be given up to six months to vacate,' the research house said.
MBSB Research maintained 'positive' on the construction sector following the latest developments.
The research house expects Gamuda, which has a 'buy' call with a target price of RM5.42, and its joint venture partner MMC Corp Bhd to be the front-runner for the largest MRT3 package when the retender exercise is called, premised on their large degree of experience with MRT1 and MRT2.
'Other potential contenders for the two smaller packages are YTL Corp Bhd with a 'buy' call target price of RM2.84, IJM Corp with a 'buy' call and target price of RM3.74, MRCB with a 'buy' call and target price of 56 sen, and Sunway Construction with a 'buy' call and a target price of RM6.44.
'We also expect Malayan Cement Bhd , with a 'buy' call and target price of RM7.49, to be a direct beneficiary of the project,' MBSB Research said.

Palm oil and rubber model can drive Malaysia's global food ambitions
KUALA LUMPUR: Malaysia can become a global food producer by emulating its success in the palm oil and rubber industries, according to the Malaysian Institute of Economic Research (MIER). Its chairman, Tan Sri Mohd Effendi Norwawi, said the country should start viewing agriculture and food security as a strategic growth sector rather than a recurring policy issue. Mohd Effendi, a former minister of agriculture and food security, said Malaysia's food import bill, supply vulnerabilities, and global disruptions such as war, pandemics, and climate change highlight the urgent need for a new approach. "We have achieved success in palm oil and rubber, and we can apply this model to food production, particularly by utilising modern technology and the extensive knowledge we possess," he said, citing institutions like the Malaysian Agricultural Research and Development Institute (MARDI) and the country's network of agriculture professionals. Mohd Effendi highlighted that beyond agriculture, other emerging areas such as artificial intelligence (AI) and sustainability should be central to the 13th Malaysia Plan (13MP). "AI is an area we must move forward with. Malaysia is still at the starting line, so we have an opportunity to jump-start our progress. "We can move quickly into areas like AI and sustainability, where we already have national experts and can bring in international ones to help shape strong policies and strategies," he said. The talk featured presentations by MIER senior fellows Dr Larry Chee-Yoong Wong and Khairuddin Md Tahir, who advocated for a systemic shift in how Malaysia addresses food security. The Food Industry, Commodity and Regional Development Minister said the plant will be a key component in completing the state's pineapple industry ecosystem. 'Intensive efforts are being made to realise the establishment of a pineapple processing plant in Miri. This plant will not only act as a catalyst for transforming the landscape of the pineapple industry in Sarawak but will also complete the industry's ecosystem by providing market assurance to producers. 'This is a symbol of our commitment to building a pineapple industry in Sarawak that is not only more modern and competitive, but also brings comprehensive benefits to the people and the state,' he said in his speech at the Program Bertemu Pelanggan & Penyampaian Bantuan Insentif Projek by the Malaysian Pineapple Industry Board (LPNM) Sarawak, held at Dewan Pertubuhan Peladang Negeri Sarawak here today. Dr Rundi's speech was delivered by his ministry's permanent secretary Datu Sirai Daha. Dr Rundi said the facility forms part of Sarawak's broader strategic direction under the 13th Malaysia Plan (13MP), which includes three major development packages: a Basic Incentive Package for smallholders, a Cluster Incentive Package for existing and new grower groups, and a Commercial Package targeting companies and commercial-scale producers. 'With this more inclusive policy framework, LPNM Sarawak is expected to receive a larger allocation under 13MP, paving the way for balanced development across the entire value chain—from cultivation and processing to marketing,' he said. Sarawak has also set a target to develop 20,000 hectares of pineapple plantations by 2030—contributing two-thirds of LPNM's national target of 30,000 hectares. 'With Malaysia's total pineapple cultivation area recorded at 18,135 hectares in 2024, I believe that achieving higher figures by 2030 is not impossible,' he added. He emphasised that success will depend on close collaboration among all stakeholders, especially between the Sarawak government and LPNM. 'Modern technology, digitalisation, and the transformation of farming practices are essential to sustaining and improving the competitiveness of our pineapple industry at both the national and international levels,' he said. Dr Rundi also revealed that over RM23 million has been allocated by LPNM this year to support the industry in Sarawak through the provision of planting materials, farm infrastructure, and research into pineapple waste for bioeconomy use. 'This includes assistance such as drainage systems, fencing, farm roads, temporary storage facilities, and micro-irrigation systems. Solar lighting is also being introduced under the Night Farming Programme to extend working hours in the field and enhance productivity,' he said. Earlier, he launched the e-Pineapple system, with Sarawak becoming the first state to implement the platform. 'This is a major step in embracing digital transformation within the agri-food sector and aligns with the Sarawak Digital Economy Strategy. 'The system enhances project administration, enables real-time collection of grower data, and allows for transparent and efficient monitoring. I believe it will serve as a model for other states,' he said. He also urged all participants—including researchers, educators, growers, and entrepreneurs—to continue supporting national efforts in elevating the pineapple industry. 'Today, we are the second-largest pineapple-producing state in Malaysia. One day, we may become number one—and even a global leader,' he said. The event also featured the presentation of project incentives to growers from Samarahan and Sibu divisions. Also present at the event were LPNM director-general Mohd Khairuzamri M. EcoWorld Malaysia well positioned for growth
RHB Research noted that recurring income from data centres will bump up EcoWorld Malaysia's earnings for its financial year ending Oct 31, 2028. PETALING JAYA: Eco World Development Group Bhd (EcoWorld Malaysia) has a solid war chest to grow its property investments and for land acquisitions, analysts say. RHB Research said the property developer's disposal of 410 acres of industrial land has provided proceeds of RM1.71bil. In addition to RM5.22bil in unbilled sales and RM600mil in sukuk funding, the cash inflows come in handy to fund working capital to kick-start new projects, finance investments in data centre facilities and acquire new land. The research house said such initiatives would propel EcoWorld Malaysia into a high-growth phase. 'We expect net gearing to hover around the current level of 0.55 times over the next one to two years, as EcoWorld Malaysia is in an expansionary mode.' The research house also noted that recurring income from data centres will bump up EcoWorld Malaysia's earnings for its financial year ending Oct 31, 2028 (FY28). 'FY28 earnings should see a quantum leap on maiden contributions from EcoWorld Malaysia's build-to-lease data centre for Pearl Computing Malaysia. 'We estimate initial contributions from the lease income at around RM100mil-RM110mil a year, representing over 20% of our FY27 earnings estimates. 'Key risks are an unexpected slowdown in economic growth and unfavourable turn in regulations for data centres,' the research house said. EcoWorld Malaysia is also seen as the best proxy to Malaysia's the current property sector upcycle. The developer's land is strategically located in key high-growth areas, such as the Klang Valley and Iskandar Malaysia in Johor, which are benefitting from upcoming infrastructure projects and influx of foreign direct investments in Johor and Selangor. The company has total land holdings of 4,611 acres, of which 3,515 acres, 943 acres and 153 acres are located in the central, southern, and northern regions, respectively. 'The rapid monetisation of 410 acres of industrial land over the past year, on top of usual land utilisation, indicates highly efficient land turnaround time and solid management execution track record.' Going forward, RHB Research said three key projects are set to drive EcoWorld Malaysia's property sales from FY26. It has been a few years since EcoWorld Malaysia kick-started any sizeable greenfield development. In the pipeline are Eco Radiance in Semenyih, Selangor; Eco Botanic 3 in Iskandar Malaysia Johor; and Eco Business Park VII in Negri Sembilan. 'Cash flow should be manageable too, given the rest of its projects are entering their life cycles of eight to 10 years. Hence, cash flow from these mature projects should be consistent,' the research house said. RHB Research initiated coverage on EcoWorld Malaysia with a 'buy' call and a target price of RM3 per share.
