
New income tax bill: Parliamentary panel to table its report in Lok Sabha on July 21
The 31-member Select Committee, chaired by BJP leader Baijayant Panda, was appointed by Lok Sabha Speaker Om Birla to scrutinise The new Income Tax Bill, 2025, which was introduced by Finance Minister Nirmala Sitharaman on February 13 in the Lok Sabha.
The Committee has made 285 suggestions and at its meeting on July 16 adopted the report on new I-T Bill, 2025, which will now be tabled in the House for further action.
The simplified Income Tax Bill, which is half the size of the 1961 Income Tax Act, seeks to achieve tax certainty by minimising the scope of litigation and fresh interpretation.
The new bill, introduced in the Lok Sabha, has a word count of 2.6 lakh, lower than 5.12 lakh in the I-T Act. The number of sections is 536, as against 819 effective sections in the existing law.
The number of chapters has also been halved to 23 from 47, according to the FAQs (frequently asked questions) issued by the I-T department.
The Income Tax Bill 2025 has 57 tables, compared to 18 in the existing Act and removed 1,200 provisos and 900 explanations.
Provisions relating to exemptions and TDS/TCS have been made crispier in the Bill by putting them in a tabular format, while the chapter for not-for-profit organisations has been made comprehensive with use of plain language. As a result of this, the word count has come down by 34,547.
In a taxpayer-friendly move, the Bill replaces the term 'previous year' as mentioned in the Income Tax Act, 1961 with 'tax year'. Also, the concept of assessment year has been done away with.
Currently, for income earned in the previous year (say 2023-24), tax is paid in assessment year (say 2024-25). This previous year and assessment year (AY) concept has been removed and only tax year under the simplified bill has been brought in.
While introducing the Bill in the Lok Sabha, Sitharaman had said that "substantial changes" have been made in the Bill. The number of words have been halved from 5.12 lakh, and sections reduced from 819 to 236.
Following introduction, the Bill was referred to the select committee of the Lok Sabha and the committee was mandated to submit its report by the first day of next session.
The Monsoon session of Parliament is scheduled to sit from July 21 to August 21, 2025.

On Thursday, the two AAP leaders also talked about the MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) scam and paper leaks apart from discussing issues of employment, education, healthcare and road infrastructure during the rally in Narmada district's Dediapada. Criticising both the BJP and the Congress, Kejriwal and Mann termed party leader Gopal Italia's recent victory from Visavadar as 'a positive sign' for the AAP in the upcoming elections. Punjab CM Mann said, 'Aam public hai, chup rahe toh paanch saal, seene pe pathar rakh le dus saal, aankhein band kar le pandrah saal, jeeb ko taala laga le pachees saal, kuch bina bole tees saal… par tees saal ke baad jab janta jaagti hai toh tees saal ka hisaab tees minute me le leti hai (The common public remained silent for five years, endured for 10 years, shut their eyes for 15 years, locked their pockets for 25 years, didn't say anything for 30 years…but after 30 years when the public awakens… they will ask for accountability in 30 minutes). He is an educated member of the tribal community and an honest man… so you made him your MLA. Since Vasava has become an MLA, he has raised the issues of the public regarding schools, hospitals, electricity, jal, jungle, jameen, roads… Then Chaitar began getting government records. He saw that the government money sent for school, hospitals and roads were going into these people's pockets. One small neta of theirs becomes MLA and from cycle he has now 10 big cars… from a small house, he has a palace, from where? From stealing your money. Chaitar began exposing their secrets and became the voice of the Adivasi community,' said Kejriwal. He added, 'The BJP government got scared that if Chaitar keeps speaking up for the Adivasis, they won't vote for them. Saying that AAP gives tickets to the 'Aam Aadmi', Kejriwal exhorted the youth to step forward to take part in the upcoming Taluka Panchayat, Zilla and Nagarpalika elections. Slamming the Congress, Kejriwal added, 'Beware of the Congress. Gujarat doesn't have a BJP government. It has a Congress-BJP alliance government. They loot the people together. Himachal BJP leaders meet Shah, discuss state's condition following rain-related disasters
A delegation of the Bharatiya Janata Party (BJP) leaders from Himachal Pradesh met Union Home Minister Amit Shah under the leadership of BJP national president and Union Minister for Health, Jagat Prakash Nadda, to discuss the issue of disaster management in the state on Thursday. The delegation included Leader of Opposition and former chief minister Jai Ram Thakur, State BJP chief Dr Rajeev Bindal, former Union minister and MP Anurag Thakur, Lok Sabha MP Suresh Kashyap, Dr Rajeev Bhardwaj, actor-cum-MP Kangana Ranaut, Rajya Sabha MP Indu Goswami, Dr Sikander Kumar, Harsh Mahajan, MLAs Vinod Kumar, Hans Raj, and Deep Raj. During the meeting, Nadda and the BJP leaders briefed Shah on the disaster situation in Himachal Pradesh and urged him to visit the disaster-affected areas. They also requested greater support for the rehabilitation of affected people and the reconstruction of damaged infrastructure. They expressed their gratitude on behalf of the people of Himachal Pradesh to the Union Home Minister, who extended full cooperation during the disaster relief and rescue operations. The NDRF, ITBP, Army, and Air Force helicopters were made available immediately. At their request, Shah dispatched an inter-ministerial central team within 20 days to assess the damage caused by the disaster. Responding to their demand for a study on the causes of the disaster, a high-level expert team was also constituted. Nadda said that under the chairmanship of the Union Home Minister, a high-level committee had already approved a funding package of Rs 2,006.40 crore for Himachal Pradesh for rehabilitation and reconstruction in areas affected by floods, landslides, and cloudbursts in 2023. The first instalment of Rs 451.44 crore was released on July 7. The Centre also provided all logistical support, including the deployment of national disaster response teams, army units, and air force personnel, to Himachal and other states as required. A total of 13 NDRF teams are currently deployed for rescue and relief work in Himachal. Nadda further said that at the BJP's request, Shah had directed the formation of a multi-disciplinary central team in view of the increasing frequency and intensity of natural disasters in Himachal. Ranaut, in a post on X, also mentioned the neet, saying that the central government stands firmly with Himachal Pradesh in this hour of crisis. 'Expressing deep condolences, the minister (Shah) assured that all affected families will be provided with every possible assistance and prompt rehabilitation. The central government stands firmly with Himachal in this hour of crisis,' the MP wrote. According to the news agency PTI, since the onset of the monsoon in Himachal Pradesh on June 22, at least 76 people have died and 34 have gone missing in rain-related incidents across the state. The state has also experienced 40 flash floods, 23 cloudbursts and 25 landslides this monsoon season, resulting in losses of approximately Rs 1,247 crore, the State Emergency Operation Centre said.

Ruckus in Belagavi council over MES member's demand for govt. documents in Marathi
A demand by a council member belonging to Maharashtra Ekikaran Samiti (MES) for providing documents and council proceedings in Marathi led to heated arguments and ruckus in the monthly council meeting of the Municipal Corporation in Belagavi on Thursday. The demand was made to MES member Ravi Salunke and it was supported by MES-backed members Shivaji Mandolkar and Viashali Bhatkande. However, this was strongly opposed and condemned by other members, including those of the ruling party (BJP). Reacting strongly to the demand, nominated member Ramesh Sontakki pointed out that although Kannadigas are a majority in Akkalkot, Jath and Solapur, government documents are being provided there only in Marathi and not in Kannada. He urged the council not to pass any resolution in favour of giving documents in Marathi and pointed out that the MES members are repeatedly raising the issue unnecessarily. Floor leader Hanumanth Kongali demanded that the proceedings of the council should be conducted as per the agenda and none, including Ravi Salunke, should be allowed to deviate from it. Taking strong exception to Mr. Salunke's demand, other BJP members demanded that Mr. Salunke should be disqualified for taking a stand that is against the State of Karnataka. As the altercation among ruling party members and MES members escalated leading to cacophony, Mayor Mangesh Pawar adjourned the meeting for five minutes. Meanwhile, MLA Abhay Patil said that Congress support extended to him is the reason for such behaviour of Mr. Salunke. After the meeting resumed, the BJP members demanded that the proceedings be conducted as per agenda and rules and that none should speak in between or create confusion by raising unwarranted issues. Mr. Mangesh Pawar ruled that if members violated the rules, then he will be forced to take action.
