
K-P set to release Rs8b for Ehsaas initiatives
A high-level meeting regarding Ehsas flagship projects in the province was held here at Chief Minister's Secretariat with Khyber-Pakhtunkhwa CM Ali Amin Khan Gandapur in the chair.
The meeting reviewed the progress on four major programmes being implemented under Ehsas initiative in the province. These programmes include Ehsaas Nojawan, Ehsaas Hunar, Ehsaas Rozgar, and Ehsaas Apna Ghar (Low cost housing project).
During the meeting, a detailed briefing was given on the progress, so far made of the programs. It was informed that under Component-I of the Ehsaas Nojawan Program, being implemented through the Bank of Khyber, Rs408 million in interest-free loans have been distributed among 139 beneficiaries, utilizing 100% of the allocated funds. An additional Rs116 million is required for 52 more approved cases under the same component.
Meanwhile, Component-II of the Ehsaas Nojawan Program, implemented through Akhuwat Microfinance, has also achieved 100% disbursement of its allocated funds. So far, Rs602 million in interest-free loans have been disbursed among 3585 beneficiaries, with another 1,745 applications currently under process.
It was also highlighted that Akhuwat has achieved a 100% loan recovery rate under this program, with Rs. 42.88 million recovered to date.
Under the Ehsaas Hunar Program, Rs307 million have been distributed among 647 beneficiaries, while an additional 592 cases are currently being processed.

IMF seeks plan to end circular debt
The International Monetary Fund (IMF) has asked Pakistan to submit a comprehensive plan to eliminate the growing circular debt. According to sources, the gas sector's circular debt has soared to Rs2,800 billion, causing severe financial strain on Sui gas companies and other state-run oil and gas entities. In response, the government is working on a strategy to address the crisis, which includes securing a Rs2,000 billion loan from banks on favourable terms. Negotiations are reportedly underway with banks to reduce or waive interest rates. The government is also considering imposing a petroleum levy of Rs3 to Rs10 per litre and an additional surcharge on gas bills to raise funds for debt repayment. Through the proposed petroleum levy alone, it expects to generate around Rs180 billion. The repayment of the bank loans is expected to span five years. Meanwhile, the government will also need to reduce the operational losses of gas companies to effectively tackle the circular debt issue.

Finance committee of cabinet approves major grants
The Finance Committee of the Sindh Cabinet in its meeting on Wednesday approved major grants, deferred some funding requests for lack of details and rejected a request from the Sports and Youth Affairs Department for a grant of Rs2 million from non-development funds to organise a football championship in Malir PS-89. The committee directed the Sports and Youth Affairs Department to hold the tournament utilising allocated budget and stated that any funding shortfall at the end of the year would be reviewed separately. The meeting, held with Local Government Minister Saeed Ghani and Home and Law Minister Ziaul Hassan Lanjar in the chair, was attended by the chief secretary, finance secretary, secretaries of all concerned departments and other senior officials. The committee approved a grant of Rs115 million from non-ADP funds for the ongoing construction of the Government Degree College at Ghorabari, Thatta District, and sanctioned Rs248 million for the installation of water storage tanks along with solar-powered pumping stations at Ex-Nara Canal, Khipro, Sanghar District. A one-time grant of Rs45 million was approved to cover transportation and installation costs of agricultural machinery gifted by China to the federal government, which included Sindh's share. The ministers expressed reservations over this additional expense, directing that in future such gifts should be received directly at Karachi Port to avoid unnecessary costs. The committee also approved a one-time payment of Rs141 million to settle dues of retired employees of the Sindh Seed Corporation in compliance with a court order, with the condition that no further grants would be sought for this purpose in future. A grant of Rs300 million from non-development funds was sanctioned for the repatriation of illegal Afghans residing in Pakistan. However, a request for grant funding for the Langar Khana (free meal facility) at the shrine of Sachal Sarmast was deferred until a detailed report, including information on donations received at the shrine, is submitted. Likewise, the request from Sindh Solid Waste Management Board for Rs15 billion was also deferred until submission of complete documentation and detailed justification. The ministers directed all departmental secretaries to ensure that future cases presented before the committee are backed by complete working papers and detailed data so that the committee can prepare its recommendations for the cabinet based on full facts.

Privatisation of discos: NA panel raises objection to selection criteria
The National Assembly Standing Committee on Economic Affairs Division raised serious objections on Wednesday to the selection criteria for the privatisation of power distribution companies (discos). Pakistan government plans to sell loss-making, state-owned discos, starting from Islamabad Electric Supply Company (IESCO), Gujranwala Electric Power Company (GEPCO), and Faisalabad Electric Supply Company (FESCO). It has also appointed a financial advisor for privatisation of the three electricity distribution companies. The committee meeting convened on Wednesday under the chairmanship of Muhammad Atif at Parliament House, Islamabad. 'The committee thoroughly examined the proposed privatisation of three power distribution companies - Islamabad Electric Supply Company, Gujranwala Electric Power Company, and Faisalabad Electric Supply Company - raising serious objections to the current selection criteria,' the NA Secretariat said on Wednesday. 'Members unanimously expressed concerns to the methodology that exclusively targets discos with minimal transmission and distribution losses for privatisation.' The committee emphasised that by limiting privatisation to only the most efficient utilities, the government would be compelled to retain chronically underperforming discos, thereby exacerbating existing operational challenges and making their eventual privatisation virtually unattainable. Meanwhile, the Power Division in the Wednesday meeting presented a comprehensive overview of Pakistan's current power generation capacity to the Standing Committee, reporting a total installed capacity of 39,952 megawatts (MW). 'The energy mix analysis revealed a concerning imbalance, with fossil fuel-based generation accounting for 54% compared to just 46% from clean energy sources,' the NA statement read. 'Members expressed serious concern over the substantial financial burden imposed by capacity payments for this unused electricity, which continues to strain the national exchequer despite serving no practical purpose.' With its plan to privatise a number of state-owned entities, the government missed a modest target of collecting Rs30 billion (later revised to Rs8 billion) through privatisation proceeds in the financial year 2024-25. For the current fiscal year (FY26), the government has budgeted Rs86.550 billion collection from privatisation proceeds.
