
Data center leaders sound the alarm on energy concerns — and a better public narrative
Data Center World brought in more than 4,000 attendees across a week of programming last month at the Walter E. Washington Convention Center in downtown DC. Panels and talks focused on workforce development, energy innovation and construction. Household names like 'Shark Tank's' Kevin O'Leary gave remarks, in addition to some local leaders from the data center capital of the world.
Data centers, which doubled in megawatt supply in North America between 2023 and 2024, have a particularly high concentration in one Northern Virginia county — Loudoun County. The region dubbed 'Data Center Alley' already has 200 data centers and 117 to be built, per a white paper published by the Ashburn District Supervisor Mike Turner.
This surge presents many local issues, like demands on the energy grid. That makes Northern Virginia a key place to solve the problems, he said on a panel at the conference.
'If you can solve it in Loudoun County,' Turner said, 'you can solve it anywhere.'
Given this demand's growth in tandem with increased artificial intelligence use, as well as the energy required to power and cool these massive sites, panelists acknowledged concerns from consumers, alternative energy possibilities and the need for more work pipelines into the industry.
These conversations are taking place at the Commonwealth's highest political levels. Virginia Gov. Glenn Youngkin vetoed a bill Friday that would require site assessments, including a review of environmental and noise impacts from data centers.

Data centers have a 'PR problem'
There's no question that data centers have a negative perception, as electricity costs go up for consumers and noise pollution disrupts people's sleep.
'Shark Tank's' O'Leary highlighted this narrative issue as much during a keynote about investing in data centers.
'This is a huge PR problem,' he said, adding: 'My job for this industry is to communicate to everybody that we are really good guys. We're coming to town and we're bringing power.'
That power is stranded natural gas, one of his investment priorities. He additionally noted the intentionality of that language — to avoid framing infrastructure as needing gas or oil, but 'power.'
Other speakers addressed this desire to reframe the narrative. Buddy Rizer, the executive director of Loudoun County Economic Development, is urging data center leaders to try to push their narratives more, he said on a panel.
'We are a major hub for Google, Microsoft, Meta,' Rizer said. 'Those are good things. I think that for the longest time, we were reticent to tell our own story, because there's always going to be a story told. If you're not telling the story, then you surrender the narrative to somebody else.'
He cited benefits from data centers' property tax revenue, like improvements to schools and roads in Loudoun County, as a detail to help push positive framing.
He also noticed that as more data centers were built, the more people took notice and started to show concerns about noise pollution and how the massive structures looked in communities. Before the pandemic, he saw people being 'positive' about data centers, he said.
With these complaints, listening is key, Rizer said. He gets a lot of hate mail, but also makes an effort to return emails and calls, and attend public meetings to talk to people. That engagement has helped, he said.
'They felt like I'm not some nameless, baseless bureaucrat who's just focused on tax revenue, right?' he said. 'That I'm actually part of the community, that I'm listening, that I'm responding and always respectful, even if they're not respectful to me.'
More energy options are needed to power data centers
O'Leary started investing in data centers years ago. His venture firm, O'Leary Ventures, is focusing on investing in stranded natural gas for at least the next five years, he said.
The term refers to gas resources not yet tapped for economic reasons. Simply put, the cost of development and production is too expensive when compared to the value of the gas in the marketplace.
Using stranded natural gas will change that story, he hopes.
Data centers consumed about 4.4% of total US electricity in 2023, per data the Department of Energy released at the end of 2024. That's expected to increase to as much as 12% by 2028.
Much of the data center industry has an interest in nuclear energy. For example, Amazon Web Services signed several agreements to develop nuclear power projects, including one at Virginia's Lake Anna.
Ashburn's Turner said the industry is moving to nuclear power options, but not in Loudoun County at the moment. The amount of waste produced makes him hesitant about small modular reactors.
Instead, he wants to see a microgrid set up on land just south of Dulles airport, because there isn't enough land in Data Center Alley to pull this off. It would be on a separate line from the commercial and residential grid structure, but that'll take a lot of time, planning and coordination to pull off, he said.
'Nuclear is coming,' Turner said. 'That is the wave of the future.'
Regardless of these issues, data center construction can't slow down, said CIO Nancy Novak of Compass Datacenters, a multinational developer of data center infrastructure based in Texas. That would slow down innovation.
Every industry relies on data infrastructure, Novak said. It's not an 'if' more data centers are built, but a 'how.' Identifying ways to sustainably build and power the structures is a major part of that.
The industry needs a proper workforce
There is a high demand for workers in the trades (such as electricians, welders and ironworkers) to build and maintain data centers. At the same time, according to Novak, the existing workforce is aging out of the industry, and there are too few young workers to step in.
'They're going to be retiring in less than a decade, right?' Novak said, adding: 'The skill level needs to be there. We're in a crisis now.'
Workforce development is a major part of sustainable data center development, per consultant Mara Ervin, who spoke on a panel about collaboration in the industry. Several organizations are working on this in Loudoun County, including the Virginia Economic Development Partnership, local unions and community colleges. But she's seen the work take place in silos.
'We've been doing it in pockets through these organizations,' Ervin said. 'But we really haven't come together.'
Since the federal government started implementing mass layoffs, Loudoun's Rizer has seen former employees flood into community colleges to upskill. They aren't just pursuing fields like technology and construction, but also fields like sales and marketing, which he finds crucial to the industry.
'There are these opportunities to reskill, reinvent, retrain yourself,' Rizer said, 'and find something that is future-facing.'

A pitch competition returns after more than a decade with a $1M prize
A venture firm and a local economic development group are teaming up to host a weeklong summit for founders and investors this fall in Northern Virginia. Fortify Ventures, which invests in early-stage startups, is renting out a Leesburg resort with the Loudoun County Department of Economic Development to put on keynotes, panels, networking events and a pitch competition with a $1 million prize. This isn't the first iteration of the event, known as Distilled Intelligence. Fortify Ventures held two conferences like this one, plus two daylong events, during the deployment of its first fund between 2011 and 2014. Fortify Ventures launched its second fund at the end of 2024, which inspired the resurgence of the event, per Jonathon Perrelli, the firm's managing partner. '[This] event energized startups and investors,' Perrelli wrote to in a statement, 'and DI was where we found our initial portfolio companies.' The first Distilled Intelligence event in 2011 granted $25,000 to 55 startups. In 2012, startups competed for $100,000. Perrelli said that Loudoun County Economic Development was that inaugural event's initial sponsor. The government agency is committing $200,000 to put on the event, he said. The Lansdowne Resort will get bought out between Oct. 13 and 16. Distilled Intelligence as a whole will cost several hundred thousand dollars to put on, although Perrelli declined to give specific numbers. 'Loudoun County is honored to co-host DI 3.0, an event perfectly aligned with our mission of driving innovation and economic growth,' said Buddy Rizer, the executive director of Loudoun County Economic Development, in a press release. 'Our region continues to attract dynamic entrepreneurs and influential investors, and DI 3.0 exemplifies the spirit of innovation and strategic growth Loudoun County stands for.' Seed-stage and Series A startups are encouraged to apply. Founders of the 100 firms selected to pitch will have a complimentary stay, while tickets for investors will be $799, with additional costs for the resort stay and golf. Tickets for the media cost $99 — a rarity, press passes for events typically do not cost money. The deadline to apply for the competition is Aug. 15. The winning company will nab the $1 million in the form of a SAFE note, which gives the investor the right to purchase equity in the company at a later date. It's a way for startups to get funding without setting an immediate valuation. Perrelli is looking to feature companies from several industries, including cybersecurity, defense, energy and fintech. It's open to startups across the US, but he noted he expects 'significant representation' of startups in the DMV. He recommends that companies applying show the strengths of their team, outline the size and growth potential of their market, and give details about traction.

Pittsburgh could lead the world's fourth industrial revolution — if silos don't hold it back
As companies embed artificial intelligence into daily life, ethical, environmental and security concerns loom large. Integral to answering some of those big AI questions will be Pittsburgh, already well on its way to becoming the center of a burgeoning AI hub, local leaders and innovators said at the AI Horizons Pittsburgh Summit in Bakery Square on Monday. Historically a center for steel production, Pittsburgh now aims to lead in the fourth industrial revolution through AI, robotics and advanced manufacturing. That means coming up with thoughtful regulation, collaborative efforts and other tools that address AI's most pressing issues. But it all hinges on private, public and academic sectors coming together to make this happen, leaders at the event said. With Pittsburgh at the center, the effort to integrate and shape laws around the tech extends throughout Pennsylvania, too, though, Gov. Josh Shapiro said at the event. For example, Shapiro signed an executive order last year to create a governing board to guide the commonwealth's use of generative AI. 'I can't wait for the future, and the future, I know, is going to run right through Pittsburgh,' Shapiro, a strong proponent of AI in the public sector, said during the opening panel. Earlier this year, Pennsylvania became the first state to partner with OpenAI when Shapiro announced a 12-month pilot program allowing government employees to use a cybersecurity-enhanced version of ChatGPT. It has already saved participants an average of 105 minutes per day, according to the Commonwealth's initial findings. A full report on the pilot program will be released to the public in the next two months, according to Shapiro, and the Commonwealth may look to expand the program after. 'The work we're doing in state government complements the incredible work that's being done at research institutions and here in Pittsburgh,' Shapiro said. Companies take a prominent role in moving AI adoption ahead While the public sector embraces AI tools cautiously, the private sector can take a bolder approach, as companies showed off at the summit. For example, global financial services firm BNY recently adopted Eliza, an enterprise AI platform used by 52,000 employees at the company. 'There's some people who still think it's a lot of hype,' Michael Keslar, divisional CIO and president of BNY Pennsylvania, told 'We're not in that camp.' BNY already has 20 different applications in production, many of which were built in Pittsburgh, said Chris Martin, senior director of responsible AI at BNY. Some of the applications include automating market analysis reports and helping clients predict bad trades. National firms without a local HQ, like Nvidia, are also committing to Pittsburgh for AI developments. Nvidia announced last week it would establish its first 'AI Tech Community' in Pittsburgh. Anthony Robbins, Nvidia vice president, federal, signed a memorandum committing to the initiative alongside Shapiro, University of Pittsburgh Chancellor Joan Gabel and Carnegie Mellon University President Farnam Jahanian. Nvidia did not give any more details on financial investment into the partnership, possible product development efforts, specifics on the research project, length of the partnership or what it means for Nvidia's physical presence in the city. 'Pittsburgh is on the map,' Shapiro said, following the memorandum. 'Pennsylvania is the center of this research and innovation, and we are profoundly grateful to Nvidia for investing here and showing the rest of the country what we already know about Pittsburgh.' Shapiro plans to sign bill regulating deepfake technology Despite the enthusiasm around generative AI, leaders expressed concerns about its potential for mistreatment, including ethical issues like deepfakes. '[AI] can be used to cause great harm,' said Andrew Moore, CEO of Pittsburgh-based company Lovelace AI, during the summit. 'It could be used successfully to suppress all populations, to come up with new and really ingenious ways to deteriorate the human condition.' That was on full display in a trailer for veteran tech journalist Laurie Segall's movie about the growing pervasiveness of nonconsensual AI-generated explicit content. The adoption of laws addressing nonconsenual deepfakes has been inconsistent across the country. However, Pennsylvania's state legislature recently passed a bill to outlaw the distribution of pornographic deepfakes. Shapiro said he intends to sign the bill into law this week. 'It shouldn't take Taylor Swift being deepfaked in a sexually explicit way to get lawmakers to pay attention,' Segall said, referencing deepfake images of the pop star that went viral earlier this year and sparked a national bipartisan discussion to ban such images. Pennsylvania looks for ways to address AI energy consumption AI's massive data processing requires a lot of power, leading to emerging energy needs in the tech sector. To compensate, Pennsylvania could be the location of up to a dozen data centers over the next five to seven years and could need hundreds of megawatts per day, according to Brian Regli, executive director of critical investments for the governor's office. For example, the average ChatGPT query needs nearly 10 times as much electricity compared to a Google search and data centers' demand for power will grow by 160% by 2030, according to research from Goldman Sachs released in May. 'What we need is for the utilities and the infrastructure providers and the chip makers to work more cooperatively,' said Peter Panfil, vice president of global power at data center infrastructure company Vertiv. Making any progress, though, will rely on collaboration, according to Lance Lindauer, executive director of the nonprofit Partnership to Advance Responsible Technology. 'No single person, no entity, no single country, is going to solve a lot of these questions on their own or in a vacuum,' Lindauer said. 'The way that we're going to be able to push this topic forward is going to be by coming together in more collaborative spaces like this and like many others that still haven't even occurred yet.'
