Higher Emiratisation Fines for Private Companies (July 2025)
Effective July 2025, the UAE Ministry of Human Resources and Emiratisation (MoHRE) has increased fines for private sector firms that fail to meet Emiratisation targets.
Companies with 50 or more employees must ensure that at least 4% of their workforce comprises UAE nationals by the end of 2025.
Non-compliance fines: AED 96,000 per unfulfilled Emirati hire, up from AED 84,000 in 2024.
MoHRE confirmed the new penalty structure in its June 2025 circular. The government continues to incentivise firms to comply through the Nafis programme, providing salary support and training for Emirati employees.
Nutrition grading system
From June 1, mandatory nutrition grades must be placed on food items as part of a new labelling system launched by quality control and health officials in Abu Dhabi.
Products found on supermarket shelves without Nutri-Mark, which grades the nutritional content of a food item, will be withdrawn and concerned parties will be fined.
This will also apply to items that are displaying a higher grading than they should.
Nutri-Mark grades the nutritious value of a certain item from A to E, with A being the most healthy. The first phase of the new scheme applies to baked goods, oils, dairy, children's food and beverages.
Salik Toll System Expansion
: New Gates Operational Since June 2025
Dubai's Roads and Transport Authority (RTA) launched two new Salik gates in June 2025 to manage traffic congestion:
Business Bay Crossing
Al Khail Road near Dubai Hills
Each crossing deducts AED 4 per pass, similar to existing Salik gates.
The RTA states that the expansion is designed to alleviate congestion on alternative routes and enhance traffic flow into the city's core commercial districts.

Titan has entered into an agreement to acquire a 67% stake in Dubai-based jewellery firm Damas from Qatar-based Mannai Corporation. The consideration for the proposed transaction is based on an enterprise value of AED 1,038 million ($ 282 million). The Tata Group company, which runs Tanishq jewellery stores in India abroad, would also have the option to acquire the balance 33% stake from Mannai after 31st December 2029. Titan said the acquisition is strategically significant for its jewellery business as it will facilitate expansion across the six Gulf Cooperation Council (GCC) countries of UAE, Saudi Arabia, Qatar, Oman, Kuwait and Bahrain. The current Graff Monobrand Franchisee business of Damas LLC will be discontinued before completion of the proposed transaction (on or before 31st January 2026). C.K. Venkataraman, Managing Director of Titan, said that after successfully establishing Tanishq in the GCC countries and the USA, their ambition for a global jewellery play is moving to the next stage. Titan to acquire 67pc stake in UAE-based Damas jewellery
Agency: New Delhi, Jul 21 (PTI) The country's leading branded jewellery maker Titan will acquire a majority 67 per cent stake in UAE-based Damas Jewellery in an all-cash deal, a move which helps the Tata group-managed firm to expand business in GCC countries. Titan's wholly-owned subsidiary Titan Holdings International FZCO on Monday signed a definitive agreement with Mannai Corporation for the purchase of its 67 per cent shareholding in Damas LLC (UAE), the current holding company for Damas jewellery business in GCC countries. 'The consideration for the proposed transaction is arrived on the basis of the enterprise value of AED 1,038 million (nearly Rs 2,438.56 crore)," said a joint statement. Founded in 1907, Damas Jewellery has a network presence of 146 stores across six GCC countries. It had a revenue of AED 1,461 million (around Rs 3,450.2 crore) in FY'24. 'The purpose of acquisition is to acquire the entire jewellery business, including the brand 'Damas' held by Mannai Corporation in GCC countries through Damas LLC (UAE)," it said. Titan expects the proposed transaction to be completed before January 31, 2026, subject to regulatory clearances. 'As per the Proposed Transaction, Titan Holdings will acquire 67 per cent shareholding subject to conditions precedent specified in the Definitive Agreement and relevant regulatory approvals, as may be required, in the applicable jurisdictions," it said. However, after four years, by the end of 2029, Mannai shall have the right to sell and Titan Holdings shall have the right to acquire the balance 33 per cent shareholding in the holding company, subject to conditions agreed upon." This deal is 'strategically significant" for Titan's jewellery business as it will facilitate the expansion across the six GCC countries – UAE, Saudi Arabia, Qatar, Oman, Kuwait and Bahrain, said Titan. Mannai Corporation is a publicly listed company headquartered in Qatar, with activities mainly focused on the Business to Business segment based on trade and IT services. Damas, headquartered in Dubai, became a subsidiary of Mannai in 2012, and the time has come for investment in the next phase of its expansion in the region, said Grewal. Titan Company is a joint venture between the Tata Group and the Tamil Nadu Industrial Development Corporation (TIDCO). It had commenced its operations in 1987 under the name Titan Watches and later in 1994, Titan diversified into Jewellery (Tanishq) and subsequently into EyeCare. In FY'25, Titan's revenue from operations was at Rs 57,339 crore, in which its jewellery division contributed Rs 46,571 crore, which is over 81 per cent.
