Data centre framework key to harnessing tech and AI, says Gobind

KUALA LUMPUR: The Digital Ministry has underscored the need for structured data management and integration across government agencies.
This, Digital Minister Gobind Singh Deo said, was key to fully harnessing technologies such as Artificial Intelligence (AI) and enhancing the delivery of citizen-friendly government services.
Gobind said each government agency generates data, but must ensure that this data can be digitised.
He said data exists in various formats, digital, analogue, visual and audio and must be digitised to be integrated effectively.
"To use data meaningfully, we require computer power. That's where data centres and cloud infrastructure come in. We are adopting a cloud-first policy, which will allow us to deploy new technologies faster and at scale.
"We must ensure that data sharing is seamless, and to do that, the data must be digitised, securely stored and supported by adequate compute capacity," in a press conference after attending a tour of the Kuala Lumpur Command & Control Centre here today.
Present was Kuala Lumpur City Hall Mayor Datuk Seri Maimunah Mohd Sharif.
Gobind said while some states have already developed their own digital twin technologies, efforts were now underway to consolidate them into a single national digital twin framework that will benefit all states and ministries.
He said his current focus was on consolidating existing assets, harnessing available strengths, and determining the most effective way forward to reduce costs and improve efficiency.
"At the Digital Ministry, particularly under MDEC (Malaysia Digital Economy Corporation), we are developing this forward-looking strategy.
"If we build on our strengths, prepare for the future, ensure secure systems, and build public trust, I believe we will be well on our way to realising Malaysia Digital 2030," he said.
Gobind said the government also intends to establish a National Smart Nation Centre, bringing together initiatives from across the country.
This comes ahead of the Smart City Expo Kuala Lumpur 2025, set to take place from Sept 17 to 19, marking the first time the global event, usually hosted in Barcelona, will be held in Malaysia.
He said that it will serve as a platform to gather the brightest talents and tech companies involved in smart technologies, with Kuala Lumpur as this year's showcase.
On Kuala Lumpur's progress, Maimunah said City Hall's ongoing digital twin project allows for simulations of urban development, enabling authorities to forecast traffic congestion, estimate carbon emissions based on materials used and evaluate land use proposals.
She said DBKL's KLCCC was already leveraging real-time data and sensor systems to implement green wave traffic management and improve flood response.
"In the past, enforcement officers had to stand at flood-prone hotspots during heavy rains.
"Today, we rely on real-time flood warnings and river level data from the Department of Irrigation and Drainage, which also gets shared with Alam Flora for cleanup readiness.
"All this significantly reduces operational costs and improves efficiency at DBKL," she said.

As ASEAN Chair in 2025, Gobind said Malaysia is spearheading the formation of the ASEAN AI Safety Network, a regional platform to promote responsible AI use, foster research cooperation, develop standards and share best practices among member states. 'AI is not just changing industries; it is accelerating global development. And in doing so, it reminds us that the technologies of tomorrow must be built together, across borders, with a shared vision for a better world,' Gobind said, while sharing that Malaysia will also host two major global AI events this year: The inaugural ASEAN AI Malaysia Summit in August and the Smart Cities World Expo Kuala Lumpur in September, aimed at strengthening international dialogue on innovation and digital transformation. Amirudin: 10,000 local engineers to be trained under arm's 10-year semiconductor programme

SUBANG JAYA: A total of 10,000 local engineers are expected to be trained in the semiconductor field through a training programme by the United Kingdom's semiconductor design firm, Arm, over 10 years, said Selangor Menteri Besar Datuk Seri Amirudin Shari. The programme, known as Arm On-Demand, is the first Arm-led training programme in the country and is a strategic collaboration with the Advanced Semiconductor Academy of Malaysia (ASEM), a statement from ASEM said. It is aligned with the country's efforts to accelerate its ambition to develop homegrown chips within five to 10 years due to growing global demand for Artificial Intelligence (AI) and data centre technologies, the statement said. Amirudin said the initiative targets around 1,000 participants annually, with the first batch of 400 engineers already enrolled. "So, if we run two or three cohorts, we can reach that target each year," he told reporters at the programme's launch today. The event's highlight was a partnership signing ceremony between Arm, ASEM and 20 Malaysian universities, a symbolic and unified commitment to advance semiconductor education and research. The programme brings together participants from over 40 universities and engineers representing more than 80 companies across the semiconductor and technology sectors, reflecting strong national interest and commitment to talent development in advanced chip design. Amirudin said the training, which focuses on front-end Integrated Circuit (IC) design, began earlier this year with the IC Design Part 1 course in Puchong, and positions Malaysia as a leading and sustainable front-end player in the semiconductor industry. As of now, Amirudin said the Selangor state government has committed between RM5 million and RM10 million annually to propel the front end of the semiconductor value chain. He also said the federal government, through the Economy Ministry, has increased its support to RM100 million from RM60 million. This underscores national-level confidence in the initiative, with total investments expected to exceed RM100 million over the next decade. Amirudin also said he believes the Arm On-Demand Programme will move Selangor and Malaysia from completely relying on foreign direct investment towards building leaders and startups that will one day transform into leading companies that invest and export overseas. "We must envision a technological ecosystem where we do not solely export, but a space and place where Malaysian companies can similarly move up the economic value chain to utilise and be consumers of these chips. "We must move towards owning the intellectual property so that these chips are not just labelled 'Assembled in Selangor', but 'Designed in Selangor', 'Made in Malaysia'," Amirudin said. Amirudin said these ambitions will be detailed in Selangor Plan 2, which is set to be launched next year. He expressed confidence that semiconductor and electrical and electronics engineering will be prioritised under the upcoming 13th Malaysia Plan, to be announced by Prime Minister Datuk Seri Anwar Ibrahim on July 31.
