Deputy Chief Minister Mallu Bhatti Vikramarka has said that Police and Forest officials were not allowed to enter the lands falling under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) category.
He was chairing a review meeting with officials of both Khammam and Bhadradri Kothagudem at the Integrated District Offices Complex in Palvancha on Sunday.
The meeting was attended by Agriculture Minister Tummala Nageswara Rao, Revenue Minister Ponguleti Srinivas Reddy, and Animal Husbandry Minister and Khammam district in-charge Vakiti Srihari.
It reviewed flood preparedness, implementation of welfare schemes and other key policy initiatives, official sources said.
Addressing the review meeting, the Deputy CM said that farmers cultivating RoFR lands would be provided solar pump sets, sprinklers, drip irrigation systems and saplings of fruit crops, free of cost, under the Indira Soura Giri Jala Vikasam scheme. The flagship scheme will benefit tribal farmers holding land titles under the RoFR Act across the State over the next three years.
He emphasised that there is no shortage of urea and the government is taking all the necessary steps to meet the demand for urea in the current kharif season.
He directed the officials to prepare plans to promote fish seed farming through women self-help groups in each district. The government is presently releasing 89 crore fish seed into water bodies annually by purchasing them from other areas, he noted, highlighting the vast potential for creation of livelihood and income generating opportunities for women by involving the SHGs in fish seed farming.
He asked the officials to submit details of number of saplings planted under Vanamahotsavam programme over the past ten years, expenditure incurred and survival rate.
Mr. Vikramarka instructed the officials to ensure quality food is served to students in Welfare and Gurukul schools in strict adherence to the prescribed menu and regular medical check-ups for students.

HYDERABAD: Deputy Chief Minister Mallu Bhatti Vikramarka on Saturday said Telangana should aim to become the first state in India to fully integrate Artificial Intelligence (AI) into governance. He said training should be provided at all levels—from Principal Secretaries to village officials. The deputy chief minister made these comments while chairing a meeting of the sub-committee of the Board of Governors of the Marri Channa Reddy Human Resource Development Institute (MCRHRD). He said the state government would support efforts to develop MCRHRD into the country's leading training institute. 'The institute occupies 30 acres and is headed by a former chief secretary. Staff and officials must make full use of its services. It should also work towards self-sufficiency and financial growth,' Vikramarka said. He proposed two-day training programmes at district and mandal levels for leaders of Self-Help Groups (SHGs), aimed at supporting their economic development. He also said that MCRHRD had been neglected over the past decade and promised that the Sub-Committee would meet every six months to assess progress. The finance minister suggested that the institute should be equipped to keep pace with global technological developments. IT and Industries Minister D Sridhar Babu recommended issuing certificates to officials completing AI-related training. He also said college principals should be trained on steps needed to obtain NAAC accreditation, which could improve their eligibility for central government funding. Ministers Komatireddy Venkat Reddy and Ponnam Prabhakar, Director General and Vice-Chairperson Santhi Kumari and other officials attended.

He was addressing faculty, students, and dignitaries during Osmania University's Annual Day celebrations at the historic Arts College. Vikramarka spotlighted the vital role of education and ideological freedom in shaping a dynamic and inclusive Telangana. 'Osmania University has always embodied the spirit of Telangana,' Vikramarka observed. 'The free expression of thoughts and ideologies ranks above all rights in a democracy.' Reflecting on the state's turbulent past and the long struggle preceding Telangana's creation, he rued that the hard-won freedoms had been eroded for a decade. Citing his experiences during the 'People's March', the Deputy Chief Minister said this inspired the Congress government's mission to restore democratic values, culminating in what he called a true 'people's government'. Vikramarka announced a series of initiatives aimed at transforming the higher education landscape in Telangana. At the heart of the government's strategy is the transformation of public universities into skill hubs aligned with industry needs. In a push for preparing students for global competitiveness, the Deputy Chief Minister said that the government will offer English-medium instruction for all students, equipping them for success in an increasingly interconnected world. He also highlighted the state's trailblazing move to complete a comprehensive caste census, making Telangana the first state in India to implement such an initiative. 'Education and healthcare are the pillars of our agenda,' he stated, adding that disadvantaged students should harness these opportunities to drive development of the state and the nation. Presiding over the meeting, OU Vice-Chancellor Prof Kumar Molugaram praised the renewed vibrancy of the Arts College and the progress made under principal Prof C Qasim and his team.
