On the first day of the Monsoon Session, the Lok Sabha proceedings were adjourned for the day amid noisy protests by the Opposition, which demanded a discussion on Operation Sindoor and other issues. This was the fourth adjournment on the first day of the month-long Monsoon session.
The Opposition raised slogans in the House over its demand for a discussion on Operation Sindoor, under which Indian armed forces carried out attacks on terrorist infrastructure in Pakistan and Pakistan-Occupied Kashmir (POK) following the April 22 Pahalgam terror attack, which claimed 26 lives.
Lok Sabha Speaker Om Birla said he was ready to allow the members to raise all issues, including Operation Sindoor, after Question Hour - the first hour of the day when members raise questions related to different ministries and departments.
The government has allocated 16 hours for a debate on Operation Sindoor in the Lok Sabha and nine hours in the Rajya Sabha. The Income Tax Amendment Bill will be discussed for 12 hours in the Lok Sabha.
Meanwhile, impeachment proceedings against Justice Yashwant Varma were set in motion after 152 MPs submitted a signed memorandum to Speaker Birla on Monday. The High Court judge is facing removal over allegations of misconduct following the discovery of unaccounted cash at his residence.
The motion, filed under Articles 124, 217, and 218 of the Constitution, garnered support from lawmakers across party lines, including the BJP, Congress, TDP, JDU, CPM, and others. Signatories include MPs Anurag Thakur, Ravi Shankar Prasad, Rahul Gandhi, Rajiv Pratap Rudy, Supriya Sule, KC Venugopal, and PP Chaudhary.
In the Upper House, Vice President Jagdeep Dhankhar said he received a motion seeking Justice Varma's removal, signed by over 50 Rajya Sabha MPs. Since 152 Lok Sabha MPs submitted a similar notice, he directed the secretary-general to take necessary steps to move the impeachment process forward.
The Constitution mandates that the removal of a Supreme Court or High Court judge must follow a Presidential order, preceded by a motion signed by at least 100 Lok Sabha or 50 Rajya Sabha MPs. The Speaker or Chairman decides whether to admit the motion.
Allegations of misconduct against Justice Varma arose after a large number of charred currency notes were recovered from his official residence in Delhi following a fire on March 15. With the submission of the impeachment motion, Parliament will now investigate the matter.
The judge has denied any wrongdoing. However, a Supreme Court-appointed three-member inquiry panel found that he and his family had active control over the storeroom where the burnt currency was discovered. The panel concluded that the misconduct was grave enough to warrant his removal.

2,282 fatalities reported on Mumbai's suburban railway network in 2024: Railway Minister Vaishnaw

Mr. Vaishnaw's written reply was in response to the issue of commuters' safety on Mumbai suburban trains raised by Congress MP Sasikanth Senthil. A total of 2,282 fatalities were reported on Mumbai's suburban railway network in 2024 due to trespassing, pole hitting, falling from running trains and in platform gaps and other reasons, Railway Minister Ashwini Vaishnaw told Lok Sabha on Wednesday (July 23, 2025). Mr. Vaishnaw's written reply was in response to the issue of commuters' safety on Mumbai suburban trains raised by Congress MP Sasikanth Senthil. The Minister said that 'police' and 'public order' are state subjects under the Seventh Schedule to the Constitution and therefore, state governments are responsible for prevention, detection, registration, and investigation of crime and maintenance of law and order on Railways through their law enforcement agencies, viz. Government Railway Police (GRP)/district police. "Railway Protection Force (RPF) supplements the efforts of GRP/ district police to provide better protection and security to railway property, passenger area and passengers and for matters connected therewith," he said. He added, "As per information received from GRP, 2,282 fatalities were reported on Mumbai's suburban railway network in 2024 due to various reasons such as trespassing, pole hitting, falling from running trains, falling in platform gap etc." Giving the district-wise fatalities in the suburban railway network, Mr. Vaishnaw said that while Mumbai reported 1408 fatalities, Thane recorded 615 such cases. He added that Raigarh and Navi Mumbai registered 128 and 131 cases of fatalities respectively. Talking about the recent train incident in Mumbai suburban, Mr. Vaishnaw said a committee has been constituted to investigate the cause of the incident near Mumbra station. He also highlighted passenger safety initiatives and said that the introduction of AC local trains equipped with automatic doors in Mumbai has been a welcome initiative to enhance commuters' safety and reduce incidents related to overcrowding. "The automatic doors prevent passengers from hanging on footboards or boarding moving trains which is a major cause of fatal accidents. These doors remain closed while the train is in motion and open only at stations when the train is stationary, thereby significantly reducing the risk of falls," Mr. Vaishnaw said. "Increase in frequency of the train services including suburban train services is an ongoing process over Indian Railways subject to operational feasibility, traffic justification and availability of resources etc," Union Miniter Vishnaw added.

16-hr debate on Op Sindoor next: At RS council meet, Cong rubs it in, wants Dhankhar farewell

Two days after raising questions on the sudden resignation of Jagdeep Dhankhar as the Vice-President and saying that there was something more to it than meets the eye, the Congress on Wednesday went a step ahead, proposing at a meeting of the Rajya Sabha's Business Advisory Council (BAC) that Dhankhar, who was also the ex-officio Chairman of the Upper House, be given a farewell. Sources said Jairam Ramesh, the Congress's chief whip in the Rajya Sabha, made this proposal at the BAC meeting, but the government was learnt to be not in its favour. The Upper House is set to give a farewell to seven retiring members Thursday, which include the PMK's Anbumani Ramadoss and the MDMK's Vaiko. It is learnt that during the BAC meeting Ramesh said there should be a 'farewell function' for Dhankhar as well. The Congress, sources said, wanted to make a political point by seeking a farewell for Dhankhar who, they believe, was forced to resign. 'The government must answer why he (Dhankhar) resigned, what are the reasons, what is the secret behind it. We feel that 'daal mein kuch kaala hai (there is something fishy)'. He seems healthy and always keeps a good vocabulary. But what happened? He used to defend the BJP and the RSS more than the BJP-RSS people themselves,' Congress president and Leader of the Opposition (LoP) in the Rajya Sabha, Mallikarjun Kharge, told reporters today. Kharge said the country should be informed about the reason for Dhankhar's resignation and 'who was behind it'. While resigning two years before the end of his tenure, Dhankhar cited health concerns and 'medical advice.' Sources said none of the other Opposition members of the BAC backed the Congress's farewell demand for Dhankhar during Wednesday's meeting. While Dhankhar has been silent since his surprise announcement Monday night, the political row his exit has triggered has refused to die down, even as the Election Commission (EC) Wednesday set the ball rolling for the election of the next Vice-President. Asking the government to 'clarify the circumstances' surrounding Dhankhar's resignation, CPM MP John Brittas claimed that 'information from certain quarters suggests a senior minister sought his resignation on behalf of the government'. 'The contrast between the Prime Minister's enthusiastic endorsement of Dhankhar ji as 'Kisan Putra' during his (vice-presidential) candidacy and the cryptic, delayed statement following his resignation heightens intrigue,' said Brittas. 'If the government continues to evade questions, it would be fitting for Dhankhar ji to break his silence to uphold the dignity of the office,' he added. The BAC allocated 16 hours for a discussion on the Pahalgam attack and Operation Sindoor in the Rajya Sabha next week, starting on Tuesday. While the government was noncommittal on the Opposition's demand that Prime Minister Narendra Modi should reply to the debate, sources said he may 'choose the occasion to convey his government's robust response to the terror attack and its stand on a host of issues'.

PM Modi UK Visit Live Updates: PM Modi embarks on 4-day visit to UK, Maldives

Prime Minister Narendra Modi departed for the United Kingdom on Wednesday as part of a two-nation visit that will also take him to the Maldives later this week. His UK visit, scheduled for 23–24 July, aims to strengthen bilateral ties, with the signing of the long-awaited India-UK Free Trade Agreement (FTA) as a key highlight. Under negotiation for three years, the FTA is expected to eliminate tariffs on 99% of Indian exports to the UK and reduce tariffs on 90% of British goods. It is projected to double bilateral trade by 2030 from the current USD 60 billion and boost British exports such as whisky and cars to India. According to the Ministry of External Affairs, PM Modi will hold wide-ranging discussions with UK Prime Minister Keir Starmer on the full spectrum of bilateral relations, as well as regional and global issues. He is also expected to meet King Charles III. India and the UK will review cooperation in defence, climate, innovation, education, and technology, including collaboration in artificial intelligence and semiconductors. PM Modi is likely to raise concerns about Khalistani extremists in the UK. Foreign Secretary Vikram Misri said, 'The issue of the presence of Khalistani extremists, bodies close to these people, is something that we have brought to the attention of our partners in the UK.'
