ERBIL, Kurdistan Region - Kurdistan Region Prime Minister Masrour Barzani on Sunday received Iraqi Parliament Speaker Mahmoud al-Mashhadani in Erbil to discuss ongoing budget disputes between Baghdad and Erbil, as public sector employees in the Region remain unpaid for over two months.
'Both sides agreed that salary issues should not be mixed with any political problems or disagreements under any circumstances,' said a statement from the Kurdistan Regional Government (KRG), adding that 'discussions between both the regional and federal governments continue so that the issue can be resolved in the coming days.'
Salary disbursements to the Kurdistan Region's more than 1.2 million public employees have been suspended since late May after tensions between Baghdad and Erbil boiled over, with the federal finance ministry halting all budget transfers to the KRG.
The ministry cited the KRG's failure to deliver its oil to the federal government, saying that Erbil exceeded its 12.67 percent share of the 2025 federal budget. The issue has been compounded by the ongoing halt of the Region's oil exports through the Iraq-Turkey pipeline.
Shakhawan Abdullah, second deputy speaker of the Iraqi parliament, also attended the meeting.
A statement from the Iraqi parliament said that the Sunday visit was 'within the framework of discussions with leaders in Erbil on joint issues, activating cooperation between the central government and the region, resolving disputes between them.'
Negotiations over resuming Kurdish oil exports have stalled since last month. The main point of contention is the volume of oil the KRG must deliver to Iraq's State Oil Marketing Organization (SOMO). While Baghdad insists on 400,000 barrels per day (bpd), Erbil has proposed an initial volume of 280,000 bpd, according to informed sources.
Oil exports from the Kurdistan Region through the Iraq-Turkey pipeline have been halted since March 2023. The stoppage followed a ruling by a Paris-based arbitration court that found Turkey had violated a 1973 pipeline agreement by allowing Erbil to begin oil exports in 2014 without Baghdad's approval.
Finalizing an agreement is seen as essential to unlocking federal payments and resuming salaries for public servants in the Kurdistan Region.
Sherwan Dubardani, a Kurdish lawmaker in the Iraqi parliament and member of the Kurdistan Democratic Party (KDP), told Rudaw on Sunday that Mashhadani is also expected to meet with KDP leader Masoud Barzani.

Al-Sulaymaniyah unveils key infrastructure projects

Shafaq News – Al-Sulaymaniyah Two major projects, a public infrastructure tunnel and a riverside tourism development, were inaugurated in Al-Sulaymaniyah on Monday. The first, the 'Wali Tunnel,' is located along Hawari Street in central Al-Sulaymaniyah. Constructed under the direct supervision of the city's municipality in coordination with the private sector, the tunnel cost approximately 8 billion Iraqi dinars (5.669 million USD). It is expected to ease heavy traffic around the city center and the nearby Kobani Bridge, and is considered a key step in upgrading Sulaymaniyah's urban road network. The second initiative, the 'Darwaza Corniche,' is a new tourism site built along the banks of the Qeliasan River. The project provides an open, natural space for residents and visitors to enjoy outdoor recreation, contributing to the city's growing appeal as a tourist destination. According to officials, these projects 'align with the Kurdistan Regional Government's development strategy to invest in vital infrastructure and improve quality of life for residents,' in response to Al-Sulaymaniyah's rapid urban growth in recent years.

UN Special Representative for Iraq visits Karbala

Baghdad ( – The Special Representative of the United Nations Secretary-General for Iraq and Head of the United Nations Assistance Mission for Iraq (UNAMI), Mohamed Al-Hassan, visited the province of Karbala in central Iraq on Saturday and met with its governor, Nsayif Jassim Al-Khatabi. The governorate's growth and the possible role of the United Nations through its specialized agencies were among the topics of discussion at the meeting with the governor of Karbala, according to a statement released by UNAMI. Al-Hassan praised the governorate's accomplishments and their value on a national scale. Al-Hassan stated during a press conference that the UN is interested in promoting growth and service enhancement across Iraq, notably in the province of Karbala. The UN official underlined the need for ongoing collaboration between the UN and the Iraqi government. At the request of the Iraqi government, UNAMI was created in 2003 as a special political mission by UN Security Council Resolution 1500. The mission is tasked with coordinating the UN agencies' development and humanitarian initiatives in collaboration with civil society and government partners. Despite not providing humanitarian or development programs directly, UNAMI connects Iraqi partners with the technical expertise of the UN's network in Iraq and increases awareness of humanitarian and development challenges in the country. The mission in Iraq currently employs about 648 people, including 397 Iraqi staff members and 251 international staff members.

Rasheed Bank Launches Solar Energy Loans

By John Lee. State-owned Rasheed Bank has launched specialised loans for purchasing renewable energy systems, specifically solar panels, with financing provided directly by the Central Bank of Iraq (CBI). The initiative allows citizens and public sector employees to apply for loans of up to 30 million Iraqi dinars [$21,000], at an interest rate of just 3 percent. The bank says the move aligns with Iraq's national strategy to promote clean, sustainable energy and reduce reliance on traditional power sources. Applicants are invited to apply via the "Ur" platform, with Rasheed Bank promising a simplified process designed to reach as many people as possible. (Source: Rasheed Bank)
