Citizen groups challenge $134M Ameren Illinois rate increase

PEORIA, Ill. (WMBD) — Citizen advocacy groups, on Wednesday, argued that a proposed $134 million rate hike for natural gas use is beyond what is needed.
The Citizens Utility Board and the Illinois Public Interest Research Group held a joint news conference, saying Ameren Illinois' request to the Illinois Commerce Commission asking to raise the gas prices is overly excessive, said Jim Chilsen, CUB's communications director.
'Consumer advocates argue Ameren's bid for $134 million rate hike is unjust, unreasonable, and it's at least triple what the utility could justify' he said.
In a release, Ameren said that the price increase is a necessary step in order to ensure safety and meet federal guidelines, according to Brad Kloeppel, an company spokesman.

'The investments we have proposed in our reliability plan will enable us to meet strict federal pipeline safety requirements, reduce leaks, and provide reliable and affordable natural gas to our residential and business customer,' he said. 'We evaluate all available methods to maintain compliance at the lowest possible cost based on operational feasibility and industry best practices.'
The proposed hike would be the fourth rate increase since 2018. CUB says it will raise monthly bills by 12% to 13%. That comes to about $10 more a month, or more than $100 a year for the average person, Chilsen said.
He argued that the ICC should reject at least two-thirds of the proposed rate hike. Eric DeBellis, general counsel for CUB, accused Ameren of using money from customers to pay for things that stockholders should pay for.
'Ameren's proposed increase is at least triple what the utility can justify under law. In this case, we and other parties have already exposed more than $85 million in excessive, unjustified charges, largely driven by Ameren's push for an excessive shareholder profit margin and questionable accounting practices,' he said.
DeBellis said CUB and others are pushing for lawmakers to approve the Utility Transparency Act, which would work to stop companies from doing just that.
Kloeppel says that there is a strategic process Ameren uses to keep gas rates affordable for their customers.
'Ameren Illinois takes a strategic approach to maintaining the natural gas system and keeping customer rates affordable. A significant amount of natural gas is purchased in the summer, when prices are typically lower, and stored in twelve underground storage fields for withdrawal during the colder winter months,' he said. 'Up to 24.2 billion cubic feet of natural gas are in reserve and available for distribution at lower prices.'
Kloeppel added they understand a price increase can be difficult for some customers to pay, and said anyone who needs assistance can find programs on Ameren's website.
The ICC will give their final decision on whether Ameren can raise the rates sometime in November.

The company operates in a sector which, due to the rising importance of financial planning, is tipped for strong and long-term growth. Boosted by its formidable brand power, I'm expecting M&G's profits and dividends to rise steadily in this climate. A mix of capital gains and rising large dividends means M&G shares have delivered a terrific average annual return of 17.1% since 2020. Future returns could be impacted by interest rate fluctuations. ComEd customers seeing bills double amid rising electric cost

Temperatures are soaring, and so are the bills for ComEd customers, who are feeling the impact of the sticker shock. Experts, however, said the anger directed toward the electric company is being misplaced. Triple-digit jumps in some electric bills have customers seeing red. The main culprit isn't ComEd. The real driver is a higher supply charge, which the grid operator sets, not the utility, and unfortunately, it will get worse. "Mine doubled! That's kind of garbage," customer Drew Marinelli said. His ComEd bill for his Albany Park apartment went from around $80 per month to $167 last month. "It is a little frustrating to see that it jumped up that aggressively for what felt like no reason," he said. Marinelli wasn't the only customer to gasp. "The increase went into effect on June 1 and is expected to be about 10 to 15 percent per household," Mohammad Abdullah said via TikTok. The issue is baked into the "electricity supply charge," and it's not the company's fault. "Big power generators, the companies that own the power plants. They are laughing all the way to the bank this summer as we pay these high bills," Citizens Utility Board Communications Director Jim Chilsen said. Chilsen said the cost of electricity on the wholesale market went up thanks to PJM Interconnection, the electric grid operator. He said they have been slow to adopt low-cost clean energy resources and battery projects to help bring down prices. ComEd said the spike, combined with an unseasonably warm June, raised the average bill by more than $67. "Rising energy prices have a real impact on the families and customers that we serve," ComEd's director of revenue policy, Brad Perkins, said. Perkins said they knew it was coming and launched a $10 million relief fund earlier this month to help struggling customers pay these rising bills. "Thus far, we've seen a lot of interest in this. Thousands of customers have applied for relief on this, and customers will start experiencing the credits associated with this relief fund in a few weeks," he said. CUB Executive Director Sarah Moskowitz said in a statement, in part: "While we are relieved that the negotiated price cap prevented capacity costs from soaring even higher, this record price spike is unacceptable. CUB is deeply concerned that ComEd customers will continue to bear painfully high costs for another year, largely because of policy shortcomings from PJM. The power grid operator's policy decisions too often favor outdated, expensive power plants and needlessly block low-cost clean energy resources and battery projects from connecting to the grid and bringing down prices. This extended price spike was preventable. It ramps up the urgency of implementing long-term reforms at PJM and comprehensive energy legislation in Illinois, such as the Clean and Reliable Grid Affordability Act, to protect customers from price spikes that serve only to give power generators windfall profits." ComEd also offers bill support and ways customers can manage the rise in cost on their website.

Ameren's stock prices have soared 33.3% over the past 52 weeks, significantly outperforming the S&P 500 Index's ($SPX) 13.4% returns and the Utilities Select Sector SPDR Fund's (XLU) 20.3% gains during the same time frame. Ameren's stock prices gained 1.4% in the trading session after the release of its mixed Q1 results on May 1. The company's operating revenues from electric sales soared 18.9% year-over-year to $1.6 billion, along with a notable uptick in natural gas sales to $475 million. This led to its overall revenues growing 15.5% year-over-year to $2.1 billion, surpassing the consensus estimates by 5.7%. However, Ameren's profitability didn't flare as expected, due to an increase in operating and interest expenses. Its non-GAAP EPS grew by a modest 4.9% compared to the year-ago quarter to $1.07, and missed the Street's expectations by 93 bps. Nevertheless, the stock maintains a consensus 'Moderate Buy' rating overall. Of the 15 analysts covering the AEE stock, opinions include nine 'Strong Buys' and six 'Holds.' Its mean price target of $105 suggests a modest 4% upside potential from current price levels.
