Marcos directs reorganization of Presidential Legislative Liaison Office

GMA Network6 hours ago
President Ferdinand "Bongbong" Marcos Jr. has directed the transfer and reorganization of the Presidential Legislative Liaison Office (PLLO), which acts as a conduit between the Office of the President (OP) and the individual members of Congress.
Signed on July 16, Marcos' Executive Order 90 provides that it is imperative to reorganize the PLLO to streamline and rationalize its functions consistent with the rightsizing policy of the administration towards bureaucratic coherence.
The reorganization will also enable the PLLO to more effectively and efficiently deliver the President's legislative agenda for the country.
The PLLO shall be under the supervision and control of the Office of the Executive Secretary as one of the delivery units of the OP Proper.
The position of the Presidential Adviser on Legislative Affairs with the rank of Secretary is hereby abolished, the EO stated.
The PLLO shall be headed by an Undersecretary who shall be assisted by two Assistant Secretaries, one for the Senate and one for the House of Representatives.
Mark Llandro Mendoza, who most recently held the PLLO Secretary post, tendered his courtesy resignation following President Ferdinand "Bongbong" Marcos Jr.'s bid to "recalibrate" his administration. Mendoza's resignation was accepted and later announced by Malacañang.
Adrian Carlos Bersamin is the new head of the PLLO, with the rank of Undersecretary. According to a Facebook post by the PLLO on Saturday, Bersamin will lead the office "toward stronger stakeholder partnerships and more responsive policy coordination in support of the Administration's legislative agenda."
Under Executive Order 11 (s. 2022), the PLLO was placed under the supervision and control of the Office of the Special Assistant to the President as part of streamlining the administrative structure of the OP.
The Executive Secretary shall have the authority to assess and evaluate the organizational structure, staffing pattern and the corresponding qualification standards for all positions in the PLLO.
The Executive Secretary will also implement personnel actions and reorganization measures as may be necessary, and craft the organizational structure and staffing pattern of the PLLO, in accordance with relevant laws, rules and regulations.
In the exigency of service, and pending approval of the new organizational structure and staffing pattern, the PLLO and its existing personnel shall continue to operate and function under their existing mandates as prescribed by relevant laws, rules and regulations. — VDV, GMA Integrated News

Marcos says P83-billion drug bust haul so far close to entire Duterte term's total

President Ferdinand "Bongbong" Marcos, Jr. on Monday said that the P83 billion worth of illegal drugs seized during his term so far is almost the same amount of illegal drugs seized during the presidency of Rodrigo Duterte. President Ferdinand "Bongbong" Marcos, Jr. on Monday said that the P83 billion worth of illegal drugs seized during his term so far is almost the same amount of illegal drugs seized during the presidency of Rodrigo Duterte. 'Sa mga isinagawang pagsakote sa mga bodega't laboratoryo, at tangkang pagpasok, halos walumpu't tatlong bilyong pisong halaga ng droga ang nakumpiska. Kamakailan lamang, may mga malalaking kargamento na nagkakahalaga ng bilyon-bilyon ang nasabat natin sa Zambales, Pangasinan, Cagayan, Tondo, Muntinlupa, Ilocos Sur, Ilocos Norte, Cebu, Batangas, Rizal, at Cavite,' Marcos said during his fourth State of the Nation Address. 'Sa tatlong taon lamang, halos mapantayan na ang kabuuang huli noong nakaraang administrasyon,' Marcos added. (In the raids on warehouses and laboratories, almost P83 billion worth of illegal drugs have been confiscated. Just recently we seized large shipments worth just three years, we have nearly matched the drug bust haul of the past administration.) Marcos added that the government's anti-drug operations have resulted in the arrest of 53,000 suspects, including some 9,000 high-value targets. These include 677 government officials, of whom 100 are elected officials while 50 others are police officers. Still, the President said that the battle against illegal drugs and other crimes, such as the case of missing sabungeros, is far from over. 'Patuloy ang ating mga operasyon laban sa mga drug dealer, big-time man o small-time. Ang puwersa ng ating kapulisan ay nagbabantay at rumuronda para nararamdaman ng taumbayan,' Marcos said. (Our anti-drug operations continue and the police are always on standby, protecting our communities.) 'Nagtutulungan ang buong pamahalaan para lutasin ang mga kaso ng mga nawawala dahil sa walang pakundangang kagagawan ng mga sindikato sa likod ng madilim na mundo ng mga sabungan. Hahabulin at pananagutin natin ang mga utak at mga sangkot, sibilyan man o opisyal. Kahit malakas, mabigat, o mayaman, hindi sila mangingibabaw sa batas,' Marcos added. (The government is all hands on deck in addressing the case of the missing sabungeros. We will go after the masterminds, civilians or officials alike. Whether they are rich or influential, they will not prevail over rule of law.) — BM, GMA Integrated News

SONA 2025: Marcos 'willing' to operate on reenacted budget in 2026

President Ferdinand 'Bongbong' Marcos Jr. made an unprecedented declaration that the government would operate under a reenacted budget in 2026, warning that he will veto a proposed budget bill that will not be in harmony with his administration's programs and priorities. 'For the 2026 national budget, I will return any proposed Generation Appropriations bill that is not fully aligned with the National Expenditure Program (NEP),' Marcos said during his fourth State of the Nation Address (SONA 2025) Monday. 'Further, I am willing to do this even if we end up with a reenacted budget. 'Di ko aapribubahan ang kahit na anong budget na hindi alinsunod sa plano ng gobyerno para sa sambayanang Pilipino (I will not approve a budget that is not aligned with the government's plan for the Filipinos),' the President declared. The Department of Budget and Management (DBM) defines a reenacted budget as a situation where the previous year's General Appropriations Act (GAA) is extended and remains in effect for a preceding year until such time the Congress passes a budget bill into law. Early this month, Marcos approved the P6.793-trillion NEP for Fiscal Year 2026. The 2026 NEP resulted from about P10.101 trillion budget proposals which was trimmed down due to limited fiscal space and the fiscal consolidation strategy, which targets gradually reducing the national government's deficit from 5.5% of GDP in 2025 to 4.3% by 2028. The proposed P6.793-trillion 2026 budget was equivalent to 22.0 percent of GDP and higher by 7.4% from the fiscal year 2025 budget of P6.326 trillion. The NEP will be submitted by the President to Congress within 30 days after the opening of the regular session. The 2025 GAA had its fair share of criticisms amid claims of insertions made by legislators during the bicam for cash aid programs such as AKAP and TUPAD. The President signed the P6.326-trillion GAA for 2025 in December 2024, but vetoed P194 billion worth of line items that are not consistent with his administration's priorities. Marcos issued his threat to veto the 2026 budget bill after making a stern warning against government personnel who steal funds especially for flood control projects. The President claimed that erring government officials are making a racket out of these projects by having 'kickback, initiative, errata, SOP, for the boys.' 'Kaya sa mga nakikipag-sabwatan upang kunin ang pondo ng bayan at nakawin ang kinabukasan ng ating mga mamamayan, mahiya naman kayo sa inyong kapwa Pilipino,' Marcos said. (To those who collude to steal the country's funds and the Filipino people's future, shame on you.) The country's Chief Executive ordered an audit and performance review of flood control 'to check, and make sure, and to know how your money was spent' as he warned that heads will roll and cases will be slapped against erring personnel and contractors. 'Kailangan malaman ng taumbayan ang buong katotohanan. Kailangang may maging managot sa naging pinsala at katiwalian,' Marcos said. (The Filipino people should know the truth. Those responsible for the damage and irregularity should be held accountable.) — RSJ, GMA Integrated News

SONA 2025: Marcos boasts more TESDA scholarships, priority aid for 4Ps students

President Ferdinand 'Bongbong' Marcos Jr. during his State of the Nation Address on Monday touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships, and financial aid for poor families. In his fourth SONA, Marcos reaffirmed his administration's commitment to making both college and technical-vocational education more accessible, especially for disadvantaged youth. 'Dumami din ang nabigyan ng scholarships sa TESDA. Nito lamang 2024, higit pa sa dalawandaang libo ang nadagdag na mga scholarships para sa TechVoc,' Marcos said. (The number of TESDA scholarships has grown. Just in 2024, over 200,000 new Technical-Vocational scholarships were added.) The President emphasized that students from Pantawid Pamilyang Pilipino Program (4Ps) households will be given higher priority in entering college over the next three years. 'Sa mga kasama naman sa Listahanan at 4Ps: itong susunod na tatlong taon, bibigyan natin ng mataas na prayoridad ang mga anak ninyong tutungtong sa kolehiyo,' he said. (For families under the Listahanan and 4Ps: over the next three years, your children entering college will be given top priority.) Marcos noted that more than two million students currently benefit from free public college education, with 260,000 additional scholars added under his term. 'Taon-taon, mahigit dalawang milyong estudyante ang nakakapag-aral ng libreng kolehiyo... Dinagdagan pa natin ng dalawang daan at animnapung libong estudyante ang nakinabang dito,' Marcos reported. (Each year, over two million students benefit from free college education... and under our administration, we added 260,000 more beneficiaries.) For 2026, nearly ?60 billion has been allocated for free tuition and subsidies in public colleges and Tech-Voc programs. Marcos celebrated the country's rise in higher education participation, citing that the Philippines now ranks second in ASEAN in terms of youth enrollment in college and technical-vocational training. 'Napakataas ngayon ng bilang ng kabataan nating pumasok sa kolehiyo at sa TESDA. Pilipinas na ang pumapangalawa sa buong ASEAN,' he said. (We now have a very high number of youth enrolled in college and TESDA. The Philippines is now second in all of the Association of Southeast Asian Nations.) He also lauded the increasing global recognition of local universities and colleges. From just 22 in 2022, 114 Philippine higher education institutions are now recognized internationally, with 68 of them being public schools. To reward academic excellence, Marcos introduced the Presidential Merit Scholarships for top-performing high school graduates. 'Bilang natatanging pagkilala, gagawaran natin ng Presidential Merit Scholarships ang mga high school graduates na makakakuha ng Highest Honors,' he said. (As a special recognition, we will award Presidential Merit Scholarships to high school graduates who receive Highest Honors.) — RF, GMA Integrated News
