NCBC raises questions on Bengal's revised OBC list

Time of India14-06-2025

New Delhi: The National Commission for Backward Classes (
NCBC
) has raised questions over West Bengal government's new list of
Other Backward Classes
(OBCs) and has sought information within three days on the recommendations and survey conducted to include new communities in the state list.
West Bengal's state OBC list has been in the eye of a political storm since last year with the BJP accusing ruling
Trinamool Congress
of appeasing
Muslim communities
by including them in the state OBC list. The high court had scrapped 113 names from the list of OBCs, retaining 66, last year. This didn't deter Mamata Banerjee-led state government which added 76 castes in the state OBC list taking the total to 140 this month. Of the 113 castes scrapped by high court, 76 have now been added back, while two from the list of 66 retained by high court have been taken out.
NCBC has waded into the controversy now. NCBC chairman Hansraj Gangaram Ahir said the state government had not shared similar information the Commission had sought when it had prepared the earlier list. "We have sought information on three counts from the state within three days," said Ahir. In 2023, West Bengal had recommended inclusion of 87 castes, including 80 of Muslim community, in the Central List of OBCs. This had prompted NCBC to seek information from the state and details on what basis the government had made such a recommendation. NCBC has been red-flagging anomalies in implementation of reservation policy in West Bengal.
After a field visit in February 2023, NCBC had found Rohingyas and Bangladeshi immigrants had got OBC certificates and taken reservation benefits.
The state government has made a survey the basis of inclusion of castes in OBC list. Now, Ahir has raised the objection that if this information was available why was it not supplied to NCBC. Citing the notifications of the state government, Ahir has written, "These notifications provide that these exercises have been carried out on the detailed survey. A copy of the proforma for the survey is attached. The National Commission for Backward Classes desires that the recommendations of the West Bengal State Commission along with the Survey reports specifically the information relating to point No. 13(C), 13(D) & 19(A) of the proforma with all the supporting documents being provided. The above sought information may be furnished within 3 working days."
Points 13 (C) and 13 (D) pertain to the profession of people surveyed and how many are in government service. Point 19 (A) in the proforma asks respondents the level of education. NCBC says it has been seeking information on these counts from the state government and the reservation policy being followed.

Opposition may raise revision of electoral rolls in Parliament

Opposition INDIA bloc partners may raise the Election Commission of India's (ECI) move to conduct a door-to-door special intensive revision (SIR) of electoral rolls in Bihar, just months before the crucial assembly polls, in the upcoming monsoon session of Parliament, two senior leaders of the Opposition grouping said on Sunday. Two days after the ECI's announcement to start the SIR of electoral rolls, West Bengal chief minister Mamata Banerjee said the move was more dangerous than the National Register of Citizens (NRC).(File Photo) A senior Trinamool Congress (TMC) leader said the issue will be also taken up politically by the INDIA bloc parties. 'The talks among INDIA bloc allies have already started on this issue,' the leader said. Also read: EC 'clarifies' rules as Bihar voter roll drive starts today In Patna, senior Congress leader Digvijaya Singh said all constituents of INDIA bloc may knock the door of judiciary against the ongoing SIR if the poll body does not accept opposition parties' objections about the drive. 'The SIR drive of the EC is a deliberate attempt to disenfranchise poor, tribal, young, flood-affected, and migrant voters in the upcoming Bihar Assembly elections. All constituents of INDIA bloc may knock the door of judiciary against the ongoing SIR of the electoral roll in Bihar if the EC does not accept the opposition's objections about the drive,' the Rajya Sabha member said. ECI on June 24 announced it will undertake SIR of the electoral roll across the country, beginning with Bihar, to weed out ineligible names, citing rapid urbanisation, frequent migration, young citizens becoming eligible to vote, non-reporting of deaths and inclusion of the names of foreign illegal immigrants. The announcement met with strong criticism from Bihar's opposition Mahagathbandhan, which claimed the move was aimed at electorally benefiting the ruling NDA in the poll-bound state. Singh said he spoke to RJD chief Lalu Prasad on the issue and urged him to speak to Congress president Mallikarjun Kharge. The SIR drive has been launched just a few months before the state polls, Singh said, adding, 'The EC should have taken the opinion of all political parties before launching this drive.' Two days after the ECI's announcement to start the SIR of electoral rolls, West Bengal chief minister Mamata Banerjee said the move was more dangerous than the National Register of Citizens (NRC). 'I don't understand the reason behind the ECI move or the rationale behind selecting these dates. This is nothing short of a scam. I seek clarification from the commission on whether they are trying to implement the NRC through the back door. In fact, this looks to be more dangerous than the NRC which every political party in Opposition must resist,' Banerjee, who is also the TMC chief, said. A leader of a non-Congress party said the ongoing drive might impact other states as well. 'Next year, three states which are ruled by INDIA bloc parties will go to poll. Therefore, we need to be united to tackle the issue,' the leader said, also declining to be named. In 2026, TMC-ruled West Bengal, DMK-ruled Tamil Nadu and the Left parties-led Kerala will go to polls along with Assam and Puducherry.

2 cr farmers await revival of free crop insurance scheme

Vijayawada: The inordinate delay in the revival of free crop insurance scheme has put about two crore farmers in a tight spot. Although farmers hoped that the govt will pump life back into the free crop insurance scheme ahead of the Kharif season, the govt remained silent even as the crop season commenced across the state. Curiously, agriculture minister K Atchannaidu promised in the assembly to launch the best crop insurance scheme. The state govt had in fact abruptly walked out of the crop insurance scheme implemented by the previous YSRCP regime stating that it was not beneficial either to farmers or the govt. The TDP-led NDA, which came to power last June, took time to study crop insurance schemes implemented by various states. Sources said that the govt is not keen to revive the scheme as it would anywhere between 2,500 and 3,000 crore. The previous YSRCP govt had also goofed up the crop insurance scheme when it wanted to implement the scheme without joining the PM Fasal Bima Yojana. Three years later, the govt joined hands with the Centre and joined the Fasal Bima Yojana. According to information, the state govt used to pay a premium of 1,500-1,600 crore to cover certain crops under insurance. The Centre has been spending around 300-400 crore under Fasal Bima Yojana. The farmers were made to pay 10-15% of the total premium under Fasal Bima Yojana which costs around 500-700 crore to the farmers. Initially, the previous govt launched a complete free crop insurance scheme. However, the delay in payment of premium from the govt failed to give the desired results when the farmers lost their crops to the natural calamities. "The crop insurance scheme initiated by the our government between 2014-19 was the best. We are planning to bring a new scheme with requisite changes. The crop insurance policy adopted by the previous government not beneficial to the farmers," said Atchnnaidu during a debate in the assembly recently. He explained that YS Jagan Mohan Reddy government was yet to pay crop insurance claims under free insurance-PMFBY after rabi 2022-23 to the farmers. He said that the PMFBY claims about 1,400 crore was not settled due to the bungling of the scheme and payments by previous govt.

BJP stages protest across West Bengal over Kolkata gangrape case, blames TMC for decline of law and order

Kolkata (West Bengal) [India], June 29 (ANI): Amid the political and social turmoil that has yet again gripped the state of West Bengal following an incident of alleged gangrape of a law student at South Calcutta Law College on June 25, State Assembly Leader of Opposition (LoP) Suvendu Adhikari, along with scores of BJP workers, staged a protest on Sunday evening in Kolkata, condemning the alleged gangrape. The BJP intensified its attack on the ruling Trinamool Congress (TMC), blaming Chief Minister Mamata Banerjee's government for what they termed a complete breakdown of law and order in the state. Adhikari, addressing the protest, accused the state administration of failing to protect women, noting that the police has 'completely failed'. 'The BJP has been on the streets across the entire state from the first day. No daughter is safe in all of Bengal as long as Mamata Banerjee remains the Chief Minister. It is the police's job to ensure the safety of daughters. The police have completely failed,' he asserted. In Siliguri, the BJP Mahila Morcha held a 'Mashal March' demanding justice against the alleged gang-rape incident. The incident has sparked public outrage and led to a wave of political protests, with BJP leaders holding the TMC government responsible for deteriorating women's safety across the state. Union Minister and West Bengal BJP President Sukanta Majumdar slammed West Bengal Chief Minister Mamata Banerjee, declaring the law and order situation in the state as 'grave'. 'Mamata Banerjee is a complete failure and totally out of control. If she remains in her post, such situations will continue to recur against the women of West Bengal,' said Majumdar. Shortly after his release from Lalbazar Police Headquarters -- where he was detained for protesting against the incident -- earlier today, Majumdar announced that BJP workers would take out a 'Mashal Juloos' as a form of protest. 'We will not spare this government has turned a blind eye to this issue. We will go to jail as many times as needed. The fight will continue,' he asserted. The BJP had also called for the resignation of the Chief Minister following the incident. While the BJP has launched an aggressive campaign against the Mamata Banerjee-led TMC government, leaders from other national parties have urged restraint and called for justice without politicisation. National Spokesperson of the NCP-SP faction Seema Malik called for a balanced response to the incident. 'We should not be selective of states in such incidents. CM Mamata Banerjee is a responsible lady, and in such a short time, all four accused were arrested. However, the National Commission for Women (NCW) has a selective approach,' Malik said, questioning what she described as politically biased outrage. Congress MP Imran Masood also commented on the matter, taking a more neutral stance. 'Our law is very strict. If any criminal incident has happened, then strict actions should be taken against it. Politics should not be done over such incidents,' Masood said. Meanwhile, the TMC has issued a show cause notice to its party leader and Kamarhati MLA Madan Mitra following his 'unwanted, unnecessary, and insensitive comments' on the gangrape case. The notice, signed by West Bengal TMC President and Rajya Sabha MP Subrata Bakshi, demands an explanation within three days from Mitra for breaching party discipline, following his remarks on the incident that were widely criticised for victim-blaming. The controversy erupted after Mitra's comment, where he suggested that the incident could have been avoided if the victim had not gone alone to the location. 'This incident has sent a message to girls that if someone calls you when the college is closed... nothing good will come of it. If that girl had not gone there, this wouldn't have happened. If she had informed someone before going or had taken a couple of friends with her, then this wouldn't have happened,' Mitra said on Saturday. BJP leader Gourav Vallabh slammed Mitra's remarks on the incident, stating, 'Despite having a woman Chief Minister, Bengal has become number one in the country in terms of harassment, exploitation and atrocities on women. TMC in Bengal works to save the accused and does not stand with the victim's family. We demand that if Mamata Banerjee has even 0.1 per cent morality left, she should resign. TMC has become the darling of atrocities on women today.' The BJP has also announced it has formed a four-member fact-finding committee that will visit the incident site and submit a report to party president JP Nadda. The committee comprises Satpal Singh, Meenakshi Lekhi, Biplab Kumar Deb, and Manan Kumar Mishra. Union Minister Dharmendra Pradhan earlier also called for the need to 'free' West Bengal from the TMC, drawing parallels between the party's governance in the state and the Emergency imposed by the Congress in 1975. Speaking during a press conference, Pradhan criticised the TMC for perpetuating a 'dangerous mindset' that he claims undermines the state's educational and social fabric. Earlier, on June 25, a female student was allegedly gang-raped inside the South Calcutta Law College in Kolkata's Kasba area. The police have arrested three persons, including the main accused, and a five-member Special team has been formed to investigate the incident. The main accused, Manojit Mishra, and his accomplices, Zaib Ahmed and Pramit Mukhopadhyay, have been remanded to police custody till July 1. (ANI)
