Centre Proposes Changes To TRP Policy To Boost Competition
In a bid to encourage competition, the government has proposed to remove entry barriers for companies keen to foray in the sector of television viewership measurement ecosystem.
The Ministry of Information and Broadcasting has proposed amendments to the Policy Guidelines for Television Rating Agencies-2014 to ensure that the TRP system reflects the diverse and evolving media consumption habits of viewers across the country.
The proposed changes include the deletion of key clauses - 1.5 and 1.7 - that earlier restricted cross-holdings between rating agencies and broadcasters, advertisers, or advertising agencies.
The Ministry has invited feedback on the draft amendments by August 1 from viewers, broadcasters, advertisers or concerned citizens.
The Broadcast Audience Research Council (BARC) is the only agency providing TV ratings, but it does not track connected TV device viewership, despite it being a major trend.
Currently, India has approximately 230 million television households. However, only about 58,000 people meters are used at present to capture viewership data, representing just 0.025 per cent of the total TV homes.
"This relatively limited sample size may not adequately represent the diverse viewing preferences across regions and demographics," an official statement said.
It said the existing audience measurement technology does not sufficiently capture viewership on emerging platforms such as smart TVs, streaming devices, and mobile applications, which are witnessing growing adoption among audiences.
The proposed amendments to Clause 1.4 of the Guidelines seek to introduce an easier-to-comply provision to explicitly prevent rating agencies from engaging in consultancy or advisory services that may result in a conflict of interest with their primary role.
The proposed amendments aim to allow multiple agencies to foster healthy competition, bring in new technologies, and provide more reliable and representative data especially for connected TV platforms, an official statement said.
"As viewing habits evolve, so must the way we measure them. The amendments will also enable more investments from broadcasters, advertisers, and other stakeholders to improve rating technology and infrastructure," it said.
With these reforms, India aims to build a more transparent, inclusive, and technology-driven TV rating ecosystem.
The existing policies had entry barriers that discouraged new players from entering the TV ratings sector. Cross-holding restrictions also prevented broadcasters or advertisers from investing in rating agencies.

Toll slashed up to 50% for elevated highway portions
In a decision that will benefit commercial vehicle owners, the government has slashed the toll rate up to 50% for sections of National Highways which have structures like bridges, tunnels, flyovers or elevated highways. Currently, the toll for the structured portions of the National Highways is 10 times the normal toll. In a revised notification released on Tuesday, the Ministry of Road Transport and Highways has devised a new formula to calculate the user fee for a section of the National Highway comprising structures. According to the new formula, the minimum length will be calculated by adding 10 times the length of the structure to the net road length or 5 times the total length of the section of the National Highway, whichever is lesser. For instance, if a section of the National Highway has a total length of 40 km, with 30 km structure and 10 km net road, then the minimum length will be computed as 10 x 30+10 = 310 km or five times the total length of the section of the National Highway which is 5x40km = 200 km. The user fee will be calculated for the lesser length that is for 200 km. This will be a huge relief for users who travel on stretches of highways where structures account for more than half the length. Under the new mechanism to determine toll fees, a one-way car trip will cost Rs 292 at Rs 1.46/km as per National Highways Fee (Determination of Rates and Collection) Rules, 2008. This fee will be much higher for a taxi, a commercial vehicle. The user fee is higher for structure sections of the National Highways to recover the cost incurred in construction of tunnels, bridges or elevated stretches on the highway. The Ministry said that for the existing public-funded toll plazas, the new rule will be effective from the date of next scheduled user fee revision. For the new toll plazas, it will apply since the commencement of the date of operation. For concessionaire operated fee plazas, it will come into effect upon expiry of concession agreements. Officials said that the new rule will mostly benefit the commercial vehicle as they are charged four to five times of what is paid by private vehicle owners, who also have an option to buy an annual pass of Rs 3,000 to cut down toll spending burden. 'For example, in the Delhi-Dehradun expressway, the elevated structure on the Delhi side is 18 km and on the Dehradun side, it is passing through a 15-km wildlife elevated corridor. The commercial vehicles will have to pay up to 50% less toll for the structure section. Similarly, the toll on other key elevated structures such as Nashik Phata-Khed and Danapur-Bihta will also be reduced. The 28.5 km Dwarka Expressway has 21 km of structures. Thus, the new rule will be a big relief for commuters on this expressway,' said an official.

Vande Bharat, Rajdhani Trains Expected With Launch Of Bairabi-Sairang Rail Line To Aizawl
Last Updated: Mizoram will be the fourth Northeastern state with its capital city linked to the national railway network. Mizoram's capital Aizawl is all set to join India's railway map, with the 51-km Bairabi–Sairang line likely to be inaugurated in July, having received all final approvals. The development comes weeks after Srinagar received direct train connectivity from Katra – which is well connected with most parts of the country. 'Everything is completed, and even the approvals for train operations have been received. In the next couple of weeks, most likely in July, the train operations will start," Ministry sources told News18, demanding anonymity. The 17-km Bairabi-Hortoki section, part of the 52-km Bairabi-Sairang Rail Line, has been operational since last year. The project is divided into four sections – Bairabi-Hortoki; Hortoki-Kawnpui (10 km); Kawnpui-Mualkhang (12 km); and Mualkhang-Sairang (13 km). The total cost of the project is Rs 5,021.45 crore. Mizoram will be the fourth Northeastern state with its capital city linked to the national railway network. CRS Inspection The final stretch of the Bairabi–Sairang New Line Railway Project, from Hortoki to Sairang, was thoroughly inspected by the Commissioner of Railway Safety (CRS), Northeast Frontier Circle, in June. This marks a significant milestone, as it completes the entire 51.38-km rail line, paving the way for direct rail connectivity to Aizawl, the capital of Mizoram, for the very first time. In August 2024, the CRS had authorised the operation of freight and passenger trains for the broad-gauge line between Bairabi and Hortoki. Now, with the remaining three sections approved, train connectivity is set to transform Aizawl's future. Importance of the New Line Currently, to reach Aizawl, limited flights are available from Kolkata, Guwahati, and Imphal to Lengpui airport, situated 30 km from the main city. Bairabi is the only functional railway station in Mizoram at present. This station is about 90 km from Aizawl city. The next biggest station for the state is Silchar Railway Station in Assam – around 180 kilometres from Aizawl. The remaining journey has to be completed by bus or taxi. This is set to change with the upcoming Bairabi–Sairang rail line. Earlier this week, Mizoram Chief Minister Lalduhoma said that the Railway Ministry has agreed to connect Aizawl and Delhi with the Rajdhani train. Trains will also operate to the state from Tripura and Kolkata, he assured. Regarding train services to Aizawl, the official added that initially, limited trains will operate to the city and, slowly, depending on demand, train operations will increase. 'Vande Bharat and Rajdhani services will be introduced based on feasibility and demand," they said. Another Challenging Route Following successful rail projects in Srinagar and Rameswaram, Aizawl presented another complex engineering challenge. The route has 48 tunnels with a collective length of around 13 km, apart from 55 major and 87 minor bridges. There are five Road Over Bridges (ROBs) and six Road Under Bridges (RUBs). One such bridge — Bridge No. 196 — stands 104 metres tall, 42 metres higher than the Qutub Minar. Beyond the impressive engineering feats, the project also embraces the region's cultural identity—transforming the railway tunnels into vibrant canvases that celebrate Mizoram's heritage. 'The railway tunnels along Bairabi-Sairang route have been adorned with striking murals that transform these functional structures into powerful visual narratives, celebrating the rich cultural heritage and identity of the Mizo people. These artistic embellishments turn the railway journey into a cultural experience, blending modern connectivity with timeless tradition," the Ministry said. What Will Change? Several industries in the state have the potential to grow, but face significant constraints due to limited infrastructure and connectivity. The state can grow its bamboo-based and handloom and handicrafts industries. Also, the economy of the state depends on agriculture. Several food industries can also boost the economy. The state has rolling hills, dense forests, and remarkable biodiversity. 'With its natural beauty, cultural richness, and warm hospitality, Mizoram holds immense potential as a sustainable and serene tourist destination," the Railway Ministry said in a statement. Assam forest land used for camps without approval, action ordered against official
The Ministry of Environment, Forest and Climate Change has directed legal action against Assam's Special Chief Secretary MK Yadava for serious violations of the Forest (Conservation) Act, 1980. The violations pertain to the unauthorised diversion of protected forest land in Assam to build Commando Battalion Camps without securing the mandatory prior approval from the Central to official documents, Yadava, who was then serving as Principal Chief Conservator of Forests and Head of Forest Force, allegedly permitted the diversion of 28 hectares in Geleky Reserved Forest under the Sivasagar Division and 11.5 hectares in Innerline Reserved Forest under the Hailakandi Division for non-forest purposes. The Ministry has now empowered Divisional Forest Officers in Assam to initiate legal proceedings against construction projects, undertaken by the Assam Police Housing Corporation Ltd., proceeded without Central clearance. Inspections carried out by the Ministry's Regional Office in Shillong confirmed that large-scale permanent construction had already taken place in both forest areas. The August 2024 inspection of Geleky Reserved Forest found that nearly 80 percent of the structures for the Commando Battalion Camp had been completed. A similar site visit in March 2024 at Innerline Reserved Forest revealed that around 500 workers and multiple heavy vehicles were engaged in construction activity spread across 11.5 hectares.
