Fraudsters are exploiting Aadhaar-linked processes in the insurance sector by manipulating data and forging documents to file bogus claims across motor, health, and life insurance. Investigations reveal coordinated efforts involving fake identities, altered addresses, and exploitation of vulnerable individuals. Insurers and the IIB are enhancing fraud detection measures to combat these evolving tactics.
Agencies Mumbai: After manipulating PIN codes for over a decade, fraudsters have found a new way in the insurance system to exploit Aadhaar-linked processes for identity-based frauds. From motor insurance to health claims, criminals are now manipulating Aadhaar data through forged documents to file bogus claims.UP Police have, as of late July, sent out notices to several insurance companies to share details of the claims teams and other executives involved. These cases involve fake documents and coordinated efforts across banks and insurers. Fraud in the insurance sector is estimated to be around 10-15% of the total claims made. Insurers are increasingly sharing the 'red-flag' data to the Insurance Information Bureau (IIB) to control it."Aadhaar is emerging as the latest weak link in the fraud chain," said Anukriti Sharma, additional SP Sambhal. "Fraudsters have started creating fake identities using forged or manipulated Aadhaar cards to obtain policies, and to initiate fictitious claims."
Investigations by UP Police have shown that not only are these criminals targeting life and health insurance policies with forged documents but are also running organised rackets for auto insurance."We have had 2-3 cases tied to the UP fraud," said Krishnan Ramachandran, MD and CEO, Niva Bupa Health Insurance. "Our fraud investigation team is actively involved. These cases often involve fake documents and coordinated efforts."Several life insurers and general insurers have reported instances where Aadhaar-linked phone numbers and email IDs did not match the policyholder's actual contact details, and these frauds go undetected until a claim is filed or money is withdrawn.In certain cases, police found that the syndicate members scout hospital corridors and rural villages for the most vulnerable or people already facing death or poverty. They convince families to hand over Aadhaar details, alter addresses to bypass blacklisted pin codes, and open accounts in their names using small finance banks with less oversight. Then came the life insurance policies where policies worth ₹20 lakh or more are taken.IIB has been stepping up efforts using several modules and platforms for fraud detection and prevention. For instance, one of the tools that stored 144 million records helped identify 300,000 potentially fraudulent life insurance cases, involving a sum assured of ₹1.73 lakh crore over five years.

Seven policemen were suspended after allegedly failing to intercept a Delhi Police Special Cell team that snuck in with a dummy bomb during a mock drill at the Red Fort, officers said. Drills are being conducted across the national capital to test security arrangements ahead of Independence Day, they said. The authorities concerned will now review all security arrangements from scratch and implement an improved and revised plan, senior officers said. The seven policemen would also be subjected to a departmental inquiry, officers added. The mock drill, which exposed the security lapse, was just one among many that would be conducted in the run-up to the 79th Independence Day. Several security measures are already in place. A two-layered ring security system has been formed, comprising officers from the rank of Deputy Commissioners of Police (DCP). Snipers, Special Weapons and Tactics (SWAT) commandos, drones, and 700 AI-enabled CCTV cameras with facial recognition facilities are also part of the arrangements. Some of the new security arrangements in place, as reported by The Indian Express on Monday, include an Under Vehicle Surveillance System. Large-scale mock emergency exercises, hotel inspections, and increased patrolling are among the measures that are already being implemented, said officers.

Some agents across hoblis collected farmers' land and Aadhaar information, offering to pay their premiums while demanding 50% of future compensation. The perpetrators exploit both farmers and govt systems by guaranteeing compensation through premium payments in selected hoblis. They request half of any compensation received, a practice now widespread across numerous hoblis. These agents discourage direct premium payments by farmers, claiming it would eliminate compensation eligibility for their hobli. They successfully secure payouts even in regions without rainfall issues. Investigations indicate collaboration between insurance providers, agricultural and horticultural officials, political figures, and farmer representatives in managing premium payments and compensation claims. Farmers from Haveri, Gadag, Bagalkot, Vijayapura, Koppal, Vijayanagara, Ballari, Kalaburagi, Raichur, Chitradurga, Yadgir, Bidar, and Belagavi confirm that these activities are taking place, while requesting anonymity. Officials assist in wrongly classifying non-irrigated lands as irrigated. These areas receive compensation through 'influential' networks despite adequate rainfall and successful harvests. During 2024-25, several hoblis received compensation despite good yields, while genuinely affected areas in Haveri, Ranebennur, Hangal, Rattihalli, and districts like Davanagere, Gadag, Dharwad, and Belagavi received nothing despite rainfall damage. However, non-existent crops are being registered. Farmers from Hattimattur and Savanoor hoblis report maize insurance processing despite cotton cultivation. Farmers who paid premiums directly have not recieved compensation despite eligibility, attributed to not paying through agents. Ravikumar Savanur, executive member, district unit of Bharat Kissan Sangha, expressed concern about agent interference in crop insurance, noting that agents demand 50% of compensation after disbursement. Some farmers have received compensation despite no crop damage, while many with actual losses have received nothing. Raghu Gombi from Devagiri village in Haveri taluk reports that unaffiliated farmers received no compensation during the 2023-24 drought. "Agricultural officials direct us to insurance companies, whose representatives remain unavailable," he stated. K Mallikarjun, joint director, department of agriculture, was unavailable for comment.

Dharmasthala (Karnataka): The Special Investigation Team (SIT) probing the alleged mass burial case in Dharmasthala on Monday recovered multiple skeletal remains from a new site identified by the anonymous complainant, police sources said. Under the supervision of Director General of Police (DGP) Pranab Mohanty, the SIT halted exhumations at the designated 11th site and redirected operations to a previously unexamined spot at a place called Banglegudde. The new site, located on an elevated terrain nearly 100 feet high, has yielded several skeletal fragments, including skulls and other human bones, sources in the police said. According to sources, the SIT, which is investigating the case of hundreds of alleged illegal burials between 1995 and 2014, has already gathered Unnatural Death Report (UDR) records for the period. Despite earlier records being tampered with or missing from Belthangady police archives, prior data collection ordered by Mohanty soon after the SIT's constitution helped preserve critical evidence. Police officials said the recovered skeletal remains have been sent to the Forensic Science Laboratory (FSL) to determine age, gender, and possible cause of death. The skeletal remains that were recovered from site No. 6 on July 31 have been sent for forensic examination. Attempts to exhume at four other locations--labelled sites 7 to 10--had earlier failed to produce conclusive evidence, further intensifying focus on the new site. Minor injuries were reported among a few personnel during the operation due to the difficult terrain, police officials said. The SIT has invited residents who had earlier lodged complaints or shared information to actively engage with the ongoing investigation. Officials said that recovering as many skeletals as possible remains a top priority in one of Karnataka's largest forensic-led investigations. The SIT investigation continues under tight secrecy, with daily operations expected to proceed based on emerging findings. The SIT was formed by the state government after allegations emerged of mass murder, rape, and illegal burials in Dharmasthala over the past two decades. The complainant, a former sanitation worker whose identity has not been disclosed, claimed that he was employed in Dharmasthala between 1995 and 2014. He alleged that he was forced to bury several bodies--including those of women and minors--some of which bore signs of sexual assault. He has since recorded a statement before a magistrate in connection with these claims.
