Cuepacs proposes hybrid system for withdrawal of retirement savings

Yesterday, the director-general of public service stated support for retaining the monthly pension payments, citing cases of pensioners falling victim to scams as a key concern.
PETALING JAYA : The umbrella body for civil service unions has proposed a hybrid system where part of the retirement savings can be withdrawn upfront, while the remainder is paid monthly.
The proposal by Cuepacs president Adnan Mat follows a suggestion by another association for civil servants, Persatuan Pesara Kerajaan dan Swasta (Pejasama), that pensioners under the public service remuneration system (SSPA) be given the option of receiving their pension either as monthly payments or a lump sum upon retirement.
Its president, Azih Muda, said such flexibility was necessary as some retirees might prefer access to a large sum of money to make significant purchases after completing their service, in response to the proposed reforms to the SSPA, which is expected to retain the monthly pension payment model.
Adnan agreed with Pejasama's proposal.
'These options would help preserve long-term financial security while offering flexibility based on the needs and preferences of civil servants,' he said in a statement.
Yesterday, public service director-general Wan Ahmad Dahlan Abdul Aziz described the proposal as a proactive move, citing cases of pensioners falling victim to scams as a key concern, along with the need to manage retirement savings more efficiently.
Today, Adnan said Cuepacs supported the public services department's proposal to maintain monthly payments for civil servants under the SSPA.
He described the move as a positive step towards ensuring income stability after retirement, despite civil servants no longer being part of the conventional pension model.
'Any new mechanism must be based on the principle of 'no lesser benefits' compared to the current pension scheme to ensure retirees' welfare remains protected.'
While reaffirming that the existing pension scheme remains the best system to guarantee long-term welfare, Cuepacs acknowledged that the government's fiscal constraints make it difficult to sustain the traditional model for future appointments.
Cuepacs also noted that some civil servants may prefer a lump-sum payment similar to the EPF system, but argued that monthly disbursements are more structured, secure and reduce the risk of financial mismanagement.

(Bernama pic) BANGI : The International Labour Organization (ILO) is looking to Malaysia as a reference point in its effort to regulate the gig economy, says deputy prime minister Ahmad Zahid Hamidi. Zahid, who chairs the high-level committee for the establishment of the Malaysian Gig Economy Commission (SEGiM), said the ILO's interest reflected the global significance of Malaysia's pioneering approach in drafting legislation aimed at protecting gig workers' rights. 'This bill, which will be tabled and potentially passed in Parliament in August or September this year, is not just about setting the protection net (for gig workers) in stone,' he told reporters after chairing a roundtable session on the gig economy here today. 'It's the first of its kind focussed entirely on the gig economy, unlike in other countries that simply append it to existing laws.' He said a representative from Malaysia had presented the country's framework at the ILO headquarters in Geneva recently, with the organisation expressing interest in studying Malaysia's experience more closely. Zahid confirmed that SEGiM would be set up under the Prime Minister's Department to oversee the development and implementation of policies tailored for the gig economy, including upskilling initiatives and social protection mechanisms. The commission will work closely with the digital, transport and human resources ministries to ensure gig workers are given opportunities not just for temporary income but also for long-term career development, including entrepreneurship. Zahid also said SEGiM would serve as the main authority for the gig sector nationwide. It would be responsible for ensuring industry compliance with standards and transparent policy execution, while also strengthening self-regulation practices among platform providers, he said. To enhance policymaking and ensure industry feedback is heard, Zahid proposed informal town hall sessions involving gig platform operators, government officials, and other stakeholders. He said such dialogue should happen in a more relaxed setting, reflecting the flexible nature of the gig sector. 'Too many meetings are too formal. I've suggested we adopt a more casual, open format for discussions. No rigid protocols – just honest conversations between those affected and those responsible for the policies.' The establishment of SEGiM was first proposed by the Malaysia Digital Economy Corporation under the digital ministry. Akmal said Umno president Ahmad Zahid Hamidi has already indicated his willingness to consider appeals from those who were subjected to disciplinary action, Berita Harian reported. 'The party is for everyone, and we must come together again. We need them (those who were suspended or sacked) to help strengthen the party. 'But there's one condition – everyone must put their ego aside. God willing, Umno will become stronger,' he was quoted as saying after officiating the Seremban Umno Youth annual general meeting last night. He was commenting on a motion by Sembrong Umno calling for suspended former division chief Hishammuddin Hussein to be welcomed back to the party However, the Sembrong MP and former party vice-president has hinted that he would not appeal his suspension, saying that he had not been officially told what he had done wrong, and appealing was not a measure of loyalty.
