Make plantation drive a public movement in Gautam Budh Nagar: DM

GREATER NOIDA: Gautam Budh Nagar district magistrate Manish Kumar Verma on Wednesday called for transforming the district's upcoming plantation drive into a 'Jan Andolan' (public movement), urging officials to ensure big public involvement alongside institutional participation.
Chairing a comprehensive review meeting of the district's environment, plantation, Ganga, and wetland committees, the DM directed all departments to adopt a mission-mode approach rather than viewing the campaign as a routine task.
'All departments must coordinate closely, finalise plantation sites, and start pit digging as per their targets. Public participation is crucial — this campaign must transcend paperwork and evolve into a true mass movement,' the DM said
He stressed on the need to increase awareness and involvement in rural areas by forming plantation committees in villages. SDMs, in coordination with forest officials, have been tasked with facilitating this process.
'The involvement of schools, RWAs, industrial units, and NGOs must be ensured to build a collective sense of environmental responsibility,' DM Verma said also instructed district inspector of schools (DIOS) Dharamveer Singh to involve students in the plantation drive to offer hands-on environmental education.
'They should learn about the environment not just through books, but through direct action,' he added.
As part of the preparations, SDMs have been asked to identify sites along the Hindon river and around local ponds for afforestation activities. Officials also said that the campaign will cover floodplain zones where hoardings will be erected prohibiting construction activities.
Expressing concern over rising air pollution due to uncovered transport of construction material, the DM ordered the formation of joint enforcement teams across departments to act against violators and said: 'Strict action must be taken against open waste burning, and the Pollution Control Board must ensure adherence to NGT guidelines in all urban areas,' he said.
Reviewing the progress of the wetland committee, the DM instructed officials to include encroached ponds under mitigation plans and conduct site inspections. He also emphasized the importance of reviving degraded wetlands across the district.
Divisional forest officer (DFO) Pramod Kumar Srivastava stressed the need for timely execution. 'All departments must submit their plantation site details and pit digging status to the forest department in the prescribed format without delay. Timely groundwork is essential for the success of the monsoon plantation drive,' he said.
The plantation campaign is expected to begin with the onset of the monsoon season in July, officials said.

The southern bench of NGT, while hearing a suo motu case on the 2024 Wayanad landslides, expressed concern that nearly a year had passed since the disaster, but little progress had been made on the notifications. Landslides in the Meppadi hills on July 30, 2024had buried entire villages — Mundakkai, Chooralmala, Attamala and Noolpuzha — under massive debris, claiming 298 lives and causing extensive damage to property. The counsel for the environment ministry submitted that the final ESZ notification would be issued before August. The case has been posted for further hearing on Aug 11. Kerala govt has demarcated 8,711.98 sq km as ESA across 98 villages and submitted the details to the Centre. Idukki district accounts for the highest number of such villages (28), followed by Palakkad (13), Wayanad (12) and Malappuram (10). The NGT noted that comprehensive studies conducted by Madhav Gadgil and K Kasturirangan may be relied upon. It urged the MoEF&CC to prioritise states such as Kerala and Karnataka and to ensure the early publication of the final ESA and ESZ notifications. The Kerala State Human Rights Commission (SHRC) has directed immediate steps to address the flaws detected by multiple government agencies at the PTC Western Ghats Apartment complex near Catholicate College in Pathanamthitta. In an order, commission member V. Geetha has directed the municipal secretary of Pathanamthitta to ensure that the builder, PTC Builders, rectifies the defects listed in the report within 10 days. Failing this, legal action must be initiated within 15 days under the relevant provisions. The order noted that the building lacks a functioning liquid waste treatment system and a sanitary waste disposal mechanism. The Pollution Control Board's operational permit expired in May 2021 and several provisions of the Kerala Municipality Act have been violated. The commission also ordered that all three elevators be made fully operational for emergency use, warning of action by the District Fire Officer if neglected. Authorities have been asked to clarify whether an occupancy certificate was issued despite objections from the Pollution Control Board, Health Inspector and Fire department. The builder , meanwhile, has been directed to form a residents' association within 30 days and maintain all shared amenities until then. The complainants have been advised to approach the Kerala Real Estate Regulatory Authority for compensation if promised facilities remain undelivered.

New Delhi: National Highways Authority of India (NHAI) told that it followed all rules while building Urban Extension Road (UER) over a village pond near southwest Delhi's Goyal Khurd. Tired of too many ads? go ad free now The reply came after NGT took cognisance of a TOI report from last Sept, which highlighted that a natural pond, listed by Delhi govt for notification and legal protection, was impacted after NHAI constructed a flyover on it. NHAI stated that the land was acquired by Delhi Development Authority and handed over to it, after which all necessary environmental clearances were sought and received from the Union environment ministry. Thus there was no bar on the construction of the bridge under the applicable laws, it submitted. NHAI also clarified that it did not build the UER at grade by filling up the pond, which would have cost Rs 15 crore. Instead NHAI built a 1.2km-long flyover to go over the waterbody, spending around Rs 75 crore, five times more, to keep its environmental sanctity intact, the authority pointed out. "It is a well-established engineering practice that a bridge is proposed over a highway if it passes through any pond or waterbody so that it causes minimal disturbance to the waterbody. A similar practice was adopted in the case of the Goyla pond... Such a construction balances the interests of preserving the environment and the developmental interests of society," stated the NHAI report, adding that the steps were "proportionate, reasonable and remedial". "Extensive efforts" were also made to restore the pond as a consequence of the construction, NHAI claimed. No construction was undertaken that had caused permanent damage to the pond, it argued. According to the report, NHAI is also carrying out, through its contractor, routine maintenance and cleaning works of the pond, and any temporary structure built in the pond during the construction was removed. In March, Delhi State Wetland Authority submitted a report to NGT, stating that a pond in southwest Delhi was proposed to be listed, but was destroyed due to the construction of a highway.
