Railway Ministry replaces 'mentally retarded' with 'intellectual disability' in concession forms
"The Ministry of Railways has decided to replace the term 'mentally retarded persons who cannot travel without an escort' with 'persons with intellectual disability who cannot travel without an escort'," said a ministry circular dated May 9 addressed to the principal chief commercial managers of all the railway zones.
Officials said terms like "mentally retarded" have negative connotations besides sounding offensive.
"The move was long overdue. The new concession certificate forms will incorporate the changes from June 1," a railway official said.
However, the circular also enclosed a revised performa of the concession certificate form, which used terms such as "handicapped" and "divyangjan" for other disabilities, raising concerns among disability rights advocates and activists.
"The concession certificate form for orthopaedically handicapped/paraplegic (person/patients) who cannot travel without an escort/persons with intellectual disabilities who cannot travel without an escort/persons with hearing and speech impairment totally (both afflictions together in the same person)...," the revised proforma read, specifying three categories of persons with disabilities who are offered travel concessions.
Activists, while welcoming the changes and saying they should have been implemented earlier, pointed out some "objectionable" words that still remain in the revised concession form.
'The Ministry of Railways is always slow to respond, but better late than never. The Supreme Court has already issued a handbook on inclusive language,' they said.
"We welcome the shift from the 'R-word' to 'intellectual disability', but the Railways is still engaged in piecemeal corrections," Satendra Singh, director and professor at the University College of Medical Sciences and Guru Teg Bahadur Hospital, respectively, said.
"Even the revised concession forms continue to use euphemistic and controversial terms like 'handicapped' and 'divyangjan',' Mr. Singh said.
Some activists said a previous order from the chief commissioner for persons with disabilities banned expressions such as 'handicapped', while the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), which India has ratified, also uses the term "persons with disabilities".
The circular, stating other provisions, said, "The certificate already issued in the old proforma before 01.06.2025 shall remain valid till the expiry of the validity period. There shall be no change in the railway concession certificate for 'blindness'."
"Zonal railways may print the revised proforma and make it available at all locations/stations to avoid inconvenience. Necessary instructions shall be issued to all concerned," it added.

Krithikaa, who had completed her MS (General Surgery) from Thanjavur Medical College and served in a government hospital for a year before going on maternity leave. Dr Krithikaa had been appointed as an Assistant Surgeon following the completion of her postgraduation and served in Thittakudi Government Hospital for 12 months. However, as she did not complete the full two-year bond period — having gone on maternity leave — the state authorities refused to release her original certificates. Her initial writ petition seeking the return of documents was dismissed, prompting her to file a writ appeal. The division bench emphasised that maternity benefits are not merely welfare measures but a matter of constitutional right protected under Article 21. It relied heavily on the Supreme Court's decisions in Kavita Yadav v. State (2024) and Deepika Singh v. PGIMER (2023), which clarified that maternity leave must be recognised as part of employment service and that any attempt to deny this would violate both statutory protections and constitutional guarantees. Justice Swaminathan, writing for the bench, stated, 'Maternity leave is integral to maternity benefit and forms a facet of Article 21. The appellant, though not a regular government employee, is entitled to the same treatment under the law." Reinforcing the point with literary flair, the court quoted poet John Milton's famous line from Paradise Lost—'They also serve who only stand and wait"—to underscore that maternity is no less a form of national service than any physical presence at the workplace. The dream of a bullet train in Rajasthan is inching closer to reality, with plans underway to extend the Mumbai-Ahmedabad high-speed corridor all the way to Delhi. The proposed extension will pass through key cities like Udaipur, Ajmer, Jaipur, and Alwar, covering a stretch of approximately 878 km. Meanwhile, construction of the original 508-km Mumbai-Ahmedabad route is progressing rapidly, with 300 km of track work already completed. Once finished, the bullet train is expected to zip across the corridor at speeds of up to 350 km per hour. In February 2025, during the Winter Session of Parliament, Railway Minister Ashwini Vaishnav confirmed in a written reply that a detailed DPR of the Delhi-Ahmedabad High-Speed Rail Corridor has been prepared. Notably, a high-speed trial track for the bullet train is under construction in Rajasthan, near the Sambhar Lake, one kilometre from Nawa town in Rajasthan's Nagaur district, which falls under the Jodhpur Railway Division. The proposed 878 km high-speed rail corridor between Delhi and Ahmedabad will see 75 percent of its route passing through Rajasthan, covering a distance of 657 km within the state. Bullet Train To Pass Through These Rajasthan Districts The Delhi-Ahmedabad High-Speed Rail Corridor will traverse 335 villages across seven districts in Rajasthan, including Alwar, Jaipur, Ajmer, Bhilwara, Chittorgarh, Udaipur, and Dungarpur. Eleven stations are planned along this route, seven of which will be in Rajasthan, specifically in Udaipur, Dungarpur (Kherwara), Bhilwara, Chittorgarh, Ajmer, Kishangarh, Jaipur, and Alwar (Behror). Jodhpur, which has long awaited high-speed rail connectivity, will not be part of this bullet train project. The city was excluded from the initial survey and final DPR of the Ahmedabad-Delhi corridor. A 64 km long high-speed test railway track is being constructed in the Jodhpur Railway Division at a cost of Rs 800 crore, where the Mumbai-Ahmedabad bullet train will also run first. Currently, travel from Jodhpur to Mumbai and Delhi takes between 11 to 16 hours. Udaipur Set To Gain The Most Under the Delhi-Ahmedabad bullet train project, nine stations will be constructed in Rajasthan, including Behror, Shahjahanpur, Jaipur, Ajmer, Vijaynagar, Bhilwara, Chittorgarh, Udaipur, and Dungarpur. Udaipur is set to benefit significantly, with a total of 127 km of track being built in the district, passing over five rivers and through eight tunnels. The proposed track will start from Dwarka Sector 21 in Delhi, enter Gurugram at Chauma, and then proceed to the Shahjahanpur border of Alwar via Manesar and Rewari. Coimbatore corporation fails to retrive five cents of OSR land at Shanthi Nagar
Coimbatore: The city corporation has failed to retrieve an encroached open space reserve (OSR) land at Shanthi Nagar, Avarampalayam, despite the Madras high court directing the civic body to remove the encroachment within seven days in its order on May 8. Nearly five cents of the OSR land have been encroached upon for the past 40 years. At present, a coffee stall has been operating on the encroached land for nearly a year and a half. It is to be noted that more than 30 cents of OSR land in the same locality were encroached and retrieved by the civic body. While many allocations, including parks and community halls, have been retrieved, about 11 cents allocated for the open space continued to be encroached. According to sources, plots in the layout approved in 1965 was sold to several buyers with illegal documentation. Plot numbers 39 and 40 were also sold, covering 11 cents in total. When the issue was taken to the court in October 2024, it directed the corporation to retrieve the encroached land. While 6.5 cents were handed over the corporation, the commercial tenant of the remaining land appealed to the high court.
