Union Cabinet clears ₹1 trillion RDI scheme to fund innovation in tech
The scheme aims to provide long-term financing or refinancing with long tenors at low or nil interest rates to spur private sector investment in RDI through a two-tiered structure.
The flow of funds would take place through grant of 50-year interest-free loans to the Anusandhan National Research Foundation (ANRF), chaired by the Prime Minister. ANRF would then give long-term concessional loans to second-level fund managers such as Alternative Investment Funds, Development Finance Institutions and Non-Banking Financial Companies.
These second-level fund managers would then finance individual projects. The scheme would also facilitate setting up of a Deep-Tech Fund of Funds, finance transformative projects at higher levels of technology, and support acquisition of critical technologies of high strategic importance.
'There is an urgent need for funding innovation. It is definitely needed. Globally, governments in countries like the US have financed the National Science Fund,' said economist N R Bhanumurthy.
The Department of Science and Technology (DST) will serve as the nodal department for implementation of the scheme.
The Governing Board of ANRF will provide overarching strategic direction to the RDI Scheme and its Executive Council would recommend the guidelines for the scheme and second-level fund managers along with the scope and type of projects in sunrise sectors.
'By addressing the critical need of private sector for long-term, affordable financing, the RDI Scheme fosters self-reliance and global competitiveness, thereby facilitating a conducive innovation ecosystem for the country as it marches towards Viksit Bharat at 2047,' a press statement by the government said.
Changes to the scheme, sectors or the type of projects, as well as second-level fund managers, would be approved by an Empowered Group of Secretaries led by the Cabinet Secretary, the statement said.
The focus of the scheme would include the digital economy, including digital agriculture, technologies required for strategic reasons, economic security, self-reliance and public interest. The scheme would support artificial intelligence and its application to India-specific challenges in agriculture, health and education.
The press statement by the government said, 'The scheme has been designed to overcome the constraints and challenges in funding of the private sector and seeks to provide growth and risk capital to sunrise and strategic sectors to facilitate innovation, promote adoption of technology and enhance competitiveness.'

Indian-Origin Couple Living In US Wonders If Rs 25 Crore Is Enough To Retire In India, Internet Reacts
The dream of moving abroad for a better life has fuelled the ambitions of countless Indians, but is the grass really greener on the other side? A young Indian couple, who chased that dream all the way to the US, is now seeking Reddit's advice on whether they should move back to India. The couple, who have been living in the States for over 15 years and are parents to a young child, also inquired how much is enough to retire in India for a family of three. "We are in our mid 30s and we have one small kid. We've been living in the US for about 15 years. With all the things happening here in tech and in country, we're contemplating moving back to India," the couple wrote in the post titled, "What would be good numbers to move to India and retire". "We will probably take a break for some time and will find work later depending on our interests but we do not want to let it take over our lives. So, whats a good number to retire early in India and live a comfortable life while raising a child," they asked. What would be good numbers to move to India and retire by u/Secure-Salt-5461 in returnToIndia In the comments section, the original poster (OP) said that they have about $3 million (approximately Rs 25 crore) in assets. While the user and their partner are on a visa, they shared that their child is a US citizen. Redditors were quick to react to the post. While some said $3 million was enough to survive in any Indian city, others said that there were several factors in play, including the place of residence and the lifestyle they have. "Several factors in play. From the place you choose to kind of lifestyle you maintain n your spending habits. If u live in tier 2 smart/well developed city your standard expenses wont go beyond 75k/INR that includes rental, food n some needy things. If u own a house, cost will come down. If ur kid studies in a good standard school, add 30-50k per month on top. As a net net, 2 laks per month would be more than sufficient if u really want a standard+ life. If u find some work there after 12/24/36 months, u will get equal pay per month or more to offset this cost n help you compound to last forever," one user explained. "Depends on the lifestyle you 3 want to live. You could need as little as $50k or as much as $10M plus," said another. "I recently spent some extended amount of time in India (bangalore specifically). Make no mistake OP, India is quite expensive esp if you want a life closer to the US. Some of the premier gated communities in bangalore like Adarsh, brigade or prestige which probably have a US suburban type feel will easily cost 5cr above for 2000sqft and above. Of course, you could live cheaper, but then you mentioned not having to pinch pennies.. :) So is 3M enough? Only you can answer that," commented a third user.

Madras HC case delays Avinashi road flyover project
COIMBATORE: The much-anticipated completion of the Avinashi Road elevated flyover project in Coimbatore is likely to be delayed once again, as a fresh legal hurdle has emerged. A landowner has moved the Madras High Court, alleging that a flyover pillar has been constructed in a way that obstructs access to his property near PRS Grounds, close to Residency Hotel. The 10.1-kilometre-long elevated flyover, being executed by the Special Projects Wing of the State Highways Department at a cost of Rs 1,621.3 crore, was originally scheduled for completion by the end of this month. However, with the case now pending in court, work on a crucial ramp near PRS Grounds has been stalled midway. According to officials, the flyover comprises entry and exit ramps at eight locations along both directions between Uppilipalayam and Goldwins. The ramp near PSG College of Arts and Science has been completed, and work is in progress at other locations such as near Suguna Kalyana Mandapam, the GD Museum, and opposite Peelamedu Police Station. The disputed section near PRS Grounds is part of the ramp construction on the stretch from Anna Silai junction towards the Coimbatore Airport. The landowner claims that the flyover pillar has blocked the access to a vacant plot near Residency Hotel. In response, the Highways Department has filed an appeal with the Madras High Court, seeking permission to resume work.
