STP plans welcome, but based on incorrect data: Green advocate to NGT

Speaking at a case hearing regarding the Pavana River's pollution, citizen activist Krunnal Gharre on Tuesday said he welcomed the move by the PMRDA to spend Rs 218 crore to build sewage treatment plants (STPs) by 2030 along the water body.
He said that while the move was welcome, the STP plan was based on outdated and incorrect data and that objections would be placed before the NGT.
Gharre, who is an advocate, pointed out that the standard measurement was that each person will generate 100 litres of sewage per day. 'The proposed 3.5 MLD STP by 2030 is based on outdated and incorrect data. A 3.5 MLD plan, as per PMRDA standard, is sufficient only for 35,000 people. The 52 villages it covers had a population of 50,000 according to the 2011 census. Our primary concern is that the current proposal, which will be commissioned in 2030, was insufficient for the population in 2011. We have not even considered the population growth to date or what will happen.'
He added that the plan fails to consider upcoming planned projects and actual expansion. 'We clearly stated to the NGT that this plan is inadequate not just for the future, but even for the past. What we are trying to say is that the calculation feels to be based on false data. In our hearing on Tuesday, we put forth our objections,' said Gharre, adding that they 'were going to fight the matter in the court anyway'.
An original application had been filed in July 2024 against the PCMC and PMRDA, among others, as a response to the Pavana becoming the most-polluted river in the state. The river is choked with effluents and waste from cities and villages. In April 2025, the NGT ordered the River Rejuvenation Committee (RRC) to 'submit its own report as to whether the steps being taken at the end of PMRDA… show any sincerity in execution of setting up STPs, which are essential to take care of the pollution of river Pavana'.
The RRC said 'the length of the Pavana river is 60 km, out of which 35 km is in the area of PMRDA and the remaining 25 km is in the jurisdiction of PCMC. In this 35 km area, there are 54 villages. PMRDA has studied this area and found 15 nalas leading to the Pavana river. PMRDA has proposed 15 STPs having a total capacity of 3.52 million litres per day (MLD)'. PMRDA has submitted the DPR to the Environment Department of the state government.

He asserted that the current issues affecting these projects are the direct result of the BRS government's decade-long negligence, particularly their failure to carry out even routine maintenance — not due to any fault of the present Congress administration. Uttam Kumar Reddy, accompanied by minister Vakiti Srihari, inspected the Jurala project on Saturday and later addressed the media. He said that Chief Minister A Revanth Reddy has taken a personal interest in the protection of the Jurala project and sanctioned Rs 100 crore for the construction of an alternative bridge. This bridge aims to divert heavy vehicular traffic from the dam surface, thereby preventing long-term structural damage. 'The chief minister is deeply committed to safeguarding Jurala and sanctioned the funds today,' he said. Referring to reports about damage to the gate ropes at Jurala, Uttam Kumar Reddy dismissed the concerns as exaggerated. 'There is no threat to the dam's operations. Engineers and technical experts have confirmed this. The BRS is misleading farmers instead of acknowledging its own failures,' he said. He reiterated that the Congress government is fully committed to the proper maintenance of existing irrigation projects while also taking up the construction of new ones to meet the long-term irrigation needs of Telangana. 'We are systematically restoring every project that was neglected by the previous regime — Jurala, Manjeera, Nagarjunasagar, SRSP, Kalwakurthy, Koilsagar, and Bhima — while giving top priority to the Palamuru-Rangareddy Lift Irrigation Scheme. Our goal is to make the entire undivided Mahbubnagar district lush green again,' he said.

Vijayawada: Municipal administration and urban development minister P Narayana said the state government is determined to provide safe drinking water to households across all municipalities. Addressing the media after a review meeting chaired by Chief Minister N Chandrababu Naidu at CM camp office on Saturday, the minister stated that tenders have been invited for laying drinking water pipelines to cover 85 per cent of households, with support from the AMRUT scheme. He said Rs 5,350 crore, sanctioned by the Asian Infrastructure Investment Bank, will be used for completing both drinking water and drainage projects. Blaming the previous YSRCP government for lapses in securing Central funds due to failure in releasing the state's share, Narayana stressed the new government's commitment to infrastructure development. On the solid waste issue, the minister said Andhra Pradesh generates 8,000 tonnes of waste daily. While waste-to-energy plants are already operational in Guntur and Visakhapatnam, six new plants are planned in Rajahmundry, Nellore, Kadapa, Kurnool, Vijayawada, and Tirupati. Once operational, they can convert up to 7,500 tonnes of garbage into power. An allocation of Rs 225 crore has been made for new garbage clearing equipment. He also said the government is working to distribute TIDCO houses by clearing Rs 140 crore in pending bank loans for the beneficiaries.

He also tendered an apology on behalf of his government for the incident and pledged strict action against those responsible for the lapses in crowd control and security arrangements. 'I and my government seek forgiveness from all Jagannath devotees. Administrative Probe Ordered Into Puri Tragedy Majhi also chaired a meeting with his deputies to asses the situation and ordered a full-fledged administrative inquiry to determine the cause and accountability of the incident. The investigation will be led by the Chairman of the Development Commissioner. In a major administrative shake-up, the Puri District Collector and Superintendent of Police (SP) have been transferred. Chanchal Rana has been appointed as the new District Collector of Puri, while senior officer Pinak Mishra has been named the new SP. In addition, disciplinary action has been taken against other officials for alleged dereliction of duty. DCP Bishnu Pati and Commandant Ajay Padhi have been suspended following preliminary findings of negligence in managing the crowd and ensuring safety. Negligence And Lapse Somewhere, Says Law Minister Law Minister Harichandan has described the incident as 'extremely unfortunate" and said that The rituals were proceeding smoothly until the Pahandi Bije. What Happened In Puri? The stampede took place in front of the chariot of Lord Jagannath, Nandighosh, when it reached the Gundicha Temple around 4-5 am on Sunday, Puri District Collector Siddharth S Swain said as quoted by news agency PTI. Chaos ensued after two trucks carrying materials for rituals reportedly entered the crowded spot near the chariots of Lord Jagannath and his sibling deities, officials said. When the three chariots reached their destination, a huge crowd of devotees gathered to have darshan of the deity, which lead to the collapse of the crowd barriers. As a result, several devotees fell over each other near the wheels of the chariot. The injured have been admitted to a nearby hospital, and the condition of six people is critical, he said. The deceased have been identified as Basanti Sahu from Bolagarh of Khorda district, Premakanti Mohanty, and Prabhati Das from Athantara village under Balianta block. The bodies have been sent for postmortem and an investigation is underway. Political leaders across parties and civil society members have urged the government to conduct a transparent inquiry and ensure such lapses do not recur.
