
187 new security posts taken over from militias – PM declares victory for the state as all vital Tripoli sites come under its exclusive control for the first time since 2011
Tripoli's new Security Arrangements Plan
Aldabaiba was speaking on Wednesday while chairing an expanded security meeting in Tripoli to follow up on the implementation of the new Security Arrangements Plan in the capital, in the presence of Acting Interior Minister Emad Trabelsi, Undersecretary of the Ministry of Interior for Security Affairs Mahmoud Saeed, Tripoli Security Director Khalil Ohiba, and a number of security leaders.
The new Security Arrangements Plan for Tripoli entails Ministry of Interior or Ministry of Defence forces taking over the securing of key government ministries and sites such as the Central Bank of Libya, the Audit Bureau and all the ministries, from militias. In the longer term it entails pushing all militias to the outer perimeter of Tripoli to protect civilians (and their property) from being caught in the crossfire of possible state v militia or militia v militia clashes.
Successive governments since the 2011 revolution (that ended the 42-year Qaddafi regime) have attempted to impose their will on the militias by taking over this task but have been too weak or unsuccessful.
No room for revolutionary warlords and leaders in regular forces
Aldabaiba said: 'The era of Sheikh and Hajj (tribal and holy leaders) in our security and military services is over, and there is no place in the (security) ranks except for those who are qualified, disciplined, subject to authority, and servants of the law alone.'
Aldabaiba here was sending a message to militias such as those led by a popular or warlord leader and to the powerful Abdelrauf Kara, the head of the Special Deterrence Force (SDF / RADA), who considers himself and is considered by his devout followers a Salafi religious leader. Kara controls Mitiga prison where he is accused by the international community of permitting human rights abuses. His presence on Mitiga airport is also a latent threat to the airport itself.
A new maturity of the Interior Ministry in dealing with demonstrations?
Continuing, Aldabaiba added that the demonstrations that took place in the capital during the past period passed without any attack, harassment, arrest or prosecution, which reflects the maturity of the Ministry of Interior and its deep respect for public freedoms and citizens' natural rights to peaceful expression.
Police, Defence Ministry and Internal Security coordination
For his part, Interior Minister-designate Emad Trabelsi reviewed the new security arrangements plan, stressing that the ministry is working according to a clear vision to extend security, enhance the deployment of police stations, and ensure effective coordination with the Ministry of Defence and the Internal Security Agency.
Trabelsi stressed their commitment to implementing the Security Plan in accordance with the instructions issued by the Presidency of the Council of Ministers, and to ensure the protection of citizens and state institutions.
187 new security posts secured from militias
Tripoli Security Director Major General Khalil Ohiba also confirmed that the field plan included 187 new security posts, implemented in the sites previously occupied by armed formations (militias). He said that the redeployment was carried out in a deliberate manner to secure the capital's locations, end any security vacuum, and fully extend the authority of the state.
Plan needs continued government and public support
The attendees at the meeting stressed that the success of the Security Plan depends on the continuation of political and administrative support for the security authorities, and strengthening citizens' confidence in their regular institutions.

Second Russian vessel in a week tracked through English Channel
A second Russian naval vessel has been tracked passing through the English Channel in a week. Royal Navy helicopters and a warship shadowed a surfaced Russian submarine as it sailed west through the North Sea and English Channel. Novorossiysk, a Kilo-class submarine, was monitored by Portsmouth-based patrol ship HMS Mersey, a Wildcat helicopter from 815 Naval Air Squadron, and a specialist submarine-hunting Merlin aircraft from 824 Naval Air Squadron. A Royal Navy spokesman said the submarine was accompanied by the Goryn-class tug boat Yakov Grebelski. He added that 'the British warship and helicopters utilised powerful sensors and systems to watch every move' by the vessels. A Ministry of Defence spokesman confirmed the incident happened within the last week but would not reveal specific dates. It comes after the Boikiy, a Russian warship with guided missiles and mounted machine guns, entered the Channel on June 20 and passed into the North Sea. The corvette, which travelled with two Russian oil tankers, was shadowed by the Portsmouth-based destroyer HMS Duncan and patrol ship HMS Mersey. An increasing number of Russian military vessels are sailing through the Channel as Moscow looks to demonstrate its military presence. 'Professionalism, cohesion, and constant readiness' Sources have confirmed this is the sixth time Novorossiysk has passed through British waters in three months. On the latest incident, Lieutenant Commander Dan Wardle, HMS Mersey's commanding officer, said: 'This operation is another clear demonstration of the Royal Navy's enduring commitment to safeguarding the United Kingdom's maritime interests. 'Monitoring the transit of naval vessels through our area of responsibility remains a fundamental task; one that ensures we maintain situational awareness and the ability to respond swiftly when required. 'I am proud of my ship's company, whose professionalism, cohesion, and constant readiness continue to reflect the high standards expected of Royal Navy personnel.' The Navy spokesman said that as the Russian submarine left UK waters, monitoring responsibilities were passed on to Nato allies. He added that it was the sixth such tasking for HMS Mersey in the last three months. It comes at a time of increased efforts by the UK and Nato to monitor Moscow's activity in European waters. Last month, another shadow Kilo-class submarine, Krasnodar, was detected in the Channel, forcing the Navy to deploy HMS Tyne to track it. That came just two weeks after HMS St Albans and HMS Mersey shadowed Russian vessels through the Channel in a separate incident. At the same time, the number of Russian oil tankers passing through the Channel has almost doubled since London sanctioned Moscow following the invasion of Ukraine, according to data analysis by The Telegraph.

Newport City Council Retains Gold Award for Armed Forces Support
Newport City Council has renewed its gold award status as part of the Ministry of Defence's employer recognition scheme (ERS). It was presented to council representatives at a reception held at the Senedd to celebrate Reserves' Day in UK Armed Forces Week. ERS encourages employers to support the UK defence forces and inspire other organisations to do the same. Councillor Mark Spencer, Cabinet member for communities and sport and champion for the armed forces and veterans, said he was very proud the council had retained its gold status. 'Newport City Council has a long-standing and established tradition of supporting our employees who have served their country and those who still do as reserves,' he said. 'To maintain our gold award, we had to show our commitment in several ways including signing the Armed Forces Covenant. We first did this in 2012 and then reaffirmed our support in 2016 and 2023 when we hosted National Armed Forces Day. 'We were also able to demonstrate that we have forces-friendly policies as part of our recruitment and selection processes and proactively support our reservists and Cadet Force volunteers. 'The council has always held our forces in high esteem, both veterans and those still serving. We regularly take part in, or help to organise, events to commemorate and thank them including the recent raising flag raising at the Civic Centre to mark Armed Forces Week and giving the Royal British Legion the Freedom of the City.'

Former Royal Navy head sacked after investigation finds his behaviour fell 'far short'
The former head of the Royal Navy has been sacked, after an investigation found his behaviour fell "far short of the values and standards expected". The Ministry of Defence (MoD) launched an investigation into Admiral Sir Ben Key after he was reportedly suspended as First Sea Lord in May, over an alleged affair with a female subordinate. The MoD confirmed that Admiral Sir Ben's service with the Royal Navy had now been terminated. Chief of Defence Staff Admiral Sir Tony Radakin said: "We expect the highest standards of behaviour from our service personnel and our civil servants."We investigate all allegations of inappropriate behaviour and will take robust action against anyone found to have fallen short of our standards, regardless of their seniority." Admiral Sir Ben Key said: "Serving as First Sea Lord has been one of the greatest privileges of my life, and I pay tribute to the dedicated and professional officers, sailors, Royal Marines and civil servants who make up the Royal Navy."I deeply regret my conduct in the spring of last year, which fell well below the standard I set for myself and that which I set for the Royal Navy. As such, I fully accept the decision of the Defence Council. "I am very sorry to those I have hurt personally, and I apologise to everyone who serves with the Royal Navy. "Finally, I am very grateful for the support of my wife, family and friends during a very difficult time." Admiral Sir Ben joined the Navy in 1984 and saw action in Kosovo and Iraq. He had command of a number of military vessels before becoming commanding officer of the aircraft carrier HMS Illustrious in 2009. In August 2021, he took charge of the UK's evacuation efforts in Afghanistan after the fall of Kabul to the Taliban, before becoming First Sea Lord in November 2021, until his suspension in May 2025.
