Assam CM meets PM Modi, Finance and Coal Ministers in Delhi
Assam Chief Minister Himanta Biswa Sarma on Monday (July 28, 2025) called on Prime Minister Narendra Modi in New Delhi to apprise him of the progress made in various socio-economic indicators and welfare schemes in the State.
The Chief Minister also met Union Finance Minister Nirmala Sitharaman and Minister of Coal and Mines G. Kishan Reddy during his visit to the national capital.
"Had the privilege of calling upon Hon'ble Prime Minister Shri @narendramodi ji in New Delhi today", the Chief Minister posted on 'X'. "Briefed him on Assam's notable strides across socio-economic indicators and the near saturation of major welfare schemes", he added.
Mr. Sarma said he also conveyed "on behalf of the people of Assam, our anticipation to welcome him on 8th September — a moment that will mark another milestone in our State's development journey". Mr. Sarma also presented the Prime Minister with a 'gamosa' (Assamese hand towel) and several mementoes.
PM's visit to Assam
The Prime Minister is scheduled to visit Assam on September 8 to inaugurate the year-long celebration of Bharat Ratna Dr. Bhupen Hazarika's birth centenary and dedicate the nation's first bio-ethanol plant at Numaligarh in Golaghat district.
Mr. Sarma also met the Finance Minister in Parliament and briefed her about Assam's progress on socio-economic parameters, and sought her Ministry's support and cooperation in furthering the economic development of the State. He also invited Ms. Sitharaman to lay the foundation stone of the upcoming Kanaklata Barua University in Gohpur.
''Today in New Delhi, I had the honour to invite Hon'ble Union Minister Smt @nsitharaman ji to visit Assam and lay the foundation stone of the upcoming Kanaklata Barua University in Gohpur. This institution, dedicated to one of Assam's greatest freedom fighters, Birangana Kanaklata Barua, will be one of the first universities built on an entirely industry-oriented academic approach," Mr. Sarma posted on 'X'.
Once completed, some of the specialised programmes to be offered will be in emerging fields such as artificial intelligence, quantum computing, robotics, etc., the Chief Minister added.
Mr. Sarma also met the Union Minister for Coal and Mines, G. Kishan Reddy, and discussed Coal India's operations in Tinsukia district's Margherita.

New Delhi: Union home minister Amit Shah slammed the Opposition in Lok Sabha for demanding proof of Operation Sindoor and criticised former home minister P Chidambaram for questioning Pakistani links of terrorists involved in Pahalgam attack. In his 75-minute intervention in the discussion on Operation Sindoor, Shah blamed Nehru-Gandhi family for erroneous decisions in the past and linked them to the current problem of terrorism in Jammu and Kashmir. Tearing into opposition, Shah said, "I was pained yesterday when former Home Minister P Chidambaram raised the question that what was the proof that the Pahalgam terrorists came from Pakistan? What is Chidambaram trying to say? Whom does he want to save? What will you gain by saving Pakistan?" The Home Minister also slammed the then Manmohan Singh government for its response on terror attacks. "Following Operation Sindoor, our DGMO informed the Pak DGMO that India has attacked terror infrastructure on their land as per our right of self-defence. It cannot be like how it happened during Manmohan Singh's government, that terrorists come and kill us and we sit quietly...," Shah said. Following the Opposition's question over efficacy of the Modi government's decision to revoke Article 370, Shah said: "The number of terror attacks have gone down from 7,214 during UPA's regime 2004-14 to 2,150 in our 10 years from 2015-25," said Shah adding, "21 organisations with terror links that had been banned by the current government. "If you have ostrich-like mentality, you will not even be able to see the sun." aid Shah.

Govt collected Rs 22.21 lakh crore cess during FY2020-25
The government has transferred Rs 24.29 lakh crore cess proceeds to various designated reserve funds during 2019-20 to 2024-25 as against total collection of about Rs 22.21 lakh crore, the finance ministry informed parliament on Tuesday. Responding to a question by Trinamool Congress MP Sushmita Dev, Minister of state for Finance Pankaj Choudhary told Rajya Sabha that the proceeds of such surcharge and cess go towards meeting certain specific needs such as financing of centrally sponsored schemes. The minister did not explain the excess utilisation of taxes over total collection. However, economists said that the same could be due to borrowings by the central government to compensate the states for losses due to implementation of GST. 'The benefits of such expenditure also percolate to the states,' said the minister to a question if the government is considering including them in the divisible pool of taxes shared with the states. Article 270 of the Indian Constitution excludes the surcharge on taxes and duties and any cess levied for specific purposes under any law made by Parliament from the distribution between the Union and states. The minister tabled a chart in parliament showing various cess and surcharge collected from 2020-21 till 2024-25, and the estimated collection for 2025-26. From 2020-21 to 2024-25, the total cess and surcharge collected was Rs 19.4 lakh crore, a third of which has been collected through GST compensation cess. Road and infra cess, which also includes additional duty of excise on petrol and diesel (which were known as road cess before introduction of road and infrastructure cess), accounted for 30% of the total collection of cess and surcharge, health and education cess, and agri infra development cess accounted for 16% each. Cess and surcharge collected through corporate and income tax accounted for Rs 4 lakh crore during 2020-21 to 2024-25.

Nitin Gadkari conferred with Chintamanrao Deshmukh National Award
New Delhi, Jul 29 (PTI) Union Minister Nitin Gadkari was on Tuesday conferred with the Chintamanrao Deshmukh National Award for public service here. NCP-SP supremo Sharad Pawar handed over the award, instituted by Pune-based NGO Sarhad, to Gadkari and praised the Union minister for developing a network of highways across the country. Pawar praised Gadkari for his blunt talk and the knack of getting difficult projects implemented. He also highlighted the minister's popularity among members of Parliament across party lines. Pawar said a large number of MPs have expressed great confidence in Gadkari's abilities to execute projects and develop a road network in the country. The NCP-SP supremo said Gadkari's popularity among MPs stems from the fact that he does not discriminate against anyone along party lines and genuinely believes that good roads are a prerequisite for a nation to prosper. Deshmukh, who hailed from Maharashtra, was the first Indian to be appointed as the governor of the Reserve Bank of India in 1943 and also served as the finance minister from 1950 to 1956. He had famously quit as the finance minister over the Union government's plans to bifurcate the then state of Bombay into Gujarat and Maharashtra and to designate Mumbai as a union territory. Deshmukh also served as the chairman of the University Grants Commission and as the vice chancellor of Delhi University. He died in 1982. The first Chintamanrao Deshmukh National Award was conferred on former diplomat Dyaneshwar Mulay.
