Windsurf's CEO says big teams can kill new ideas

When it comes to building new products, a bigger team isn't always better. It might be what kills the idea altogether, said Windsurf's CEO, Varun Mohan.
Mohan said on an episode of the "Twenty Minute VC" podcast published Monday that having as many as 10 people working on an unproven idea can backfire fast.
"Everyone has opinions. Everyone has ideas. And nobody's ideas are wrong — because no one has proven anything," he said.
"It's very hard to get alignment. It's very hard for people to work in one direction without causing communication issues," he added.
Windsurf, founded in 2021 as Codeium, created an AI-powered coding development tool and has been riding the vibe coding wave. According to PitchBook, it has raised $243 million in VC funding.
Mohan recommends keeping early-stage product teams lean — ideally just three to four people.
It could be a couple of engineers and a designer — or if it's a pure systems problem, just engineers, he added.
A small, "opinionated" group moving fast to prove an idea is "actually really good," he said.
Even a "crappy" version of a great idea is "already amazing," he said.
"Once you've proven the crappy version has legs, you can then go and resource more people on the project to actually go out and and pursue it more deeply."
Windsurf isn't the only startup espousing small teams. Some of AI's biggest names have built upon tiny teams, such as Anysphere, the maker of coding copilot Cursor.
The advent of AI has also enabled startups to do more with less, prompting some founders to maintain extremely lean teams.
"We're going to see 10-person companies with billion-dollar valuations pretty soon," OpenAI's CEO, Sam Altman, said in February 2024.
No budgets set for new ideas
Mohan also said that Windsurf doesn't set specific budgets for these early-stage projects.
"We're in an unconstrained market," he said. Technology that could accelerate software development "is so valuable" to customers that the company doesn't approach new ideas with fixed budget constraints, he added.
Instead, Windsurf evaluates progress over time and decides whether to keep going, hit pause, or shift resources elsewhere.
"That's not a democratic process," Mohan added. "It's a little bit of a top-down process."

At this weekend's World Artificial Intelligence Conference in Shanghai, boxing robots thrilled the crowd. But the real heavyweight bout is between the US and China over the future of AI. The theme of the Shanghai conference, which was organized in part by the Chinese government and lasts until Monday, is "global solidarity in the AI era." In his keynote address, Chinese Premier Li Qiang called for a new global organization to coordinate responses to AI advancements. "Overall, global AI governance is still fragmented. Countries have great differences, particularly in terms of areas such as regulatory concepts, institutional rules," he said, speaking in Chinese. "We should strengthen coordination to form a global AI governance framework that has broad consensus as soon as possible." Li's pitch contrasted with comments made by US President Donald Trump earlier in the week. On Wednesday, the US president released his " AI Action Plan" and signed three executive orders. All of them, Trump said, were designed to free AI companies from regulatory burdens. "From this day forward, it'll be a policy of the United States to do whatever it takes to lead the world in artificial intelligence," he said before signing his executive orders. Trump's doctrine will likely benefit American AI companies. Many of them, like OpenAI, Meta, and Google DeepMind, submitted recommendations to the president and praised the new policies. However, it's an open question whether forgoing stricter regulations in the United States will benefit humanity. AI industry leaders have long warned about the threats AI could pose — everything from disinformation and economic inequality to total loss of all human control. In 2023, a group of prominent AI scientists, including OpenAI CEO Sam Altman, Google DeepMind CEO Demis Hassabis, and Anthropic CEO Dario Amodei, signed a one-sentence statement calling for AI regulation. "Mitigating the risk of extinction from AI should be a global priority alongside other societal-scale risks such as pandemics and nuclear war," it said. Altman said last year that AI could have a "negative impact way beyond the realm of one country." He said the tech should be regulated by an "international agency looking at the most powerful systems and ensuring reasonable safety testing." One way to do that is through an agreed-upon global framework similar to the Nuclear Nonproliferation Treaty, which is enforced by the United Nations and which all but four countries have signed. The UN tech chief, Doreen Bogdan-Martin, told the AFP on Saturday that the world urgently needed a global deal to regulate AI. "We have the EU approach. We have the Chinese approach. Now we're seeing the US approach. I think what's needed is for those approaches to dialogue," she said. The Trump administration, however, is likely to hinder any such international agreement. Beyond its own effort to loosen restrictions at home, it has largely dismissed other global collaborations in favor of its America First policy. At the Shanghai conference, Geoffrey Hinton, a computer scientist known as the Godfather of AI, said international cooperation on AI would be difficult. He said few countries agree on basics like how misinformation should be policed. He said there was one subject, however, on which the whole world seems aligned: Humans should not let AI supersede their control. "So on that particular issue, it should be easy to get international collaboration," he said at the conference, adding, however, that it "may be difficult with the current US administration." "But rational countries will collaborate on that," he said.

Chinese AI firms form alliances to build domestic ecosystem amid U.S. curbs

China's artificial intelligence companies have announced two new industry alliances, aiming to develop a domestic ecosystem to reduce dependence on foreign tech as they seek to cope with U.S. export restrictions on advanced Nvidia chipsets. The announcements were timed to coincide with the three-day World Artificial Intelligence Conference in Shanghai ending on Monday. The conference also showcased a slew of new products, such as an AI computing system from Huawei that experts believe rivals Nvidia's most advanced offering, as well as consumer-friendly products such as several kinds of digital AI glasses. The "Model-Chip Ecosystem Innovation Alliance" brings together Chinese developers of large language models (LLMs) and AI chip manufacturers. "This is an innovative ecosystem that connects the complete technology chain from chips to models to infrastructure," said Zhao Lidong, CEO of Enflame, one of the participating chipmakers. Other manufacturers of graphics processing units (GPUs) in the alliance include Huawei, Biren, and Moore Threads, which have been hit by U.S. sanctions that block them from purchasing advanced tech made with U.S. know-how. The alliance was announced by StepFun, an LLM developer. A second alliance, the Shanghai General Chamber of Commerce AI Committee, aims to "promote the deep integration of AI technology and industrial transformation." Participants include SenseTime, also sanctioned by the U.S. and which has pivoted from facial recognition technology to LLMs. Others are StepFun and another LLM developer, MiniMax, as well as chipmakers Metax and Iluvatar CoreX. One of the most talked about products at the conference was Huawei's CloudMatrix 384 which incorporates 384 of its latest 910C chips and outperforms Nvidia's GB200 NVL72 on some metrics, according to U.S. research firm SemiAnalysis. Huawei's system design capabilities have meant that it has been able to use more chips and system-level innovations to compensate for weaker individual chip performance, SemiAnalysis said. At least six other Chinese computing firms showcased similar "clustering" chip technology. Metax demonstrated an AI supernode featuring 128 C550 chips designed to support large-scale liquid-cooled data centre requirements. Other events included Tencent's unveiling of its open-source Hunyuan3D World Model 1.0, which the company said enables users to generate interactive 3D environments through text or image prompts. Baidu announced what it said was next-generation "digital human" technology that helps businesses to create virtual livestreamers. It features "cloning technology" that can replicate a human's voice, tone, and body language from just 10 minutes of sample footage. Alibaba was among those announcing AI glasses. Its Quark AI Glasses are powered by its Qwen AI model and are due to be released in China by the end of 2025. They will allow users to access the tech giant's map service for easy navigating and to use Alipay by scanning QR codes with voice commands.
