13MP Outlines Four Strategies To Boost Public Transport Efficiency
KUALA LUMPUR, July 31 (Bernama) -- The government has outlined four main strategies to boost infrastructure efficiency and encourage transition to public transport throughout the duration of the 13th Malaysia Plan (13MP).
The four strategies, contained in the 13MP document issued by the Economic Affairs Ministry today, encompass the financial aspect of operators, transit-oriented development (TOD), infrastructure investment and restructuring rail administration and operations.
The government aims to identify a review mechanism to determine suitable public transport rates, based on the results of the Klang Valley Public Transport Strategic Plan to achieve 40 per cent modal share by 2030 from the current 25.9 per cent, and to reduce operation costs, especially for rail transport, by introducing special tariffs for the public transport sector.
Such a move would also speed up TOD implementation through strategic partnerships between operators and the private sector in locations with potential such as Kuala Lumpur, Selangor, Johor, Penang and Negeri Sembilan.
TODs to be implemented include the Penang Light Rail Transit (LRT) Mutiara Line and the East Coast Rail Line (ECRL), while completion of the 37-kilometre (km) LRT 3 project, ECRL and Johor Bahru-Singapore Rapid Transit System (RTS) Link, both expected to begin operation during the 13MP, will boost integration and expand public transport coverage.
Emphasis will also be placed on boosting first-mile, last-mile interconnectivity and more frequent and consistent bus service in major cities, especially during peak hours, as well as increasing pedestrian-friendly facilities at stations and parking areas.
Also, rail capacity use will be optimised by adding the number of passenger trains through leases to ensure smooth mobility for the public, while a feasibility study for the Transborneo Railways project in Sabah and Sarawak is being conducted and will form the basis of the development of the first rail system in East Malaysia.
The government will also restructure rail transport sector governance by separating the functions of asset ownership and operations between related agencies such as Rail Assets Corporation (RAC) and Keretapi Tanah Melayu Berhad (KTMB).
The use of tracks through a mechanism of various rail operators and imposing charges will be explored to offer more services to passengers and encourage more goods transport via rail.

PENAMPANG (Aug 3): The 13th Malaysia Plan (13MP) will continue the MADANI Government's mission to improve public well-being, with a focus on addressing the rising cost of living and strengthening the national food supply chain over the next five years. Minister of Domestic Trade and Cost of Living, Datuk Armizan Mohd Ali, said 13MP — covering 2026 to 2030 — serves as a medium-term development plan and strategic extension of the MADANI Economic Framework. 'This plan has been carefully crafted to encompass all key dimensions — economic sustainability, people's well-being, environmental conservation and good governance,' he told reporters after officiating the Seminar Kenegaraan Malaysia MADANI Pesara Guru (Rancakkan MADANI Sabah) here on Sunday. Armizan said one of the three main pillars of 13MP is 'Raising the Floor', which focuses heavily on cost of living issues. He noted that the cost of living is a global challenge worsened by geopolitical tensions, climate change and disruptions in food supply and security. The MADANI Government, he said, is addressing the issue through two strategic frameworks: Managing price stability and inflation; and Enhancing people's ability to sustain livelihoods through income growth and targeted assistance. 'To stabilise prices, we must address market supply and demand — including curbing market manipulation and promoting healthy competition, especially for essential goods,' he said. As part of 13MP, the government will also strengthen the national food supply chain by upgrading infrastructure, empowering the retail sector, ensuring price transparency, and tightening enforcement. Marketing infrastructure will be improved in areas such as collection, processing, packaging and distribution — supported by logistics and digital services in partnership with the private sector. 'Small and medium-scale retailers will be empowered to participate in the agro-food marketing hubs that will be introduced,' said Armizan. To ensure transparency, the government is also developing a Price and Supply Repository System, which will provide data to combat price manipulation and profiteering — including among middlemen. This system, he said, will support enforcement efforts under the Price Control and Anti-Profiteering Act 2011 and the Competition Act 2010. Its development will involve collaboration between multiple ministries and industry players to ensure an integrated, effective approach, he added.

Ahmad Zahid, who is also Minister of Rural and Regional Development, said that for Sabah, he observed several key areas of specific focus, including efforts to position the state as a Blue Economy hub to attract investment in new strategic industries. 'We will also enhance flood mitigation measures for the safety and wellbeing of the people,' he said when officiating the 'Sentuhan Kasih Desa MADANI @ Lahad Datu' programme in Kampung Sapagaya here on Sunday. He said the government also plans to turn Sabah into a food production hub, thereby strengthening the role of rural areas as the backbone of national food security. When tabling the 13MP for the 2026–2030 period under the theme 'Redesigning Development', Prime Minsiter Datuk Seri Anwar Inrahim announced initiatives such as the Sarawak Hydrogen Hub and Sabah Energy Supply Assurance to strengthen energy infrastructure in both states. Under the 13MP, priority will also be given to the construction of the Sabah-Sarawak-Kalimantan road network in alignment with the relocation of Indonesia's capital to Nusantara in East Kalimantan. Emphasis is also placed on an intensive poverty eradication strategy, digital transformation, and support for the resilience of micro, small and medium enterprises (MSMEs). The government remains committed to strengthening the retail network of 'Pasar Tamu' markets in Sabah and Sarawak, the development of integrated fisheries hubs, coastal and maritime tourism, as well as blue biotechnology — including upgrading bunkering facilities at Sabah ports. Meanwhile, Ahmad Zahid said the 13MP is also a manifestation of the MADANI Government's resolve to develop basic infrastructure, strengthen entrepreneurship and enhance disaster preparedness in rural areas. At the programme, he also presented support equipment aid under the Rural Entrepreneurship Empowerment Support Scheme (SPKLB) and officiated the opening of a new KEMAS kindergarten building and skills training classroom.-Bernama
