Married couple nabbed with drugs worth almost RM200,000
Kota Setar district police chief ACP Siti Nor Salawati Saad said the local couple, in their 50s, were arrested by a Narcotics Criminal Investigation Division team from Kota Setar district police headquarters (IPD) at 3 pm.
'The results of the raid led to the seizure of 10,340 erimin 5 pills weighing about 2846.29 grammes (g), a transparent plastic packet containing ketamine weighing 493.23 g and methylenedioxymethamphetamine (MDMA) powder weighing 364.2 g.
'All the drugs obtained from outside Kedah, if released into the market, could be supplied to 3,200 addicts. Police also seized cash totalling RM530 believed to have been obtained from the drug trafficking activity,' he said at a press conference here, today.
He said the results of a urine test found the male suspect, who has five previous criminal records, positive for methamphetamine and amphetamine while the female suspect had no previous record and was negative for drugs.
According to him, the couple is believed to have been carrying out the activity for the past four years, distributing the drug supplies to small dealers.
'The couple have been remanded for seven days until May 5 for investigation under Section 39B of the Dangerous Drugs Act 1952,' he said.
Meanwhile, regarding the development of the sexual harassment case involving a male teacher at a private school here, Siti Nor Salawati said police had received seven reports regarding the case so far.
'All the reports made in Alor Setar are from students and former students of the school in question...investigation papers have been opened and for now one investigation paper has been handed over to the Deputy Public Prosecutor,' he said.

Police collect over RM44,000 in traffic summonses from foreigners in Padang Besar
PADANG BESAR: The Operation for Foreigners' Outstanding Summonses (OSTWA) carried out at the Padang Besar Immigration, Customs, Quarantine and Security Complex (ICQS) successfully collected compounds totalling RM44,730 within five days of its implementation starting on July 21. Padang Besar district police chief ACP Mohd Shokri Abdullah said the operation involved the cooperation of the Traffic Investigation and Enforcement Division of the Padang Besar district police headquarters (IPD) and the Traffic Investigation and Enforcement Department of the Perlis police contingent headquarters (IPK). "A total of 27 officers and personnel were involved in this operation targeting foreigners with outstanding traffic summonses. A total of 420 vehicles belonging to foreigners were inspected and as a result, 299 summonses for various offences were successfully resolved," he said at a press conference at the entrance and exit of the Padang Besar ICQS here Friday (July 25). According to Mohd Shokri, the outstanding summonses that were successfully resolved included driving over the speed limit involving 237 summonses, registration number not in compliance with regulations (25 summonses), not complying with permit conditions (17 summonses) and no driving license and several other offences (20 summonses). He said the highest collection of outstanding summonses involved a van owned by a foreigner which had 36 outstanding summonses worth RM5,780 which were fully resolved at the operation location. Meanwhile, Mohd Shokri said that from January to July this year, the Padang Besar IPD recorded 5,027 traffic summonses with 1,899 of the total having been successfully resolved, involving the total collection of summonses payment proceeds to date totalling RM183,230. - Bernama

House arrest bill in final phase, says Home Minister
KUALA LUMPUR: The Home Ministry is in the final phase of finalising a new bill relating to house arrest as an alternative to reducing overcrowding in prisons. Home Minister Datuk Seri Saifuddin Nasution Ismail said the working papers relating to the bill have been submitted to the Cabinet and have received policy approval. "The next process is to carry out an amendment matrix and the Home Ministry has to sit with the Attorney-General's Chambers and once that is done, we will table it. The issue is the definition of shackles, one interpretation of shackles (currently) is only handcuffs (but) I tend to interpret shackles as including devices. "But because there is a mistake in terms of interpretation, then let the drafters resolve it and I promise that as soon as they resolve it, I will return to the Cabinet to seek approval in terms of amendments," he said when winding up the motion for the Annual Report and Financial Statement of the Human Rights Commission of Malaysia (Suhakam) 2023 for the Ministry of Home Affairs in the Dewan Rakyat yesterday. He admitted that there is overcrowding in prisons, with the latest number of prisoners increasing to 83,808, exceeding the original capacity of the prison which is 76,311. He said that among the causes of the congestion is remand detention where 65 to 70 per cent of the total prisoners are involved in drug-related cases under the Dangerous Drugs Act 1952 involving Section 15(1) (entering drugs into the body), Section 12(2) (possession of drugs in small quantities) and Section 33C (repeat offence). He said the implementation of house arrest with electronic monitoring is among the solutions currently being formulated to address the issue of remand detention which contributes to 35 per cent of the congestion. Regarding refugees handled by the United Nations High Commissioner for Refugees (UNHCR), Saifuddin Nasution said the Home Ministry believes there is a need for an element for check and balance on the refugee registration process carried out by UNHCR. He said that currently, the process is carried out entirely by UNHCR without the involvement of any government security agency such as the police, Immigration Department or other agencies for verification and monitoring purposes. "Their method is all by themselves, the interview, assessment and the issuance of the card. Are there government agencies to verify and cross-check? The answer is no, it is all up to UNHCR's consideration," he said. Meanwhile, Saifuddin also reminded all participants who will be joining the rally in the federal capital this Saturday to comply with the law and the security guidelines. He stressed that the government remains committed to the principle of freedom of expression, but it must be implemented responsibly and without causing any racial and religious tension. -- BERNAMA

Five held for drugs in Keningau

Keningau District Police Chief Superintendent Yampil Anak Garai said the suspects were detained for various offences under the Dangerous Drugs Act 1952 and the Firearms Act 1960. 'One of the suspects was arrested under Section 12(3) of the Dangerous Drugs Act 1952 and Section 8 of the Firearms Act 1960 after he was found in possession of 1.50 grams of syabu, seven live bullets, and a homemade 'bakakuk' firearm,' he said in a statement. Another man was detained under Section 12(2) of the Dangerous Drugs Act for possessing 0.19 grams of syabu. Meanwhile, three other men tested positive for drug use and are being investigated under Section 15(1)(a) of the same Act. Superintendent Yampil said police would continue to carry out aggressive operations to curb crime, particularly drug abuse, in the district.
