Power play in Manipur again, 10 NDA MLAs meet governor, staking claim to form govt
Manipur has been under the President's Rule since 13 February this year.
New Delhi: After a brief lull, politicking has started in Manipur again, with 10 National Democratic Alliance (NDA) MLAs meeting Governor Ajay Bhalla Wednesday and staking claim to form the government in the state, ThePrint has learnt.
The list of 44 excludes 10 Kuki and five Congress MLAs. The 10 Kuki MLAs include seven MLAs from the BJP. While they have not withdrawn from the BJP, they, post the May 2023 ethnic conflict, have kept themselves aloof from any talks on government formation.
BJP MLA Thockchom Radheshyam Singh was among the 10 MLAs who met the Governor. He told ThePrint that 44 MLAs agreed on supporting a popular government. 'We conveyed to the Governor that the MLAs are ready to stake claim. It is the public sentiment also,' Thockchom Radheshyam Singh said.
However, an MLA from the Biren camp told ThePrint on condition of anonymity that he was unaware of any move to form the government. 'Nobody has reached out to me asking for my support,' the MLA said.
The meeting of the 10 MLAs comes a day after Biren Singh met the Governor to request him to carry forward the steps taken by his government to detect, identify, and deport illegal immigrants.
The six-month President's Rule will end 12 August this year. Under the President's Rule, the Manipur assembly was not dissolved but put in suspended animation. Currently, the 60-member assembly has 59 MLAs following the death of National People's Party (NPP) legislator N. Kayisii.
The BJP MLAs, including the seven Kuki-Zo MLAs, hold 32 assembly seats. Additionally, five Janata Dal (United) MLAs joined the BJP after the 2022 state polls, taking the party's effective strength to 37.
Of the remaining MLAs, five are from the Naga People's Front, a BJP ally.
After Kayisii's death, six MLAs remained in the assembly from the Conrad Sangma-led NPP, which earlier supported the Biren Singh government. However, in November 2024, the NPP MLAs withdrew their support.
Another former BJP ally, Kuki People's Alliance, has also sent two MLAs to the assembly. Besides, there are three Independent MLAs, five Congress MLAs, and a JD(U) MLA.
A second MLA, also present in the morning meeting with Bhalla Wednesday, said, 'The MLAs do not want the assembly to be kept in suspended animation any longer when the BJP continues to have a majority. There is a growing clamour for installing a popular government at the earliest.'
According to a senior state BJP leader, the Centre is under pressure from its party MLAs to end the President's Rule in Manipur. Last month, 21 MLAs, including 13 from the BJP, wrote to Prime Minister Narendra Modi, urging the formation of the Manipur government.
However, the Centre is yet to take a call on revoking the President's Rule before the expiry of six months and forming a government before expected. The senior state BJP leader quoted earlier said the Centre's reluctance could be on account of the continuing factionalism within the Manipur unit of the BJP.
Of the two factions in the state, one supports Biren Singh and the other, led by Assembly Speaker Thokchom Satyabrata Singh, opposes the former chief minister. The latter, anti-Biren faction, is now claiming to have the support of 44 MLAs.
Manipur has been in turmoil since the ethnic conflict first rocked the state in May 2023. No large-scale violence has happened since the imposition of the President's Rule. The state, however, is yet to return to normalcy.
Manipur has now been divided on ethnic lines, with Kukis forced to leave the Valley and Meiteis gone from the hills.

The company is known for developing luxury residential, commercial, entertainment, and educational projects, including the notable Gillco Valley township, one of the largest in Mohali, spread over nearly 200 acres. Beyond his business ventures, Gill has been politically active. He was a close confidant of SAD president Sukhbir Singh Badal and served as the party's general secretary. He contested the Punjab Assembly elections from Kharar in 2017 and 2022 on an SAD ticket but was unsuccessful, finishing third in 2017 and losing to Mann in 2022. Gill's assets were reported to be worth Rs 74 crore in 2022, a significant increase from Rs 29 crore in 2017, as per his election affidavit. He faced an income tax raid in December 2022 at his Gillco Valley office and residences in Chandigarh, alongside associates, with cash recovered during the operation. Additionally, an FIR was registered against him in 2021 under the Disaster Management Act for gathering more than 10 people against the district commissioner's prohibitory orders in force.

Election system in India already dead: Rahul Gandhi reiterates rigged 2024 Lok Sabha polls, claims he has proof
Addressing the annual legal conclave titled 'Constitutional Challenges - Perspectives & Pathways', Gandhi said that he suspected over 80 Lok Sabha seats were rigged in the 2024 general elections. "The truth is that the election system in India is already dead. The Prime Minister of India holds office with a very slim majority. If 15 seats were rigged, we suspect that the number is over 70 to 80, he would not have been the Prime Minister of India. We are going to prove to you in the coming few days how a Lok Sabha election can be rigged and was rigged," Gandhi said while addressing the gathering in the national capital. Highlighting the six-month investigation carried out by Congress, he further alleged that the Election Commission of India (ECI) doesn't exist and has disappeared. "It makes it clear that the institution that defends the constitution has been obliterated and taken over. Questioning the BJP's sweeping victories in the assembly elections of Gujarat, Rajasthan, and Madhya Pradesh, Gandhi noted that they began investigating electoral malpractices following their defeat in Maharashtra, where one crore new voters appeared within months ahead of the assembly elections, ultimately voting for the BJP. "I've been speaking recently about the election system. I had always suspected something was wrong, starting from 2014. I had a suspicion in the Gujarat Assembly elections already. This ability to win sweeping victories. The Congress Party didn't get a single seat in Rajasthan, Madhya Pradesh, or Gujarat, which surprised me. Whenever we spoke, people said, 'Where's the proof?' Then, something happened in Maharashtra," Gandhi said. "In the Lok Sabha, we won the election. And then four months later, we didn't just lose, we were obliterated. We found that in Maharashtra, one crore new voters appeared between the Lok Sabha and Vidhan Sabha elections. The bulk of those votes go to the BJP... Stay home to avoid rape: Gujarat traffic police's posters spark row; DCP says posters created ‘without their consent'
Posters allegedly sponsored by the Ahmedabad traffic police for a safety campaign have stirred up a controversy, as some of them urged women to stay home to avoid getting raped. The posters, which were pasted in a few localities in the city, have invited criticism from the opposition, which raised questions about women's safety in Gujarat. Posters with statements, "do not attend late night parties, you could be raped or gangraped," and "do not go with your friend to dark, isolated areas, what if she is raped or gangraped?" were pasted on road dividers in Sola and Chandlodia areas and have since been removed. Deputy Commissioner of Police (Traffic West), Neeta Desai clarified that the city traffic police had sponsored posters concerning road safety, not women's safety. Satarkta Group, an NGO, had created the controversial posters without the consent of the traffic police, she claimed. "The NGO had approached us and said they wanted to organise traffic awareness programmes in schools and colleges and wanted our staff to accompany them. We were shown posters related to traffic awareness. But such controversial posters were not shown to us and were plastered without our consent," Ms. Desai said. She added that the posters were immediately removed when the issue was brought to their notice. Gujarat Aam Aadmi Party (AAP) took a swipe at the BJP-led government, saying the posters exposed the state of women's safety. "The BJP government in Gujarat talks about women's empowerment, but the ground reality is completely different. In the last three years, more than 6,500 incidents of rape and more than 36 gang rapes have occurred in Gujarat, with more than five rapes per day," the AAP said in a statement. "The chief minister and BJP leaders talk about women's safety, but today in a big city like Ahmedabad, these posters express the reality of Gujarat. Our question to the CM is whether the women of Gujarat should go out of the house at night or not?" it said.
