King, Queen to grace National Maal Hijrah 1447H celebration today
His Majesty Sultan Ibrahim and Her Majesty Raja Zarith Sofiah, the King and Queen of Malaysia, are scheduled to arrive at 9.30am to grace the event.
Prime Minister Datuk Seri Anwar Ibrahim and his wife, Datuk Seri Dr Wan Azizah Wan Ismail, both Deputy Prime Ministers, Cabinet ministers, foreign envoys, government officials, participating contingents and members of the public are also expected to attend.
A key highlight of the ceremony will be the Royal Address by His Majesty, who will also present the National and International Ma'al Hijrah Personality Awards.
The programme includes a special tausiyyah (religious lecture) on the theme of hijrah (migration), to be delivered by Prof Datuk Dr Mohd Izhar Ariff Mohd Kashim, Dean of the Faculty of Islamic Studies at Universiti Kebangsaan Malaysia (UKM).
The event will be broadcast live on TV1 by Radio Televisyen Malaysia (RTM) and other local stations, and streamed via the official social media platforms of the Department of Islamic Development Malaysia (Jakim).
This year's theme, 'Membangun Ummah Madani' (Developing a Madani Ummah), calls on Muslims to reflect on the Prophet Muhammad's hijrah and apply its lessons to build a progressive, inclusive and morally grounded society.
In a previous statement, Jakim said the theme underscores values of inclusivity and civilisation-building, not just in physical terms, but also in nurturing morally and spiritually excellent individuals.
"This year's celebration highlights the spirit of hijrah, particularly the sacrifices and efforts of the Prophet in developing a virtuous society grounded in sustainability, well-being, creativity, dignity, confidence and compassion, all while embracing diversity in unity," the statement read.
Muslims across the country welcomed the new Islamic year 1447H last night with reflection and reverence, marked by the year-end and new year prayers held at mosques and suraus nationwide. – BERNAMA

Courts to weigh physical, mental state before ordering littering community service
KUALA LUMPUR: The Solid Waste and Public Cleansing Management (Amendment) Bill 2025 allows the court to consider the physical and mental condition of those convicted of littering before issuing community service orders. Housing and Local Government Minister Nga Kor Ming said under the amendment, the court must also explain to those convicted the implications of the community service order and the consequences of failing to comply with it. He said the proposed implementation of the measure would be through the introduction of Section 77B, which involves eight new subsections under it. "It also requires any authorised officer, following a community service order issued by the court to determine the time and place for the community service to be carried out, as well as the type of service to be performed. "The officer is also responsible for informing the convicted person of the time, place and type of community service to be undertaken," he said when tabling the Solid Waste and Public Cleansing Management Bill (Amendment) 2025 for its second reading in Dewan Rakyat. The amendment would see litterbugs be made to clean drains, sweep roads and wash public toilets alongside cleaners engaged by local authorities. Those who failed to comply with a community service order would be committing an offence and, upon conviction, be fined between RM2,000 and RM10,000. Nga said the amendment to the Solid Waste and Public Cleansing Management Act was aimed at addressing the disposal of litters such as cigarette butts, tissues, plastic, drink cans, food wrappers and similar items. "The habit of indiscriminately disposing of solid waste or small litter among the public, particularly as the nation rapidly advances in physical development, is a matter of concern. "While the government continues to enhance solid waste management services annually, fostering a culture of cleanliness remains a challenge without a shift in public mindset. "As such, the amendment to the act is crucial to instilling greater civic responsibility, increasing public awareness, and nurturing a culture of cleanliness, ultimately contributing to a cleaner and more sustainable Malaysia." Many pilgrims decline Haj subsidy as awareness grows
KUALA LUMPUR: The number of Malaysian pilgrims opting out of Haj subsidies has risen over the past two years, reflecting increased awareness of financial readiness as a key requirement for the pilgrimage. Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar revealed the trend in Parliament today, noting a decline in subsidy uptake among B40 and M40 groups. 'Tabung Haji (TH) is making efforts to explain to Muslims the link between Haj and the condition of affordability. 'Beginning in 2022, the subsidies provided by TH to B40 and M40 pilgrims have been decreasing... this is an effort to educate Muslims on the obligation of Haj,' he said. A total of 396 pilgrims declined subsidies in 2023, followed by 263 in 2024. Mohd Na'im attributed this shift to a growing understanding that performing Haj should only be undertaken when financially capable. The trend has also benefited TH's financial health, with dividend payouts rising to 3.25 per cent last year. On Haj costs and quotas, Mohd Na'im confirmed no price increase for Muassasah pilgrims this year, with fees remaining at RM33,300 per person. Malaysia's official Haj quota, set at 31,600 annually by Saudi Arabia, has been fully utilised from 2020 to 2025. KUALA LUMPUR, July 21 (Bernama) – The provision of Haj subsidies for B40 and M40 groups has shown a decline over the past two years, as many pilgrims have voluntarily chosen to reject the assistance, the Dewan Rakyat was told today. Minister in the Prime Minister's Department (Religious Affairs) Datuk Dr Mohd Na'im Mokhtar said the rejection stemmed from the growing awareness among Muslims that performing the fifth Pillar of Islam must be based on financial ability. 'Tabung Haji (TH) is making efforts to explain to Muslims the link between Haj and the condition of affordability. Beginning in 2022, the subsidies provided by TH to B40 and M40 pilgrims have been decreasing... this is an effort to educate Muslims on the obligation of Haj. '... a total of 396 (in 2023) and 263 (in 2024) voluntarily rejected the assistance... they did not wish to accept any form of subsidy or Haj aid provided,' he said during the question-and-answer session in the Dewan Rakyat today. He was responding to a supplementary question from Datuk Dr Ahmad Marzuk Shaary (PN-Pengkalan Chepa) on the suggestion of channelling TH's profit returns as subsidised assistance to pilgrims in need. Mohd Na'im said the rejection of subsidies also had a positive impact on TH's financial performance, with its dividend distribution rising to 3.25 per cent last year. Answering Ahmad Marzuk's original question regarding the increase in costs and the Haj quota, he said there has been no rise in Haj cost for Muassasah pilgrims this year, with the amount remaining the same as last year at RM33,300 per pilgrim. As for the Haj quota, he said there were no unused official Haj quotas for the period from 2020 to 2025. 'The official annual Haj quota allocated by the Saudi Arabian government is 31,600, based on a resolution by the Organisation of Islamic Cooperation (OIC) which stipulates one per cent of a country's Muslim population.
