
Marcos cites World Bank role in PH infra, climate change mitigation
''For eight decades, you have stood with us in confronting our most pressing challenges—from building critical infrastructure to boosting preparedness against climate change and natural disasters,'' Marcos said during the launch and turnover of the World Bank Group Philippines Country Partnership Framework (CPF) 2025-2031.
''Beyond financial assistance, you have provided deep technical expertise, championed the most effective practices, and reignited a collaborative spirit that pushes us to deliver real, lasting impact for Filipinos,'' Marcos added.
Marcos said the CPF lays out a clear and strategic path for the next six years.
"It echoes the commitments that I shared yesterday, during the State of the Nation Address: better access to healthcare, stronger support for our students, more jobs and livelihood opportunities for our people,'' Marcos said.
''To sustain our gains, we are also prioritizing disaster preparedness throughout the construction of more evacuation centers, modern early warning systems, and faster, more coordinated response efforts,'' he added.
In a separate press release, Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio Balisacan expressed deep appreciation for the World Bank's continued support, highlighting the CPF's strong alignment with the Philippine Development Plan (PDP) 2023-2028 and the country's long-term vision, the AmBisyon Natin 2040.
'We welcome the World Bank's Country Partnership Framework for 2025-2031, which supports our national vision as articulated in the Ambisyon Natin 2040. This framework reinforces our shared commitment to sustainable, inclusive, and resilient growth by focusing on high-impact interventions promoting high-quality job generation, human capital development, climate resilience, good governance, and digital transformation,' he said.
The CPF seeks to advance human capital development in the Philippines through improved health and education. It will also aid the country generate more and better jobs by supporting policy and regulatory reforms that boost competitiveness, modernize agriculture, and expand digital infrastructure.
Further, the CPF will help build resilience to climate change and other shocks by supporting the government's modernized Pantawid Pamilyang Pilipino Program (4Ps) and expanding adaptive social protection to cover 12.5 million beneficiaries.
In line with this, the framework will help 13 million people become more resilient to climate and disaster risks through improved infrastructure, climate-smart agriculture, and enhanced disaster risk financing. — BAP, GMA Integrated News

DOTr: Work on Siargao Airport's expansion to start August 8, 2025
The Department of Transportation (DOTr) said Tuesday that the construction for the expanded passenger terminal building of the Siargao Airport would begin on Friday, August 8. In a Facebook post, the agency said this is upon directives of President Ferdinand ''Bongbong'' Marcos Jr. to enhance travel experience and guarantee the comfort of local and foreign travelers. In March of this year, DOTr Secretary Vince Dizon directed several changes in Siargao Airport. He ordered modular expansion in the said airport to increase seating capacity and address the heavy crowding, as well as the removal of VIP lounge and redundant x-ray machines to speed up the security check process. The Siargao Airport is part of the bundled unsolicited proposal for the modernization and expansion of Davao and Bicol Airports submitted by the JG Summit and Filinvest Groups under a Public-Private Partnership (PPP) deal, the DOTR said. Risa, Kiko seek to remove presidential power to adjust rice tariff
Two senators have filed a joint resolution seeking to terminate the delegated authority of the President to modify tariff rates on rice in a bid to bring back its tariff to 'previous levels.' In filing Joint Senate Resolution No. 2, Senators Francis 'Kiko' Pangilinan and Risa Hontiveros asked both the House of Representatives and the Senate to strip the President of such powers, citing the negative impact of imposing lowered tariffs on imported rice. It also aims to revert the tariff rates on imported rice to the previous level of 35% from 15%, following the signing of Executive Order No. 62 in June 2024. '[T]his combination of lower tariffs and precipitous drops in global rice prices constitutes a 'perfect storm' that has severely devastated the Philippine agricultural sector,' the resolution read. While it acknowledged that Section 1608 of Republic Act No. 10863 or the Customs Modernization and Tariff Act (CMTA) of 2016, delegates authority to the President to adjust tariffs, the joint resolution emphasized that 'this is not an absolute power' and that Congress has the authority to withdraw or terminate it. The resolution also directed the appropriate committees of both the Senate and House to hold caucuses to review the current state of the rice industry and propose specific legislation for the welfare of local farmers. Pangilinan, chairman of the Senate committee on agriculture, food, and agrarian reform, urged immediate action on the matter for the sake of local farmers. 'Wag natin patayin nang paunti-unti ang ating mga magsasaka. Ipaglaban naman natin ang karapatan nila na kumita ng sapat at maayos, na mabuhay ng may dangal,' he said in a statement. Marcos: PH determined to have more direct flights with India
'We are determined to expand this to other carriers and to link other cities between the Philippines and India,' Marcos said. The Philippines is looking to have more direct flights to and from India, President Ferdinand 'Bongbong' Marcos Jr. said Monday. 'We launched the visa-free scheme for Indian tourists last June. This will be complemented soon by the recovery of direct flights led by Air India,' Marcos said during a meet and greet with the Filipino community in New Delhi. 'We are determined to expand this to other carriers and to link other cities between the Philippines and India,' he added. The President is in India for a five-day visit at the invitation of Prime Minister Narendra Modi. Beginning October 1, 2025, Air India will open its direct flights between New Delhi and Manila, the carrier had announced. To recall, the Philippines also granted visa-free entry to Indian tourists. Indian tourists will be able to stay in the country visa-free for 14 days, according to the Department of Foreign Affairs (DFA) The visa-free arrangement aims to increase tourism arrivals from India, which rose 12% in 2024 to nearly 80,000, according to data from the Department of Tourism. –NB, GMA Integrated News
