
Hotel operators want DBKK to address two-tiered system

Kota Kinabalu: The Malaysia Budget and Business Hotel Association (MyBHA) wants Dewan Bandaraya Kota Kinabalu (DBKK) to address what it calls a two-tiered system that disadvantages legitimate hotel operators while allowing illegal accommodation providers to operate freely. The association pointed out a major unfairness in the system whereby licensed hotels have to pay hefty fees and pass regular government inspections, while unlicensed Short-Term Residential Accommodation (STRA) operators face no such costs or checks. 'It is unacceptable that while licensed hoteliers pay high fees and comply with safety regulations, illegal STRA operators are allowed to operate unchecked,' said MyBHA's National President Dr Sri Ganesh Michiel. 'This creates an unfair and unsafe tourism environment for both businesses and tourists,' he added. MyBHA said many unregulated STRA units listed on digital platforms lack basic fire safety, security and emergency protocols. The association expressed concern that tourists may unknowingly book unsafe accommodations with little recourse in case of incidents and is thus calling on DBKK to implement several measures, namely, tiered licensing structure, fee review, transparency, enhanced enforcement and public awareness. 'Review and introduce a tiered hotel licensing fee structure that includes a lower rate for budget accommodations particularly those serving domestic travellers and Sabahans visiting Kota Kinabalu,' the association said. 'This approach recognises their vital role in supporting local tourism and ensuring affordable lodging options for all segments of society. 'Reconsider the recent increase in hotel licensing fees and explore alternative models of tourism taxation such as a nominal tourist tax or bed levy paid directly by tourists upon check-in which is a more equitable approach commonly used in other global destinations. 'Ensure transparency by disclosing how licensing revenue is reinvested into tourism development and safety and deploy more tourist police in key areas to strengthen visitor confidence and handle tourist-related issues. 'Establish a dedicated enforcement unit within DBKK to clamp down on illegal STRA operators and protect consumers, launch public awareness campaigns to tourists can easily identify licensed vs unlicensed accommodations. 'Work closely with industry stakeholders, including associations like MyBHA, to co-create policies that drive equitable and sustainable tourism,' they said. Sabah MyBHA Chairman Harold Chung said every cent collected through licensing should be accounted for and channelled back into tourism infrastructure, safety and promotion. The association also praised the recent Community-Based Tourism Conference and Expo 2025, held at Suria Sabah Shopping Mall, which showcased how local communities can drive tourism innovation. MyBHA reaffirmed its commitment to working with DBKK and other agencies to create what it calls a vibrant, regulated and competitive tourism industry where tourists feel safe and operators feel fairly treated. KOTA KINABALU (July 3): The State Government in collaboration with Petronas and industry partners has set a target of a 100 per cent increase in oil and gas services and equipment (OGSE) local job contracts for Sabahan companies this year, said Chief Minister Datuk Seri Panglima Hajiji Noor. 'In terms of employment, the target is clear: 100 per cent of non-technical roles and at least 80 per cent of technical roles in the OGSE sector must be filled by Sabahans. 'These targets reflect our firm commitment to strengthening local participation and building a resilient, homegrown energy ecosystem.' he said at the 12th Sabah Oil, Gas and Energy Conference and Exhibition at the Sabah International Convention Centre here on Thursday. His speech was delivered by Minister of Industrial Development and Entrepreneurship Datuk Phoong Jin Zhe. In 2021, Hajiji said the total contracts awarded to Sabahan companies for local oil and gas services jobs stood at RM341 million, while by the end of last year, the figure soared to over RM2 billion for jobs awarded both in and outside Sabah. He said Sabah's oil and gas industry is an essential pillar of the state's economic growth and continues to play a pivotal role to that of Malaysia's, contributing nearly 40 per cent of the country's oil production and approximately 20 per cent of its gas output. 'However, we believe that our role must extend beyond mere production. We aspire for Sabah to become a center of excellence for OGSE innovation and sustainable energy practices and a hub where investment, talent and technology converge to create long-term value,' he said. In this respect, the Chief Minister said the State Government through SMJ Energy has taken decisive steps in securing equity in key upstream and downstream assets, including the Samarang PSC and the SAMUR petrochemical plant, as well as interests in exploration blocks SB403, SB409, SB306A and SB306B. He said Sabah Energy Corporation had also strengthened its position as Malaysia's largest domestic supplier and transporter of natural gas, following its successful takeover of Petronas' onshore gas contracts in Sabah. 'I wish to take this opportunity to thank Petronas and all our operating partners in Sabah for your continuous efforts, commitment and investment in local content development. The Commercial Collaboration Agreement (CCA) signed in December 2021 with Petronas was significant and its implementation through initiatives such as the Sub-Committee for OGSE industry, co-chaired by the Sabah Ministry of Industrial Development and Entrepreneurship and Petronas, has yielded tangible results. 'To sustain this momentum, we have established the Sabah Local Content Council under the purview of SMJ Energy and implemented a Joint Task Force for Mandatory Partnerships. 'These initiatives, coupled with the transparent insights provided by the Kinabalu Activity Outlook (KAO), are designed to ensure our local companies are well-informed, well-prepared, and well-partnered for success,' he said. Hajiji commended the Sabah Oil and Gas Services Council (SOGSC) and the Persatuan Kontraktor Petroleum Bumiputera Sabah (PKPBS) for their role in championing Sabahan participation in the OGSE sector. He also called on everyone to support the effort of the SOGSC and PKPBS to organise this OGSE conference next year. 'Our vision is to build a pipeline of OGSE opportunities that extends far beyond short-term contracts. We want to promote knowledge transfer, technology exchange and joint ventures that scale our local players into regional champions. 'We are laying the foundations now not just for current prosperity but for a resilient, innovative and sustainable OGSE ecosystem for generations to come. Sabah targets 100% boost in OGSE contracts for local firms in 2024

'This reflects our dedication to building a resilient energy ecosystem using local talent,' he said. The Chief Minister highlighted significant growth in contract values, from RM341 million in 2021 to over RM2 billion by the end of 2023. Sabah contributes nearly 40% of Malaysia's oil production and 20% of its gas output, reinforcing its pivotal role in the national energy sector. To strengthen Sabah's position as an OGSE hub, the state government, through SMJ Energy Sdn Bhd, has acquired stakes in key projects like the Samarang PSC and Sabah Ammonia Urea plant. Sabah Energy Corporation also expanded its role as Malaysia's largest domestic gas supplier after acquiring Petronas' onshore gas contracts.
