We can't just let states go rogue and redistrict more than once a decade

Consider this a call to state reason.
Here in Maryland, I am introducing legislation to automatically redraw our state's eight congressional districts if and only if another state breaks from our shared norms and chooses to redraw their lines more than once this decade.
Texas and others are currently threatening to do so — even though they, Maryland and other states have already redrawn their U.S. House districts for this decade based on the 2020 U.S. Census.
If these states are allowed to change the rules and districts in the middle of the coming election, the remaining states will be forced to counter this blatant power grab. Even if it takes states years to implement a response, a strong response must be offered to disincentivize such conduct now and in future election cycles.
But I still hope we can all step back from the brink.
Indeed, Texas leaders ran this play once before, in 2003, when they drew and re-drew congressional districts until they got the result they wanted. Georgia followed suit soon after, but the rest of the states looked on quietly as this questionable, anomalous behavior played out in that decade.
Now, as we watch history repeat itself two decades later, we cannot again allow states to go rogue and form a lasting precedent for re-drawing congressional districts whenever they want.
Since each state draws its own lines to elect its members of Congress, we at least need parity on this fundamental question of how often a state can redraw its share of the combined 435-member House of Representatives. Parity — and predictability — on these basic ground rules is essential to the integrity of our shared democracy. Fairness dictates either that all states should redistrict whenever they want, or that none should do so. The reasonable choice is the latter. It should be obvious that subjecting the public — and Congress itself — to endless redistricting should be avoided.
Unfortunately, this is not obvious to President Trump. He is attempting to rig the system and is publicly encouraging efforts to make state officials to 'find' votes for him in Congress. Amid plummeting approval ratings, Trump's strategy this time around is asking state leaders to keep redrawing the lines of their state's U.S. House districts until he gets the election results he wants.
The last time the president needed help 'finding' votes, numerous state leaders dared to say no. We need that same courage now.
Meanwhile, there is another, better way forward. States can choose reason by adopting an interstate compact to govern redistricting — at least on this question of how often they are allowed to redistrict. I urge states to adopt such a treaty until Congress puts these ground rules into federal law or the courts see fit to step in and properly referee for our fragile democracy.
But again, I hope state leaders can all quickly step back from the brink. With any luck, my legislation and call to action will be moot, and states will stick with the norm of only drawing new congressional districts one time after the decennial census.
But if rogue states repeat their history of trying to one-up their fellow American states, the other states must unfortunately respond in kind this time.
Hopefully, that coming spiral will give members in both parties the courage of reason to end this race to the bottom.

Terminating the person who reports that noise won't suck sound waves back into a vacuum either. Markets, too, were vocal in their response to Trump's firing of McEntarfer as well as the dismal jobs report. On Friday, the three major U.S. indexes had their worst day in months, a sharp turn from the week prior, which saw consecutive days of record highs for the S&P 500 and Nasdaq Composite. This changes the calculus. With new tariffs due to take effect Aug. 7 — which could further slow hiring in the U.S. because of increased costs and uncertainties for companies — both the economy and markets might weaken further. Then it becomes a matter of whether the "TACO trade" — "Trump Always Chickens Out" — will, in the words of The Terminator, be appear in the U.S. jobs market. Nonfarm payrolls in July grew 73,000, lower than the Dow Jones estimate of a 100,000 gain. Unemployment edged up 10 basis points to 4.2%. June and May's jobs numbers were revised dramatically lower. Tariff developments and AI-related earnings during the week will give a sign of whether history will repeat itself. Former Texas Rep. Beto O'Rourke warns Democrats of a third Donald Trump term if they don't stop Republicans from gerrymandering Texas and giving them an additional five seats in Congress. 'No longer will we have a check on his lawlessness, accountability for his corruption and crimes, and we will see a Republican-majority Congress roll out the royal red carpet for a third Trump term,' O'Rourke said Saturday on MSNBC. 'Those are the stakes and that's why we got to fight and we got to fight to win.' On Friday, during a special session about last month's deadly Texas flooding, a Texas House panel advanced the redrawn map, which would add five new Republican districts in Texas, but O'Rourke said it's not a 'done deal' and Texas Democrats can deny their Republican counterparts the numbers to certify the maps. Trump's team requested Texas Gov. Greg Abbott to call for a special session to redraw the map and Republican lawmakers have been honest about their plans, saying they are redrawing the map for political advantage. O'Rourke said he hopes Texas Democrats will deny Republicans the votes and 'deprive' Trump of the five seats, but ultimately, he wants Democrats to inspire Americans, who have been waiting for Democrats 'to fight and to fight to win.' He continued by saying Democrats should aim to redraw districts now and gain even more seats in states that already hold a lot of Democratic seats, like California, New Jersey and Illinois. 'There are no refs in this game anymore,' O'Rourke said. 'No courts are going to ride to the rescue. This is just an all-out bareknuckle brawl and we've got to win it and be ruthlessly focused on it.' He said if Democrats do that, they have a chance of 'avoiding the worst possible outcome, which is Donald Trump stealing the 2026 election now in 2025' and Congress eventually letting Trump win a third term. On Sunday, in a last-ditch effort, Texas Democrats said they would leave the state, facing possible fines and penalties, so the legislative session to redistrict the map couldn't take place. As Texas looks to redraw the state's congressional map, O'Rourke said Texas will be every American's future. He praised and critiqued his home state, stating 'some really bad stuff' is happening in Texas, like its lax gun laws leading to a high number of mass shootings each year, its abortion ban and low minimum wage. He also mentioned that Texas led the way for Roe v. Wade in 1973 and also produced Lyndon B. Johnson, who signed the Civil Rights Act of 1964 into law. 'Some really bad stuff is happening in Texas, but some really good things have come from this state, as well,' O'Rourke said. 'That's why we need all hands on deck in this state or what you see right now will be your future no matter where you live in this country.' Related... Ukrainian drone attack sets Russian oil depot on fire as Zelenskyy announces prisoner exchange

An overnight Ukrainian drone attack on an oil depot near Russia's Black Sea resort of Sochi sparked a major fire, Russian officials said Sunday, as the two countries traded strikes and the Ukrainian president announced a prisoner exchange. More than 120 firefighters attempted to extinguish the blaze, which was caused by debris from a downed drone striking a fuel tank, Krasnodar regional Gov. Veniamin Kondratyev said on Telegram. Videos on social media appeared to show huge pillars of smoke billowing above the oil depot. Russia's civil aviation authority, Rosaviatsia, temporarily stopped flights at Sochi's airport. Farther north, authorities in the Voronezh region reported that four people were wounded in another Ukrainian drone strike. Russia's Defense Ministry said its air defenses shot down 93 Ukrainian drones over Russia and the Black Sea overnight into Sunday. Meanwhile, in southern Ukraine, a Russian missile strike hit a residential area in the city of Mykolaiv, according to the State Emergency Services, wounding seven people. The Ukrainian air force said Sunday Russia launched 76 drones and seven missiles against Ukraine. It said 60 drones and one missile were intercepted, but 16 others and six missiles hit targets across eight locations. The reciprocal attacks came at the end of one of the deadliest weeks in Ukraine in recent months, after a Russian drone and missile attack on Thursday killed 31 people, including five children, and wounded over 150. The continued attacks come after U.S. President Donald Trump last week gave Russian President Vladimir Putin a shorter deadline — Aug. 8 — for peace efforts to make progress. Trump has threatened to impose new economic sanctions on Russia if progress is not made, while expressing doubt about how effective they would be. 'You know, they're wily characters, and they're pretty good at avoiding sanctions, so we'll see what happens,' Trump said Sunday evening of the Russians. He said his special envoy Steve Witkoff may travel to Russia on Wednesday or Thursday, the final days before his new deadline. Ukrainian President Volodymyr Zelenskyy said Sunday that Ukraine and Russia have agreed to exchange 1,200 prisoners following their latest round of negotiations in Istanbul in July. 'There is an agreement to exchange 1,200 people,' he wrote on X, saying that the lists of individuals to be swapped were being worked on and that they were working to 'unblock the return of our civilians.' There was no immediate comment from Russia. Zelenskyy also said he discussed with top Ukrainian officials 'the negotiation track – specifically, the implementation of the agreements reached during the meetings with the Russian side in Istanbul, as well as preparations for a new meeting.' Each of the three rounds of talks between the countries this year has resulted in prisoner exchanges but yielded no breakthrough in reaching a ceasefire.
