Harder for illegal foreign fishing vessels
Published on: Tuesday, August 05, 2025 Published on: Tue, Aug 05, 2025 Text Size: Adnan (right) explaining the system to Mohamad Sabu. Kota Kinabalu: Malaysia has strengthened controls on foreign fishing vessels entering its waters through the Management System for the Entry of Foreign Fishing Vessels into Ports (e-PSM). Department of Fisheries Malaysia Director-General Datuk Adnan Hussain said the digital system was developed in line with international standards and under Section 15(2) of the Fisheries Act 1985, aimed at combating illegal, unreported and unregulated (IUU) fishing activities. 'This system manages applications for foreign vessels to enter the country's ports, improves control efficiency and supports Malaysia's commitment against IUU fishing. Any foreign vessel must obtain approval from the Fisheries Department before being allowed to dock at national ports,' he said. Through e-PSM, vessel owners must submit applications including information on entry dates, destination ports and catch details for assessment and entry approval. He said failure to implement such controls would be seen as supporting IUU fishing. Advertisement Despite not yet ratifying the Port State Measures Agreement, Malaysia remains committed to complying with the requirements outlined in the international agreement. The system ensures entering vessels are not in the IUU category and controls fish species landings to prevent violations of international regulations, including prohibited fish or species under the CITES list. Applications are reviewed with international bodies including Australia, the European Union and regional organisations such as the Indian Ocean Tuna Commission and Western Pacific Tuna Commission to verify vessel registration status. As of 2024-2025, a total of 20 foreign vessels have been approved to enter Malaysian ports, landing 550 metric tons of tuna and similar species at Penang Port. The launch ceremony was officiated by Agriculture and Food Security Minister Datuk Seri Mohammad Sabu on Saturday. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Foundation donates RM100,000 to boost AI learning at Kian Kok
Published on: Tuesday, August 05, 2025 Published on: Tue, Aug 05, 2025 Text Size: Chin (4th from left) presenting a RM50,000 mock cheque to Clement, whole others look on. Kota Kinabalu: The Kinabalu Foundation has contributed RM100,000 to Kian Kok Middle School over the past two years in support of Chinese education and digital advancement, particularly in developing Artificial Intelligence (AI) learning infrastructure. The funding, disbursed in two phases, was used to improve the school's computer hardware and software. In 2024, RM50,000 was allocated to upgrade teachers' computer systems. This year, another RM50,000 was approved for the student computer lab, forming the base for the school's AI education programme. Kian Kok Middle School Board Chairman Datuk Clement Yeh said the assistance had helped the school take its first steps toward integrating AI-related modules into the curriculum. 'In today's education landscape, we cannot ignore technological developments. Students should have the opportunity to learn about systems like AI from an early stage. This contribution has helped us start building the necessary foundation,' he said. Advertisement He added that the school would have struggled to launch a structured AI programme without the Foundation's support due to limited resources. The Kinabalu Foundation, established in 1982, has long supported Chinese education in Sabah. To date, it has donated over RM4.28 million to schools statewide, benefiting more than 5,300 students through infrastructure upgrades, digital modernisation, and student assistance. In 2025 alone, the Foundation allocated RM401,000 to nine Chinese independent schools and seven converted Chinese secondary schools, including those in rural areas. Foundation Chairman Datuk Chin Chee Kee said the goal is to ensure that access to technology is not limited by location or resources. 'AI education should not be limited to schools in big cities. We want to help schools prepare students for the future,' he said. He said the Foundation's role goes beyond preserving language and culture, by also encouraging progress in science, technology and innovation within the Chinese school system. Kian Kok plans to use the latest grant to introduce AI-related subjects such as image recognition and basic programming and to provide training for teachers. The school aims to build a full AI education programme within three years. Since 1983, the Foundation has contributed more than RM16 million to Chinese education, including school construction, renovations, flood relief and rural teacher incentives. In 1997, it raised RM7.79 million through the 'Top Ten Charity Concert', with RM774,017 channelled to Kian Kok. From 2000 to date, it has awarded RM6.05 million in scholarships to 8,139 students and RM2.42 million in loans to 114 students pursuing tertiary education. 'The Kinabalu Foundation has given us not just funds but also the support to move forward with education upgrades,' said the school's administration. The RM100,000 contribution is part of the Foundation's wider effort to support Chinese schools in Sabah to adapt to new learning needs and technologies.

Strong 2Q showing forecast for planters
PETALING JAYA: Plantation companies will likely report another decent set of performance on a quarter-on-quarter (q-o-q) basis in the upcoming second quarter of financial year 2025 (2Q25) results season, despite anticipation of mixed sequential improvement. Hong Leong Investment Bank (HLIB) Research in its 2Q25 results preview expects planters' performance to be supported by a recovery in the fresh fruit bunch (FFB) output amid relatively stable palm oil prices. On a q-o-q basis, the brokerage firm expects plantation companies under its coverage to record FFB output growth ranging from 3.5% to 46%, driven primarily by seasonal factors and more conducive weather conditions. 'Despite the broad-based increase in FFB production, upstream earnings performance was likely mixed, as the output growth registered by some of the planters (such as TSH Resources Bhd and Hap Seng Plantations Holdings Bhd ) were not sufficient to mitigate the q-o-q decline in crude palm oil (CPO) prices and the full cost effect of the minimum wage hike implemented since February 2025,' it pointed out. On the other hand, downstream segment earnings are expected to improve sequentially. 'This will be supported by a narrower export tax and levy differential between Malaysia and Indonesia, and lower feedstock costs, particularly for both CPO and crude palm kernel oil,' added HLIB Research. On a year-on-year (y-o-y) basis, the brokerage firm expects planters to report flattish upstream earnings in 2Q25, as broadly higher FFB output – amid flattish CPO prices – is likely offset by higher labour costs following the minimum wage hike implementation. 'During the quarter, seven out of eight planters under our coverage recorded y-o-y increases in FFB output, primarily driven by yield normalisation,' the brokerage firm said. Note that some planters were impacted by biological tree stress and a shift in cropping patterns last year. As for downstream segment earnings, it could potentially weaken in 2Q25 due to the high earnings base effect CPO export tax and duty differential between Malaysia and Indonesia, along with high palm kernel prices, which will likely curtail margin for oleochemical products. HLIB Research has maintained its 2025-2026 CPO price assumptions of RM4,200 per tonne and RM4,000 per tonne, respectively. It said ample near-term supply of vegetable oils (in particular, CPO and soybean) will cap the near-term CPO price (possibly until 3Q25), before turning more upbeat in 4Q25. Year-to-date, the CPO price has averaged at RM4,342 per tonne. The brokerage firm has kept a 'neutral' stance on the plantation sector due to the lack of significant near-term CPO price re-rating catalysts. For exposure, its top 'buy' picks are IOI Corp Bhd with a target price of RM4.12 and SD Guthrie Bhd with a target price of RM5.15. Meanwhile, HLIB Research has ceased coverage on FGV Holdings Bhd , as the Federal Land Development Authority's stake in FGV had exceeded the minimum 90% threshold and its listing status will be withdrawn from the Main Market of Bursa Malaysia. 'As such, our earnings forecasts, target price of RM1.30 and 'hold' rating should no longer be used as a reference going forward,' it noted.
