Agri damage due to Crising, Dante, Emong, Habagat climbs to P1.12B
In its situation report, the DA-Disaster Risk Reduction and Management Operations Center reported that the damage and losses in rice, corn, cassava, high value crops, fisheries, livestock and poultry and agricultural infrastructure have ballooned to P1.12 billion with volume of production loss at 26,566 metric tons (MT).
The weather disturbances affected 45,408 farmers and fisherfolk in and 43,741 hectares (ha) of agricultural areas in the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol Region, Western Visayas, Zamboanga Peninsula, Northern Mindanao, Davao Region, and Socckskargen.
Further damage and losses are expected in affected regions as assessment and validation is ongoing, according to the DA.
As part of the efforts to carry out appropriate interventions for affected farmers and fisherfolk, the Agriculture Department said the following assistance are available:
P653.01-million worth of agricultural inputs (seeds, seedlings, pesticides, forage seeds, free range chicken, and fingerlings) from DA Regional Field Offices CAR, I, II, III, IV-A, IV-B, V, VI, IX, X, and XII
43,940 bags of rice stocks from the National Food Authority (NFA) has been issued to Local Government Units of Palawan, Polangui, Pangasinan, Ramon, Provincial Social Welfare and Development Office (PSWDO) Albay, and Department of Social Welfare and Development (DSWD) Region III for distribution
Quick Response Fund (QRF) for the rehabilitation and recovery of affected areas
P400 million for the Survival and Recovery (SURE) Loan Program of the Agricultural Credit Policy Council (ACPC) with up to P25,000 loanable amount, payable in three years at zero interest
Initial amount of P268 million for the indemnification of 45,980 insured affected farmers through the Philippine Crop Insurance Corporation (PCIC)
The DA said its Regional Field Offices in the calamity-hit areas are undertaking the following:
Conduct of field validation and needs assessment in areas affected by Southwest Monsoon and Crising, Dante, and Emong
Close coordination with concerned NGAs, LGUs and other DRRM-related offices on the impact of the disaster, including road obstructions that may affect the food supply chain, and flooding that will cause further damage and losses
Monitoring of agricultural commodities for any changes in prices and movement. In line with this, a price ceiling on agricultural commodities is in effect in areas under the State of Calamity, as mandated by Republic Act 7581 or "The Price Act."

SHERYLIN UNTALAN/GMA Integrated News The reported death toll due to the impact of Tropical Cyclones Crising, Dante, Emong, and the Southwest or Habagat has increased to 31, the National Disaster Risk Reduction and Management Council (NDRRMC) said on Monday. In its 6 a.m. report, the NDRRMC said most of these fatalities were reported in Metro Manila with nine. This was followed by Western Visayas with six; Calabarzon with five; Negros Island Region and Northern Mindanao with three each; two in Central Luzon; and Mimaropa, Davao Region, and Caraga with one each. A total of 6,276,280 people or 1,751,776 families were affected by the bad weather in all regions except Eastern Visayas. The region with the most number of affected population was Central Luzon with 2,638,943. Of the total affected population, 122,716 people or 36,660 families were staying in evacuation centers while 80,766 persons or 21,309 families were taking shelter in other places. The extent of damage was reported at P6,500,351,557 for infrastructure, P510,305,972 for agriculture, and P281,660,000 for irrigation systems. A total of 15,309 houses were damaged —13,387 partially and 1,652 totally. Interruptions in power supply, water service, and communication lines were reported. Several airports and seaports became non-operational. A total of 70 passengers and 10 vessels remained stranded. Classes in 1,045 areas and work schedules in 911 areas were suspended due to the threat of the bad weather. A state of calamity was declared in 192 cities and municipalities. Habagat to prevail, bring rains on SONA Day
The Southwest Monsoon (Habagat) continues to prevail over the Philippines on Monday and will bring rains on the day President Ferdinand Marcos Jr. will give his State of the Nation Address (SONA), PAGASA said. The Ilocos Region, Abra, Benguet, Zambales, and Bataan will have occasional rains. Moderate to heavy rains may possibly result in floods or landslides. In its heavy rainfall outlook issued at 5 a.m., PAGASA said 50 to 10 mm of rainfall may affect Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Zambales, and Bataan. Metro Manila, Cagayan Valley, Cavite, Laguna, Batangas, Rizal, Occidental Mindoro, Oriental Mindoro, the rest of Cordillera Administrative Region, and the rest of Central Luzon may expect cloudy skies with scattered rains and thunderstorms. Flash floods or landslides may result due to moderate to at times heavy rains. The rest of the country on the other hand will experience partly cloudy to cloudy skies with isolated rains or thunderstorms. During severe thunderstorms, flash floods or landslides may possibly occur. Coastal waters will be rough in Extreme Northern Luzon, and moderate to rough in the western section of Luzon. The rest of the country will have slight to moderate coastal waters. Sunrise was at 5:38 a.m. while sunset will be at 6:27 p.m. Co-May and Krosa Meanwhile, PAGASA is also monitoring two weather cyclones outside the Philippine Area of Responsibility (PAR). Tropical Storm Co-May, formerly known as Emong when it was inside PAR, was estimated to be last located early Monday at 985 km northeast of Extreme Northern Luzon. It has maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km//h. Co-May is moving northwestward at 15 km/h. DOST-PAGASA weather specialist Obet Badrina, in the weather bureau's public weather forecast, said Co-May is heading toward China. Typhoon Krosa, on the other hand, was last located early Monday at 2,455 km east northeast of Extreme Northern Luzon, packing maximum sustained winds of 130 km/h near the center and with gustiness of up to 160 km/h. Krosa is moving northward at 30 km/h. "Hindi inaasahan na papasok ito ng PAR (It is not expected that this will enter PAR)," Badrina said. Rain in NCR on SONA Day possible as Habagat continues to affect PH

GMA Integrated News The Southwest Monsoon, locally known as Habagat, will continue to bring occasional rains over parts of the country on Monday—including in Metro Manila, where President Ferdinand "Bongbong" Marcos Jr. is set to deliver his fourth State of the Nation Address (SONA). According to state weather bureau PAGASA's Sunday forecasts, the Habagat is expected to bring occasional rains to the Ilocos Region, Zambales, Bataan, and Occidental Mindoro. PAGASA said the Habagat is also seen to bring cloudy skies with of isolated rains or thunderstorms to Metro Manila, the Cordillera Administrative Region, the Cagayan Valley, Cavite, Laguna, Batangas, Rizal, the rest of Central Luzon, and the rest of MIMAROPA. The rest of the country is projected to experience partly cloudy to cloudy skies with isolated rains or thunderstorms. Tropical Depression Emong (international name: Co-may) exited the Philippine area of responsibility (PAR) on Saturday morning, but PAGASA is now monitoring Severe Tropical Storm Krosa. Krosa was last seen 2,395 kilometers east of extreme northern Luzon, with maximum sustained winds of 110 kph near the center, and gustiness of up to 135 kph, moving northward at 15 kph. A number of local government units (LGUs) have already suspended classes due to inclement weather conditions. In Metro Manila, the National Capital Region Police Office said that nearly 23,000 police personnel have been deployed for security measures during the event. These include more than 10,000 in Quezon City, according to Mav Gonzales' report on 24 Oras Weekend. The Batasang Pambansa Complex, where Marcos will deliver his SONA, is already on lockdown, with security personnel inspecting incoming vehicles, while a city-wide liquor ban will be enforced. The MMDA, meanwhile, said that it will set up counterflow measures on Commonwealth Avenue to deal with traffic. If it rains, "Naiayos na natin ang drainage inlet sa Commonwealth," MMDA Chairman Romando Artes said. "Temporarily lalagyan namin may mga mobile pumps tayo sa MMDA, tututukan muna namin para maibato, papunta sa creek ang tubig sa Commonwealth." (We have fixed the drainage inlet on Commonwealth. We have temporarily put mobile pumps that we will point so that the water from Commonwealth will go into the creek.) Marcos's SONA will be held after days of rains from the Habagat as well as Tropical Storms Crising, Dante and Emong affecting parts of the country, particularly in Luzon.
