New Delhi: A few days after MCD approved the proposal in its house meeting to simplify factory licence procedures by eliminating the requirement for applying separately with the civic body and synchronising the fee with annual property tax, the factory licence department issued an order in this regard on Monday. Applauding the move, the chief minister's office on Tuesday wrote on X, calling it a historic change in the MCD factory licence system. "Now factories operating in industrial areas recognised by GNCTD/DSIIDC will not need to obtain a separate factory licence from MCD. Delhi govt has taken this important decision towards strengthening 'Ease of Living' and 'Ease of Doing Business'. If the factory has MSME Udyam Registration or an Allotment Letter/Lease Deed from GNCTD/DSIIDC, the same document will now be valid as an MCD licence under Section 416/417, DMC Act. Now there will be no need to obtain a separate licence.... This decision will strengthen the industrial sector of Delhi towards self-reliance and facility-based governance," it stated on X. The LG office said on X: "The decision to further enable businesses — especially small and medium enterprises — is indeed commendable." Bengaluru: When Uma Maheshwari Shankar's television broke down, it wasn't just about a faulty screen; it was about her mother's gift and a lasting memory being marred. In 2020, as she settled into her new home at Thalaghattapura in south Bengaluru, her mother gifted her a Samsung TV costing Rs 63,072, including Rs 10,000 for an extended warranty. But just six months on, the TV's display failed. Though the panel was replaced under the one-year original warranty, the appliance broke down again in Nov 2021. Two breakdowns in less than a year, and then the real struggle began. Despite multiple visits and follow-ups with Reliance Digital, from where the product was bought, and DSmart (Samsung's authorised service centre), the only resolution offered was a refund of Rs 44,000, contingent on returning the TV. Uma refused. What she wanted wasn't a partial refund, but justice. On Feb 28, 2023, she filed a complaint before the consumer court, alleging deficiency in service. She argued the case herself, having already enrolled in a three-year LLB course at BES College of Law in 2022 — driven, in part, by this very experience. "It was my mother's gift, and I felt emotionally let down," said Uma. "When top global brands respond with silence and backdated letters, it's a betrayal of customer trust. That's why I decided to fight and stood firm till the end." The district consumer commission had earlier ordered free service until Aug 2023 and compensation of Rs 3,000, but she appealed, seeking either a full refund or a replacement. In its defence, Samsung claimed that the OEM (original equipment manufacturer) warranty was limited to one year, which expired in Aug 2021, and that no complaint was lodged with them during that period. It argued that the extended warranty was handled by Reliance Digital. After going through all the evidence and hearing both sides, the state consumer commission observed that the first complaint was well within the warranty period and the panel replacement itself was proof of a patent defect. "When a consumer trusts a reputed brand and makes a purchase, it is the dealer's responsibility to ensure customer satisfaction. Brands can't give room for deficiency in service when their reputation is relied upon," the commission said. Rejecting Samsung's argument it had received no complaint, the commission pointed out that the dealer is expected to coordinate with the OEM for redressal. The consumer forum ruled that the TV should have been replaced or the money refunded. It also noted that the district commission had erred in ordering repair despite the breakdown occurring within the warranty period.
