
The Story of the Gilded Age Wasn't Wealth. It Was Corruption.
It's widely understood that the late 19th century was an age of technological splendor and economic consolidation, and this is true enough. Thomas Scott and Cornelius Vanderbilt and Jay Gould dominated the railroads. John D. Rockefeller dominated oil. Andrew Carnegie dominated steel. J. P. Morgan dominated finance. We can see echoes here in the titans of modern industry: Jeff Bezos and the Waltons in commerce; Tim Cook and smartphones; Mark Zuckerberg and our attention; Elon Musk in space.
But some of the most interesting echoes of the Gilded Age involve the government's relationship to business. In March, The Wall Street Journal reported that the Trump family held talks to pardon a major crypto executive who had pleaded guilty to money laundering. In exchange, they would secure a stake in his company, Binance. Similarly, in the late 19th century, which was an era of unusual grift, a range of public servants—from White House Cabinet members to local deputy sheriffs—were unembarrassed about skimming fees and taking bribes.
To understand what made the late 19th century gilded, I spoke with Richard White, the historian and author of The Republic for Which It Stands, a mammoth history of America between the end of the Civil War and the end of the 19th century. This conversation, which originally appeared on the podcast Plain English, has been truncated and edited.
Derek Thompson: The driving of the golden spike at Promontory Point in 1869 marked the completion of the Transcontinental Railroad. The Gilded Age begins just after and extends into the early 1900s. How did the transcontinental rail system set the stage for the Gilded Age?
Richard White: At the end of the Civil War, the United States was a country of vast ambitions and relatively little money. What it wanted to do was build an infrastructure to connect California to the rest of the United States. It didn't have the money to do that, so it resorted to a series of subsidies and cooperation with private capital. The railroads were the great corporations of the United States at the core of the American economy. But the railroads depended on a system of insider dealing, corruption, and stock manipulation, in which people who accrued great wealth accrued great influence over the course of the United States. This system went on to define the Gilded Age.
Thompson: In the introduction of The Republic for Which It Stands, you write: 'The Gilded Age was corrupt and corruption in government and business mattered. Corruption suffused government and the economy.' How?
White: People described each other as 'friends.' They weren't friendly in any colloquial sense that we understand. Friendship in the 19th-century sense was a relationship devoid of any affection in which people pursued common ends by scratching each other's back. The railroad businessmen were friends with politicians, friends with newspapermen, friends with bankers. It was an age of dishonest cooperation.
Thompson: There are so many incredible characters from this period of American history: Rockefeller, Carnegie, J. P. Morgan. Who was John Rockefeller, and how did his style of cooperation typify this era of corrupt monopoly?
White: Rockefeller created what became the model corporation: Standard Oil. What he wanted to do was to organize a system he saw as too competitive and wildly inefficient. Rockefeller realized that there was just too much oil. He realized that if you were going to get profit, you had to eliminate the number of refineries. So Rockefeller went to the railroads and said, 'I will give you all of my oil, but you have to kick back money to me—and don't do it for my competitors.' Competitors soon found they couldn't compete with Rockefeller, and so he came in and bought them out. By the 1890s, he was saying, 'This is a new age, an age of cooperation.' And what he called cooperation, his opponents called monopoly.
Thompson: The U.S. government protected the monopolies in several ways. Steel tariffs helped Andrew Carnegie build his business, and in exchange Carnegie fed information to politicians. The government also quashed labor when it threatened big businesses in the late 19th century. Why does the state side with the monopolies again and again in this period?
White: Very often, the people in office were corrupt. The big industrialists would tell congressmen and senators: 'When this is done, you're going to serve a term or two, then come to work for us.' Or: 'I'll loan you a few thousand dollars to invest it in this.' Or: 'I got a land grant from you, and in return, I'll use part of the land grant to kick back to you under a fake trustee.' I mean, the industrialist Cosby Huntington wrote a letter to his associates that said: 'I just bought 1,000 wheels from Senator Barnum from Connecticut, because he does pretty much what I want.'
Thompson: What was it about the character of government or the rules and customs of the time that you think made the late 19th century so corrupt as far as government goes?
White: The United States was becoming a major industrial country and a continent-spanning country. At the same time, it was incredibly averse to taxes and would not fund its necessary infrastructure and services. So it came to what scholars have called 'fee-based governance.' In the 19th century, to get something done, you'd subsidize a corporation to do it, and that's one source of corruption. The other thing is you take things like collecting the tariffs: Somebody has got to collect it, and that's why the customs house becomes one of the plum appointments you can get. The head of the customs house in New York City makes more than the president of the United States because he gets to keep a certain amount of the customs he collects. You make sheriffs and deputy marshals tax collectors, and they keep a certain proportion of the taxes. That means that there's going to be corruption from the post office all the way up to the sheriffs, to the customs houses, to people who are appointed offices. Everywhere in this system is going to get a fee, a bounty, and opportunity, which allows private profit to perform a public service. The result is corruption that is rampant throughout the whole system.
Thompson: One paradox of this era is that it was an astonishing time for material progress and also a decrepit time for human welfare. You write that men and women in this era suffered 'the decline of virtually every measure of physical well-being.'
White: By 1880, in the middle of the Gilded Age, if you lived to be 10 years old, you would die at 48, if you're an American white male, and you would be 5 feet 5 inches tall. You would lead a briefer life and be shorter than your Revolutionary ancestor. And you were one of the lucky ones, because on average, 20 percent of infants would die before age 5. You're living in an environment where, as America urbanizes, there's no reliable sewage system. There's no pure water. There's no public health.
Thompson: What did the Gilded Age build that's most worth remembering?
White: It began to build public infrastructure—which allowed Americans to live better and to be in better health—and transportation infrastructure. The United States, unlike Europe, is this single country without tariff barriers between states, which can use the resources of the entire country. Did we do it efficiently? No. But we did it. And in the end, it became the basic source for much of the growth that followed.
The other thing we started to do, at Edison's lab and at the Gilded Age universities, is build a way to create useful knowledge. We'd always been a nation of tinkerers and inventors, but then we began to systematize it for the public good. The final thing, and it's not so popular anymore, is we begin to create a set of experts and expert organizations, which begin to take that kind of knowledge and to put it to public use.
Thompson: How did the excesses of the Gilded Age set the stage for the next era of American history and government, which was the Progressive era?
White: I think that the best way to understand the Progressive era is that the Progressives saw society as a machine. You don't let a machine evolve. You design a machine. When a machine breaks down, you repair the machine. When you can get a better machine, you build a better machine. So Progressives begin to think civil society is something which is going to have to be managed all the time.
The great advantage of Progressivism is what it did in terms of distribution and equity. But the major drawback of Progressivism, which we struggle with still today, is that in essence, it becomes undemocratic. There's tension in a democracy between rule of experts and having a country which ostensibly is under the control of people through their votes and setting the goals. That tension appears in the Progressive era, and it has never, ever gone away.

Families, kids most at risk of losing HUD housing with Trump's proposed time limits
WOODINVILLE, Wash. (AP) — More than 1 million low-income households — most of them working families with children — who depend on the nation's public housing and Section 8 voucher programs could be at risk of losing their government-subsidized homes under the Trump administration's proposal to impose a two-year time limit on rental assistance. That's according to new research from New York University, obtained exclusively by The Associated Press, which suggests the time restriction could affect as many as 1.4 million households helped by the U.S. Department of Housing and Urban Development. The NYU report also raises concerns about the largely untested policy, as most of the limited number of local housing authorities that have voluntarily tried the idea eventually abandoned the pilots. 'If currently assisted households are subject to a two-year limit, that would lead to enormous disruption and large administrative costs," for public housing authorities, the report said, adding that once the limit was up, housing authorities "would have to evict all of these households and identify new households to replace them.' Defining temporary assistance Amid a worsening national affordable housing and homelessness crisis, President Donald Trump's administration is determined to reshape HUD's expansive role providing stable housing for low-income people, which has been at the heart of its mission for generations. At a June congressional budget hearing, HUD Secretary Scott Turner argued reforms like time limits will fix waste and fraud in public housing and Section 8 voucher programs while motivating low-income families to work toward self-sufficiency. 'It's broken and deviated from its original purpose, which is to temporarily help Americans in need,' Turner said. 'HUD assistance is not supposed to be permanent.' Elderly and disabled people would be exempted, but there's little guidance from the agency on how time-limited housing assistance would be implemented — how it would be enforced, when the clock starts and how the exemptions would be defined. The NYU researchers dove deep into HUD's nationwide data over a 10-year period, analyzing nearly 4.9 million households that have been public housing and Section 8 voucher tenants. Of that, about 2.1 million could be affected by the time limits because they include at least one adult who is not elderly or disabled and about 70% of those households had already been living on those subsidies for two or more years. HUD spokesperson Kasey Lovett pushed back on the NYU study. 'There is plenty of data that strongly supports time limits and shows that long-term government assistance without any incentive disincentivizes able-bodied Americans to work,' Lovett said in a statement. Working families most at risk The time limits could displace more than a million children, as it would largely punish families who are working but still earning far below their area's median income. 'Housing assistance is especially impactful for children,' said Claudia Aiken, the director of new research partnerships for the Housing Solutions Lab at NYU's Furman Center who co-authored the study with Ellie Lochhead. Their health, education, employment and earnings potential can 'change in really meaningful ways if they have stable housing,' Aiken said. Havalah Hopkins, a 33-year-old single mom, has been living in a public housing unit outside of Seattle since 2022, but now fears a two-year time limit would leave her and her teenage son homeless. The 14-year-old boy has autism but is considered high-functioning, so how HUD defines disabled and 'able-bodied' for the time limit could determine if their family will be affected by the restriction. Hopkins, who does catering work for a local chain restaurant, pays $450 a month in rent — 30% of her household income — for their two-bedroom apartment in Woodinville, Washington. Asked what she likes most about her home, Hopkins said: 'I like that I can afford it.' Few successful examples Of the 17 housing authorities that tried time limits, 11 discontinued the trial. None tried two-year limits — the most common policy was a five-year limit with the option for an extra two and the limits usually applied to specific programs or referrals. Although there are over 3,000 housing authorities in the country, only 139 of them have ever been granted flexibility to consider testing a time limit while using federal funds for programs such as job training and financial counseling. 'Any conversation about time limits ends up being this really nuanced, hyper-local focus on what works for specific communities rather than this broad national-level implementation,' said Jim Crawford, director of the Moving to Work Collaborative which oversees that group of housing authorities. Even with those supports, several housing authorities said rent was still too high and well-paying jobs were scarce, according to the study. Others said they didn't have enough capacity to provide enough supportive services to help households afford rent. Shawnté Spears of the Housing Authority of the County of San Mateo in California said the agency's five-year time limits have 'given folks motivation' to meet their goals in tandem with self-sufficiency programs funded by dollars Donald Trump wants to cut. Time limits also give more households the chance to use vouchers, she said. But with the Bay Area's high rents, some tenants still have to spend more than half of their income on rent once their time is up or end up back on waitlists. 'I believe the program is very helpful in getting folks prepared but there lies this really, really significant rent burden here in our county,' said Spears. Nationwide protests planned against Trump's immigration crackdown and health care cuts
CHICAGO (AP) — Protests and events against President Donald Trump's controversial policies that include mass deportations and cuts to Medicaid and other safety nets for poor people are planned Thursday at more than 1,600 locations around the country. The 'Good Trouble Lives On' national day of action honors the late congressman and civil rights leader John Lewis. Protests are expected to be held along streets, at court houses and other public spaces. Organizers are calling for them to be peaceful. 'We are navigating one of the most terrifying moments in our nation's history,' Public Citizen co-president Lisa Gilbert said during an online news conference Tuesday. 'We are all grappling with a rise of authoritarianism and lawlessness within our administration ... as the rights, freedoms and expectations of our very democracy are being challenged.' Public Citizen is a nonprofit with a stated mission of taking on corporate power. It is a member of a coalition of groups behind Thursday's protests. Major protests are planned in Atlanta and St. Louis, as well as Oakland, California, and Annapolis, Maryland. Honoring Lewis' legacy Lewis first was elected to Congress in 1986. He died in 2020 at the age of 80 following an advanced pancreatic cancer diagnosis. He was the youngest and last survivor of the Big Six civil rights activists, a group led by the Rev. Martin Luther King Jr. In 1965, a 25-year-old Lewis led some 600 protesters in the Bloody Sunday march across the Edmund Pettus Bridge in Selma, Alabama. Lewis was beaten by police, suffering a skull fracture. Within days, King led more marches in the state, and President Lyndon Johnson pressed Congress to pass the Voting Rights Act that later became law. 'Get in good trouble, necessary trouble, and redeem the soul of America,' Lewis said in 2020 while commemorating the 1965 voting rights marches from Selma to Montgomery, Alabama. Chicago will be the flagship city for Thursday's protests as demonstrators are expected to rally downtown in the afternoon. Betty Magness, executive vice president of the League of Women Voters Chicago and one of the organizers of Chicago's event, said the rally will also include a candlelight vigil to honor Lewis. Much of the rest of the rally will have a livelier tone, Magness said, adding 'we have a DJ who's gonna rock us with boots on the ground.' Protesting Trump's policies Pushback against Trump so far in his second term has centered on deportations and immigration enforcement tactics Earlier this month, protesters engaged in a tense standoff as federal authorities conducted mass arrests at two Southern California marijuana farms. One farmworker died after falling from a greenhouse roof during a chaotic raid. Those raids followed Trump's extraordinary deployment of the National Guard outside federal buildings and to protect immigration agents carrying out arrests on Los Angeles. On June 8, thousands of protesters began taking to the streets in Los Angeles. Mike Pence urges Trump to 'release all the files' on Jeffrey Epstein
Former Vice President Mike Pence urged the Trump administration to release all of the investigative findings related to convicted sex offender Jeffrey Epstein, a different stance his ex-boss took on July 16. During an interview with CBS News' Major Garrett, the former Indiana governor said the "time has come" for all the facts to become available to the American people, adding he's "always believed in transparency." Pence emphasized that the names of the victims should be excluded from any disclosure. "Whether or not the facts justify charges, I think anyone who participated or was associated with this despicable man ought to be held to public scrutiny," Pence told Garrett. Pence did not suggest the lack of transparency is politically motivated, but did hint that the investigation into the disgraced financier began during George W. Bush's administration and continued into Barack Obama's tenure at the White House. "I know of no reason why this administration — once the victims' names are protected — should not release all the files on Jeffrey Epstein," he said. The interview follows President Donald Trump's recent criticisms toward Republicans who raised questions about his administration's handling of the Epstein case. In a July 16 social media post, he described conservative backers as "stupid" and "weaklings" falling for Democrats' work. "Their new SCAM is what we will forever call the Jeffrey Epstein Hoax. And my PAST supporters have bought into this 'bulls***,' hook, line, and sinker," Trump wrote. Marjorie Taylor Green, Mike Johnson among calls for transparency Republican House Speaker Mike Johnson and Rep. Marjorie Taylor Greene, R-Georgia, were among the Trump allies to push for transparency on the Epstein investigation. The calls came after the Justice Department released a memo earlier this month stating that a systematic review "revealed no incriminating 'client list" and that "no further disclosure would be appropriate or warranted." The memo also said the department found no evidence to support theories that Epstein was murdered while in custody, affirming New York's chief medical examiner's ruling that he died by suicide in a Manhattan jail cell in 2019. "No one believes there is not a client list," Greene wrote on a July 8 X post. In a July 15 interview with the Benny Johnson Show, Johnson also called for the release of more Epstein records, saying: "I'm for transparency." "It's a very delicate subject," he said. "But we should put everything out there and let the people decide."
