Lokpal invites CBI, ED officers on deputation for new inquiry wing
The applications have been invited for filling up of various posts i.e., deputy director (DD)/superintendent of police (SP), inquiry/investigation officer, assistant inquiry/investigation officer and personal assistant in the inquiry wing of Lokpal of India on a deputation basis, according to an official circular.
The Lokpal and Lokayuktas Act, 2013, came into force on January 1, 2014, when it received the assent of the President. However, it began functioning only on March 27, 2019, following the appointment of its chairperson and members.
To discharge its statutory functions, Section 11 of the Act obligates the Lokpal to constitute an inquiry wing to conduct a preliminary inquiry into any offence punishable under the Prevention of Corruption Act, 1988, alleged to have been committed by the public servants and functionaries.
On August 30, 2024, a full bench of Lokpal met and decided to constitute such an inquiry wing.
It has sought applications for posts of DD/SP, four posts each of inquiry/investigation officer and assistant inquiry/investigation officer, and two posts of personal assistant.
Officers of different central government services, CBI, ED, Narcotics Control Bureau (NCB), Serious Fraud Investigation Office (SFIO) and those belonging to state or Union Territory police bodies are eligible to apply, said the vacancy circular dated June 10.
It said officers with experience in conducting investigation in general/economic & banking/cyber matters are desirable.
The pay & allowances, HRA, transport allowance, joining time, travelling allowances & transfer TA, children education allowance, LTC, dearness allowance, medical facilities, leave and the other terms & conditions of the officers selected for appointment on deputation basis will be governed by the extant guidelines/rules as admissible to the central government employees, till the time the Lokpal Officers and Staff (Conditions of Service) Regulations, 2024 are notified, the circular said.
The DD and SP will be provided the facility of pick and drop from residence to office and vice versa, and other staff members can avail the facility of pick and drop between office and the nearest metro station/bus stand, it added.
The last date for receiving applications is 60 days from the date of issuance of the vacancy circular.

Officials said the money was credited to a mule account held by Sudhir Bhaskar Palande on July 2 and originated from multiple cybercrime after, the funds were routed to over 100 mule accounts across the country and then further layered through thousands of bank accounts to obscure the trail before reaching the actual fraudsters. CBI said its investigation uncovered a broader conspiracy involving bank officials and middlemen, who helped open the mule account without proper verification, violating Reserve Bank of India (RBI) guidelines and internal bank led to the recovery of incriminating documents, digital devices, KYC forms, and bank records. The agency also identified key individuals involved in the scheme, including those who arranged the account holder's stay in Nagpur and coordinated fund transfers through local also found that commissions were paid in cryptocurrency and distributed among arrested include Sudhir Bhaskar Palande (mule account holder), Yash Thakur (middleman), and Shaurya Sunilkumar Singh (agent/operator). CBI's Mumbai unit arrests 3 cyber crooks for Rs 3.81cr transfer in mule account
Three cyber crooks involved in the deposit of Rs 3.81 crore in a single day in a mule account in Mumbai and its further distribution among other fraudsters were arrested by the Economic Offences Branch of the Central Bureau of Investigation (CBI), an official said on Sunday. The three were identified as mule account holder Sudhir Bhaskar Palande, middleman Yash Thakur and cyber operator-cum-agent Shaurya Sunilkumar Singh, the official said. A mule account is a bank account used by criminals to transfer or launder illicit funds, often without the account holder's knowledge. The arrests were made as part of a CBI drive against organised cyber fraudsters, said an official statement, adding that the three accused were produced in a Special CBI Court which sent them to judicial custody. The CBI said that that Rs 3.81 crore were received from various cyber victims in the said mule account on July 2. During the investigation, the probe agency identified the middlemen involved in opening of mule account in Mumbai, facilitating arrangements of stay of account holder at Nagpur and transferring of funds in other mule accounts through other agents of Nagpur. After receiving credits in the account, the money was further transferred to more than hundred mule accounts opened across India in the first layer. 'The money of cyber fraud was further transferred/layered to thousands of accounts before reaching actual cyber fraudsters,' said the statement. Investigation by CBI Mumbai's EOB revealed that agents in Nagpur and mule account holder Palande received commission in crypto currency which was further distributed among the co-conspirators. During the investigation, the CBI unearthed the entire conspiracy of opening of the mule account by bankers and the middlemen without proper KYC norms or Customer Due Diligence or Initial Risk Assessment. The guidelines issued vide the RBI Master circular and certain internal guidelines issued by the bank were also violated, said the probe agency. During searches, the CBI seized several incriminating documents and digital evidence, mobile phones, iPad, Bank account opening documents, transaction details and KYC documents.

Pune ‘drug party' raid: CM Fadnavis' first reaction as ex-minister Eknath Khadse's son-in-law among 7 held
In first comments after former Maharashtra minister Eknath Khadse's son-in-law was arrested after Pune Police busted a rave party on Sunday, Chief Minister Devendra Fadnavis said that although it appears that a crime was committed, he will only be able to talk more about it after he receives a proper briefing. According to a PTI report, police arrested seven persons after busting a "drug party" following a raid at an apartment in Pune early on Sunday and seized narcotics, hookah set ups and liquor, officials said. Pranjal Khewalkar, the husband of former Maharashtra minister Eknath Khadse's daughter Rohini Khadse, was among those arrested, they said. Rohini Khadse is state president of the women's wing of the opposition NCP (SP). Reacting to the arrest, CM Fadnavis said, 'Even I saw it only in the media. I've been attending programmes since morning, so I haven't received an actual briefing on it yet. Based on what is being shown in the media, the police have busted a rave party, and some people have been found there. Drugs were reportedly found.' 'Once I receive a proper briefing, I will be able to comment on it. Prima facie, it appears that a crime has taken place at that location,' the CM was quoted by ANI as saying. The police's Crime Branch carried out the raid at the studio apartment located in the upscale Kharadi area of Maharashtra's Pune city based on a tip-off about a rave party, an official told PTI. The raid was conducted around 3.30 am on Sunday and a 'drug party' was busted at the studio apartment, Deputy Commissioner of Police (Crime) Nikhil Pingle said at a press conference in Pune. During the raid and subsequent search, police seized 2.7 grams of cocaine-like substance, 70 gm of a ganja-like substance, a hookah pot, various hookah flavours, and liquor, and beer bottles, Pingle said. "We have arrested seven individuals, identified as Pranjal Khewalkar, Nikhil Poptani, Sameer Sayyad, Shripad Yadav, Sachin Bhombe, Isha Singh and Prachi Sharma, under relevant sections of the Narcotic Drugs and Psychotropic Substances (NDPS) Act," he said. All the accused were sent for medical examination and their reports are awaited, the official said. Reacting to the raid, Eknath Khadse said it should be probed if there was a political motive behind the police action. Shiv Sena (UBT) deputy leader Sushma Andhare said the raid is a message for those speaking against the government. (With inputs from agencies)
