Lok Sabha, Rajya Sabha adjourned till tomorrow amid Opposition ruckus
In the Rajya Sabha, a heated exchange also had taken place between Chairman Harivansh and Leader of Opposition Mallikarjun Kharge over Kharge's press note criticising the deployment of CISF personnel in the House as Opposition members stormed the well.
Kharge stated, 'We are astonished and shocked at the manner in which CISF personnel were made to rush into the well of the House when members were exercising their democratic right to protest.' The Government and the Rajya Sabha Chairman rejected this claim.
Earlier, after proceedings resumed at 2 PM, both Houses witnessed noisy sloganeering and protests by Opposition MPs. The Lok Sabha was adjourned for the day as the Opposition refused to relent on their demand for a debate on Bihar's SIR process.
Presiding officer Sandhya Rai tabled the legislative document and called upon Law Minister Arjun Ram Meghwal to move the proposal of the bill, 'Re-adjustment of Scheduled Tribe Representation in Assembly Constituencies of Goa State Bill, 2024'.
After rejecting some opposition amendments, the bill was passed by voice vote.
Following the bill's passage, Rai appealed to protesting members to return to their seats, stating that the government is ready to discuss every issue and urging them not to disrupt the proceedings. However, the protests continued, with some members shouting slogans and carrying placards opposing the SIR process. Seeing no abatement in the uproar, Rai adjourned the proceedings for the entire day.
Earlier when the Lok Sabha proceedings began in the morning with Speaker Om Birla initiating the Question Hour, Opposition members entered the well of the House shouting slogans.
In response, Speaker Birla remarked, 'Do you not want the Question Hour to continue?' He appealed to members to maintain the dignity of the House, but protests persisted. Birla added, 'Despite repeated requests, you are lowering the decorum and dignity of the House. It is not appropriate to deliberately disrupt proceedings in a planned manner.'
Amid the chaos, Agriculture and Farmers Welfare Minister Shivraj Singh Chouhan, responding to a supplementary question, said that under Prime Minister Narendra Modi's leadership, several schemes have been implemented over the past 11 years to double farmers' incomes, resulting in increased earnings for millions of farmers.
The ongoing Monsoon Session, which began on July 21, has witnessed multiple disruptions, largely due to Opposition protests over Bihar's SIR exercise. Except for a two-day debate on the Pahalgam terror attack and Operation Sindoor, the session has largely been hampered by the disruptions.
The government plans to push for the passage of the National Sports Governance Bill in the Lok Sabha on Monday, aimed at ensuring greater transparency in sports federations. Meanwhile, the Rajya Sabha is scheduled to consider a resolution by Home Minister Amit Shah seeking a six-month extension of President's Rule in Manipur from August 13. UNI AJ SSP

Prime Minister Narendra Modi on Tuesday hit out at opposition parties while addressing lawmakers from the National Democratic Alliance, saying that by criticising the government on Operation Sindoor they forced a discussion on an issue that was 'his turf'. According to people privy to the details, the PM while speaking about Operation Sindoor, India's military strikes against terror camps in Pakistan and PoK (Pakistan Occupied Kashmir), said the Opposition scored a self goal by seeking a discussion on the issue in Parliament. 'The PM said the Opposition must be ruing its decision to force a discussion… he said he was standing there to defend the country and even the gods gave their support to him,' said a party leader, speaking on condition of anonymity. A special discussion on the operation took place in both Houses of Parliament, with the PM speaking on the issue in the Lok Sabha on July 29. In the Rajya Sabha, the Opposition walked out in protest against the PM's absence when the government fielded Union home minister Amit Shah to speak on the issue. 'His unwavering resolve, visionary statesmanship and resolute command have not only steered the nation with purpose but also ignited a renewed spirit of unity and pride in the hearts of all Indians,' it said. Operation Sindoor was executed in response to April 22 terror attack in Pahalgam, which India said was perpetrated by Pakistan-based terrorist group, The Resistance Front (TRF), a front and proxy of the Lashkar-e-Taiba. The attack left 26 dead. 'If there is a terrorist attack on India, a fitting reply will be given. We will give a befitting response on our terms only… Secondly, India will not tolerate any nuclear blackmail. India will strike precisely and decisively at the terrorist hideouts developing under the cover of nuclear blackmail…Thirdly, we will not differentiate between the government sponsoring terrorism and the masterminds of terrorism,' the resolution noted, highlighting the new normal in dealing with the issue. A reference was also made to the government's focus on indigenisation of defence capabilities and to the diplomatic outreach that was launched after the operation.

Amid din, RS approves extension of President's Rule in Manipur
Amid uproar by Opposition members over the Bihar electoral roll revision, the Rajya Sabha on Tuesday approved the resolution to extend President's Rule in Manipur for six more months. The resolution was passed last week in the Lok Sabha, where proceedings were again washed out Tuesday due to the Opposition's protest. In Rajya Sabha, when the proceedings resumed after earlier adjournments at 2 pm, Minister of State for Home Affairs Nityanand Rai moved the resolution approving President's Rule in Manipur for another six months beyond August 13 even as Opposition members continued to call for a discussion on the SIR. Deputy Chairman Harivansh said it was a 'Constitutional obligation' to pass the resolution. He then asked YSRCP member Subhash Chandra Bose Pilli to speak on the resolution. Opposition MPs however started raising slogans against the SIR. BJD MP from Odisha Muzibulla Khan said, 'When Manipur law and order situation was bad, Article 356 was imposed. Today, the situation of law and order in Odisha is bad…' 'Double engine government in Manipur failed…. Has the situation improved after so many months of President's Rule or not? Minister should inform us…,' he said. Rai said a rift was formed between two communities in Manipur due to a court order. 'A rift was created between two communities in Manipur due to an order of the High Court related to a dispute on reservations. Those who say it is religious violence are wrong…' Rai said. Rai also said Home Minister Amit Shah had undertaken a tour of violence- affected areas in Manipur. 'He (Shah) met high level officials, security forces, civil society members…' Rai said, adding that the northeast has witnessed widespread development under the Narendra Modi-led government. He also said since the President's Rule was imposed in Manipur, only one incident of violence has been reported. The resolution was passed by voice vote. The House was then adjourned for the day.

Govt must issue ID to citizens: MHA
Amid questions being raised by opposition parties against the list of documents accepted as citizenship proof by EC under the SIR of electoral rolls in Bihar, home ministry Tuesday told LS that the Citizenship (Amendment) Act makes it compulsory for govt to issue a national identity card to every citizen. In reply to a question from MP Mala Roy, MoS (home) Bandi Sanjay Kumar cited the Citizenship Act, 1955, as amended in 2004, which "provides the central govt to compulsory register every citizen of India and issue a national identity card to him. The procedure for the same has been laid down in Citizenship (Registration of Citizens and Issue of National Identity Card) Rules, 2003," the MoS said.
