Tobacco board proposal raises concerns among stakeholders
The move, largely driven by the Khyber Pakhtunkhwa (KP) government was actively discussed in the April 28 Council of Common Interests (CCI) meeting.
While the devolution plan is presented as a constitutional shift in line with the 18th Amendment, experts caution that the impact on national revenue, exports, and regulatory cohesion could be severe. The PTB currently plays a critical role in setting industry standards, supporting rural growers, and ensuring traceability in one of Pakistan's most heavily taxed sectors.
'Tobacco is a key contributor to rural employment, national revenue, and export income. Timely policy action is critical to protect the interests of growers and ensure a stable investment climate,' commented Rana Tanveer Hussain, Federal Minister for National Food Security and Research.
It may be added that the KP is home to a significant number of unlicensed tobacco manufacturers. Analysts warn that transferring oversight to provinces could weaken enforcement, embolden tax evasion, and provide undue advantage to actors who already operate outside the formal economy.
'This move risks undoing years of progress on controlling the black market,' said Abdul Rafay, Spokesperson at Collation of Hope, a policy and advocacy group. 'If provincial bodies with conflicting interests gain control, we could see a sharp rise in illicit trade and loss of investor confidence.'
The debate around PTB's future continues, but for many in the industry, the stakes go far beyond administrative restructuring. What's at risk, they argue, is the integrity of one of Pakistan's top revenue-generating sectors.

NEV levy: all vehicle categories' prices surge in Pakistan
KARACHI: The New Energy Vehicle (NEV) levy on all internal combustion engine motor vehicles and motorcycles has come into effect from July 1, 2025, increasing prices significantly. According to the details, the NEV levy covers all vehicle categories from basic motorcycles to luxury SUVs. Atlas Honda has released new prices after NEV implementation. 'This levy is designed to encourage the adoption of cleaner transportation alternatives while generating revenue for the federal government,' said a senior government official, speaking on condition of anonymity. Trump must put his words into action
Indeed, US President Donald Trump's statement that the US is pushing for a truce in Gaza by 'sometime next week' has given birth to some legitimate hopes that Israel's war machinery will stop killing and maiming more Palestinians very soon. Through these columns I would urge the head of government of world's most powerful country to walk the talk in order to strengthen his credentials for the Nobel Peace Prize. No doubt, President Trump is rightly credited for effecting a ceasefire between India and Pakistan in May. He also successfully ended the 12-day war between Israel and Iran last month. It is quite likely that he would be using his good offices for a much-needed ceasefire in Gaza where human misery has reached a situation, which is beyond description, beyond atrocious and beyond inhumane. Doctors in Gaza, for example, have warned that thousands of babies could die, as baby formula supplies run dry under Israel's inhumane blockade. President Trump must do the needful so as to become the fifth president of the US to have won the Nobel Peace Prize (after Barrack Obama, Theodore Roosevelt, Woodrow Wilson and Jimmy Carter, with Carter becoming the recipient of Nobel Peace Prize after leaving office).
