K'taka begins SC census for internal reservation; CM Siddaramaiah urges community to participate

The Congress-led government on Monday commenced the census of Scheduled Caste (SC) groups across Karnataka to facilitate internal reservations as per the directives of the Supreme Court.
Chief Minister Siddaramaiah stated, 'As announced in our election manifesto, we are committed to implementing internal reservation. In this direction, we have taken a significant step starting today.'
He was addressing a press conference at the Conference Hall of the Vidhana Soudha regarding the 'Comprehensive Survey of Scheduled Castes – 2025.'
'The process of conducting a census of the Scheduled Caste (SC) community has begun. The government has appointed the retired Justice H.N. Nagamohan Das Commission for the purpose and fixed the responsibility of providing specific reports regarding their population to facilitate internal reservation,' he said.
The census which began on Monday will be conducted in three phases.
In the first phase, the door-to-door census which commenced on Monday will be conducted till May 17.
In the second phase there will be special camps organised between May 19 and May 21.
In the third phase, opportunity would be given to people to provide details online from May 19 to May 23, CM Siddaramaiah stated.
'As per Article 341 as many as 101 castes are identified as belonging to the SC category. The list includes Korama, Koracha and others. There was no empirical data available in this regard with the government.
"The Justice Sadashiva Commission had earlier given the report based on the data of the 2011 census. However, the Supreme Court later stated on August 1, 2024 that there was a need for internal reservation and granted power to the states in this regard,' CM Siddaramaiah said.
'The Justice Nagamohan Das Commission had given an interim report regarding the internal reservation and stated that empirical data is required mandatorily.
"We must clearly know how many people belong to the Adi Dravida, Adi Karnataka, and Adi Andhra communities. It is important to scientifically determine the numbers in Left-Hand and Right-Hand subgroups.
"When providing internal reservation within the 101 Scheduled Castes, specific statistical data is essential. Recommendations will be made after accurate data is collected," CM Siddaramaiah announced.
"A total of 60 days have been allotted for the survey. Participation via a mobile App has also been enabled. The App will be active from 6.30 a.m. to 6.30 p.m. All members of Scheduled Caste communities are expected to take part in it without fail," CM Siddaramaiah appealed.
"We had announced the implementation of this report in our election manifesto. Even the Supreme Court has supported internal reservation. We had also assured community organisations and leaders that we would implement internal reservation. Therefore, I appeal to all members of the Scheduled Caste communities to actively participate in the data collection survey and provide information," said CM Siddaramaiah.
He also urged all organisations to cooperate with the process.
The Karnataka government has appointed 65,000 teachers to conduct the census at a cost of about Rs 100 crore. The government has provided terms and reference to the Justice Nagamohan Das Commission in this regard. There will be a supervisor for every 10 to 12 personnel.

Accusing the BRS regime of converting sports grounds into function halls, Revanth Reddy recalled how the national football team that finished fourth in the 1956 Olympics at Melbourne boasted of nine players from Hyderabad. 'Many players like Mohd Azharuddin, VVS Laxman, Ravikanth Reddy, Siraj, Nikat Zareen and Deepti represent Telangana. We have sent a clear message that the state government recognises not only academics but also excellence in sports. Owing to the negligence of the previous government, sports grounds have become function halls. They have become venues for events and sunburn parties,' he said.

BJP MLAs Arvinder Singh Lovely and Raj Kumar Chauhan, who had switched to the party from Congress ahead of the Assembly elections in the Capital, have been appointed to key positions in the Delhi government. Lovely, the Gandhi Nagar MLA, has been named Chairman of the Trans-Yamuna Development Board, while Mangolpuri legislator Chauhan has been appointed the Chairman of the Village Development Board. The posts are equivalent to the rank of a Cabinet minister, underlined a government document. 'The Council of Ministers decided to designate the positions of Chairperson of Delhi Village Development Board (DVDB) and Chairperson of Trans Yamuna Area Development Board in the rank of Cabinet Minister in GNCT of Delhi,' stated a government document on Saturday. It added that other members of DVDB will be nominated by the government. 'The function of the Board will be to advise the government on issues connected with the infrastructural development works in rural and urban villages of Delhi,' it further said. Both Lovely and Chauhan had previously served as ministers in the Sheila Dikshit-led Congress government. The latest appointments are seen as a reward for their role in strengthening the BJP's campaign in the Assembly election. 'This was a much-awaited reward. Both leaders bring administrative experience and will play key roles in developmental initiatives and in the party's civic poll strategy,' said a senior BJP functionary. Officials said the nominations received approval from Chief Minister Rekha Gupta a few days ago. Lovely, who also served as the pro-tem Speaker of the Delhi Assembly, quit the Congress last May, citing disagreement with the party's decision to ally with AAP for the 2024 Lok Sabha elections. He had then joined the BJP for the second time and said: 'The last time I left Congress, it was in anger. This time, I did so with a cool head and after deep thought. Now, it's BJP or nothing—either we do politics here, or we don't do it at all.' Chauhan resigned from the Congress after being denied a ticket in the 2024 Lok Sabha polls. Contesting on a BJP ticket from the Mangolpuri (SC) seat earlier this year, Chauhan emerged victorious. Chauhan on Saturday said, 'The party has given us recognition equivalent to Cabinet rank and given the opportunity to work for the welfare of the people. I thank Prime Minister Narendra Modi ji and Chief Minister Rekha Gupta ji for this and under their leadership, will work on the vision of 'Viksit Delhi'.'
