Internal quota: Various parameters of backwardness of each caste to be given weightage
The commission headed by retired judge H.N. Nagamohan Das, which is looking at internal reservation among the 101 Scheduled Castes (SCs) in Karnataka, is expected to recommend classifications taking into consideration the social, economic, educational, and employment backwardness of each caste, and not see them just as broad political groupings as Dalit 'left' (Madiga and allied castes) and Dalit 'right' (Holeya and allied castes). This will be beside giving due weightage to population size and representation. Currently, a similar method has been adopted in the classification of backward classes with castes grouped together as most backward, more backward, and backward categories based on the development indicators of the castes. The commission headed by Mr. Das has been asked to recommend an internal reservation to slice up the 17% reservation (enhanced from the earlier 15%) available for the SCs. Earlier slicing formula Incidentally, when the BJP government in 2022 announced internal reservation ahead of the 2023 Assembly elections, it had provided separate quota for Dalit 'left' and 'right' communities besides Korma, Koracha, and Lambani communities while providing 1% reservation for nomadic communities under the 'others' category based on population. 'Castes that can compete among equal castes in terms of backwardness are expected to be clubbed together. For example, nomadic and semi-nomadic communities, most of which fall in the most backward category, cannot be brought with castes that have moved up the ladder. Backwardness will be the prime mover, though the population size of the communities will also play a major factor. The Supreme Court in its order last year also placed backwardness and adequate representation as the basis for providing internal reservation,' sources in the commission said. 'Telangana, which recently came up with an internal reservation, has also classified castes into three categories based on backwardness. Also, the Constitution does not recognise the Dalit 'left' and Dalit 'right' groupings.' Sources said that of the 101 SCs in Karnataka, 88 castes, including 45 nomadic castes, are classified as micro-communities whose population, according to the 2011 Census, do not even constitute 10% of the total population. 'Their development indicators when compared with major SCs are lower.' The survey work to identify the population and their status in terms of employment, education, ownership of land and houses, political representation and other development indicators that started on May 5 is still under way. After the fourth extension, a new deadline of July 6 has been fixed to end the survey. Classification dilemma Sources said the dilemma over the classification of Adi Karnataka, Adi Andhra, and Adi Dravida is likely to continue despite the commission seeking the original caste names from those being surveyed. 'Many have continued to be associated with these colonial-era nomenclatures, which is currently the reason for confusion. A large number of households continue to hold these certificates, also because they do not know their original caste names,' said a source in the commission. Report by end of July The H.N. Nagamohan Das commission is expected to submit its report and recommendation on internal reservation before the end of July. Sources said the commission is expected to get the final figures of population data by July 7. 'Analysis work on various parameters is already under way, and by July third week the report is likely to be ready for submission. The data on the government employees to ascertain representation has also been received as well as from the State-run educational institutions,' said the source in the commission. Of the 1.16 crore projected population of SCs in the State, the survey has identified 1.07 crore or about 92%. Though the survey has progressed well across the State, it is lagging in Bengaluru where just about 52% or about 7.04 lakh population of the projected population of 13.62 lakh has been covered to far.

Karnataka govt to conduct census of Scheduled Castes from May 5 to 17
The state government has formed a single-member commission, headed by retired High Court judge Nagamohan Das, to gather empirical data on the 101 castes within the Scheduled Castes category ANI Karnataka Chief Minister Siddaramaiah said on Monday that the state will conduct a census of Scheduled Castes (SCs) from May 5 to 17, and will collect detailed population data of all SC sub-castes in the state. The state government has formed a single-member commission, headed by retired High Court judge Nagamohan Das, to gather empirical data on the 101 castes within the Scheduled Castes category. Speaking at the press conference, Karnataka Chief Minister Siddaramaiah said, "We have started a caste-wise census of Scheduled Castes today. Justice Nagamohan Das is leading the commission to provide an accurate report for internal reservation. There are 101 castes listed under Scheduled Castes in Karnataka, including sub-groups like Left and Right Hand, Lamani, Korama, and Koracha. We need clear data on the population of each group." He added that previous reports, like the one by the Sadashiva Commission, used outdated data from the 2011 Census, which lacked clarity on the sub-caste distribution. "Some people simply wrote SC in the forms, but didn't specify whether they belonged to the Left or Right-Hand groups. For example, Adi Dravida and Adi Karnataka have been listed both ways. This confusion makes it hard to implement internal reservations fairly." The Chief Minister explained that after a Supreme Court ruling on August 1, 2024, states have been empowered to make internal reservations among SCs. Based on that, the state has acted to collect fresh, accurate, and detailed data. "To ensure the data is accurate, we've trained teachers and enumerators. Around 65,000 teachers are involved in door-to-door surveys," he said. Supervisors will oversee every 10 to 12 enumerators to ensure quality and consistency. Additionally, from May 19 to May 20, special camps will be held for those who missed the door-to-door survey. People can also self-declare their caste details online until May 23. "This data will help us ensure fair internal reservation among Scheduled Castes, based on real population figures," the Chief Minister said. K'taka begins SC census for internal reservation; CM Siddaramaiah urges community to participate
The Congress-led government on Monday commenced the census of Scheduled Caste (SC) groups across Karnataka to facilitate internal reservations as per the directives of the Supreme Court. Chief Minister Siddaramaiah stated, 'As announced in our election manifesto, we are committed to implementing internal reservation. In this direction, we have taken a significant step starting today.' He was addressing a press conference at the Conference Hall of the Vidhana Soudha regarding the 'Comprehensive Survey of Scheduled Castes – 2025.' 'The process of conducting a census of the Scheduled Caste (SC) community has begun. The government has appointed the retired Justice H.N. Nagamohan Das Commission for the purpose and fixed the responsibility of providing specific reports regarding their population to facilitate internal reservation,' he said. The census which began on Monday will be conducted in three phases. In the first phase, the door-to-door census which commenced on Monday will be conducted till May 17. In the second phase there will be special camps organised between May 19 and May 21. In the third phase, opportunity would be given to people to provide details online from May 19 to May 23, CM Siddaramaiah stated. 'As per Article 341 as many as 101 castes are identified as belonging to the SC category. The list includes Korama, Koracha and others. There was no empirical data available in this regard with the government. "The Justice Sadashiva Commission had earlier given the report based on the data of the 2011 census. However, the Supreme Court later stated on August 1, 2024 that there was a need for internal reservation and granted power to the states in this regard,' CM Siddaramaiah said. 'The Justice Nagamohan Das Commission had given an interim report regarding the internal reservation and stated that empirical data is required mandatorily. "We must clearly know how many people belong to the Adi Dravida, Adi Karnataka, and Adi Andhra communities. It is important to scientifically determine the numbers in Left-Hand and Right-Hand subgroups. "When providing internal reservation within the 101 Scheduled Castes, specific statistical data is essential. Recommendations will be made after accurate data is collected," CM Siddaramaiah announced. "A total of 60 days have been allotted for the survey. Participation via a mobile App has also been enabled. The App will be active from 6.30 a.m. to 6.30 p.m. All members of Scheduled Caste communities are expected to take part in it without fail," CM Siddaramaiah appealed. "We had announced the implementation of this report in our election manifesto. Even the Supreme Court has supported internal reservation. We had also assured community organisations and leaders that we would implement internal reservation. Therefore, I appeal to all members of the Scheduled Caste communities to actively participate in the data collection survey and provide information," said CM Siddaramaiah. He also urged all organisations to cooperate with the process. The Karnataka government has appointed 65,000 teachers to conduct the census at a cost of about Rs 100 crore. The government has provided terms and reference to the Justice Nagamohan Das Commission in this regard. There will be a supervisor for every 10 to 12 personnel.

‘Committed to internal reservations among Scheduled Castes': Karnataka CM Siddaramaiah
Karnataka Chief Minister Siddaramaiah announced on Monday that the state has established a one-man committee to conduct a comprehensive census of the Scheduled Castes (SCs) in the state. This initiative aims to gather detailed population data for all SC sub-castes, and the committee will provide a report and recommendations to the Cabinet, which will then make the final decision regarding internal reservations for these communities. Siddaramaiah reiterated the state government's commitment to providing internal reservations within the SC community, news agency PTI reported. He emphasized the importance of collecting empirical data for a more accurate representation, stating, "To ensure fairness and accuracy, we have constituted a one-man committee, led by retired High Court judge Nagamohan Das. Based on the findings, the Cabinet will take a decision." (Also Read: Karnataka launches massive door-to-door caste survey to map SC communities: Report) Earlier in the day, the Chief Minister revealed that the state will conduct a caste-wise census of SCs from May 5 to May 17. This survey will include data on the 101 castes categorized under SCs, along with information on sub-castes like Left and Right Hand, Lamani, Korama, and Koracha. Siddaramaiah stressed that gathering accurate and updated data is crucial, as previous reports, including the one by the Sadashiva Commission, relied on outdated 2011 Census data, which failed to distinguish between the sub-castes. "In the previous census, many people simply wrote 'SC' without specifying whether they were part of the Left or Right-Hand groups. This ambiguity has caused confusion, particularly when trying to implement fair internal reservations," he said. The Chief Minister further explained that following a Supreme Court ruling on August 1, 2024, states are now empowered to implement internal reservations among SCs. In response, Karnataka has moved forward with the survey to obtain accurate, up-to-date data. To ensure the success of the survey, around 65,000 teachers have been enlisted as enumerators, and supervisors will oversee the process to guarantee the quality and consistency of the data. Siddaramaiah also mentioned that special camps will be set up from May 19 to May 20 for those who missed the door-to-door enumeration. Additionally, people will have the option to self-declare their caste details online until May 23. "This fresh data will allow us to implement fair internal reservations among SCs, ensuring that the policies are based on real, reliable population figures," the Chief Minister concluded.
