
Poor housing conditions perpetuate urban poverty in Malaysia
IT IS true what they say, housing is a human right. The social media is replete with cases of homeless people. It is a global crisis.
Even developed economies are not spared. Affordable housing is not just about providing shelter. It is about restoring dignity, nurturing communities, and offering people a fair shot at a better life.
It has long been a cornerstone issue for urban poverty alleviation in Malaysia. The Program Perumahan Rakyat (PPR) was created with noble intentions, which were to house the urban poor and ensure that no one is left behind in the country's march towards progress.
Yet, after decades, it is clear that the system needs more than just incremental tweaks. It requires a bold reimagination.
Today, policies for affordable housing in Malaysia are mainly focused on direct provision of social housing, where the government takes on the role of building and/or owning the bulk of housing units, subsidised housing (such as PR1MA) and subsidised financing schemes.
There are also supportive regulatory measures such as inclusionary zoning, where local authorities issue development approvals conditional on having a segment of the proposed development be set aside for the building of affordable homes.
As introduced in the 11th Malaysia Plan, It is useful to categorise affordable housing measures by their intended target market i.e. measures for households in the bottom 40% by income or the B40 and measures for the middle 40% of households by income or the M40.
In terms of relative need, B40 households are especially vulnerable to the challenge of affording a roof over their heads and many schemes are geared more towards rental rather, though purchase schemes are also selectively offered.
Across Malaysia, many PPR flats tell a troubling story. Broken lifts, poorly maintained corridors, clogged sewage systems, and unsafe communal areas have become all too common.
These are not just technical failures but reflect a deeper issue of how society perceives and treats its most vulnerable citizens. More worrying is the social stigma attached to PPR addresses.
Residents of these flats often find themselves socially and economically segregated from the city's mainstream.
Job opportunities, quality education, healthcare, and safe recreational spaces remain largely out of reach.
The result is a vicious cycle of poverty and exclusion that no number of new housing blocks alone can solve.
The good news is that Malaysia has the opportunity to fix this, if we are willing to be bold. Firstly, we must move beyond isolated housing projects to integrated, mixed-income communities.
The idea is simple. When affordable units are built alongside market-rate homes, schools, shops, and parks, everyone benefits. Social divides narrow, stigma fades, and opportunities grow.
Secondly, it's time to involve future residents in the design and management of their homes. Who better to tell us what works in a community than the people who will live there?
Participatory planning and resident management committees can empower communities and foster a sense of ownership.
We must also see social housing as more than just a roof over one's head. Urban farming plots, community workshops, vocational training centres, and local entrepreneurship hubs should be part of every PPR estate.
Housing should be a platform for social mobility, not a dead end. Equally important is consolidating the maze of overlapping authorities that govern housing in Malaysia.
A single, well-resourced urban housing council could coordinate policies, leverage data for smarter planning, and hold stakeholders accountable.
Lastly, sustainability must be at the heart of the next generation of affordable housing.
Energy-efficient designs, rooftop solar panels, rainwater harvesting systems, and green communal spaces are not luxuries. They are investments that lower costs for the poor and contribute to national climate goals.
This is a moral imperative. How we house the most vulnerable among us says a great deal about the values we uphold as a society.
As Malaysia aims to become a high-income, inclusive nation, reimagining social housing is not a side issue. It is a central test of our social conscience and policy maturity.
The time for cosmetic fixes is over. We must be brave enough to rethink, rebuild, and reinvest in our urban poor. Only then can we build cities that truly leave no one behind.
Reimagining social housing in Malaysia is not just about erecting more concrete blocks. It's about crafting urban spaces that restore dignity, enable upward mobility, and break cycles of poverty.
Those house designers out there must come forward to offer designs and concepts. This is what nation-building is all about.
As Malaysia aspires to become a high-income and inclusive nation, affordable housing must be seen as an investment in human capital and social cohesion, not merely a social welfare cost. —July 6, 2025

Kota Kinabalu: The State Government has yet to consider implementing a rent-to-own scheme for People's Housing Project (PPR) units in Sabah, said challenges due to the overwhelming demand for rental housing. Deputy Chief Minister and Local Government and Housing Minister Datuk Dr Joachim Gunsalam said the current policy remains rental-only, as converting these units to rent-to-own would reduce availability for others still on the waiting list. 'This PPR is a temporary measure. If we start offering rent-to-own, it could worsen the problem as many more people are still waiting to rent these units,' he said during the State Legislative Assembly sitting on Monday. He was responding to a supplementary question by Lamag Assemblyman Datuk Seri Bung Moktar Radin, who had asked if the government would consider new approaches to help low-income residents eventually own homes, especially amid the rising cost of housing in Sabah. Bung Moktar pointed out that many residents remain stuck in long-term rentals due to the high property prices, and suggested the State work with federal agencies to offer a clearer pathway to home ownership. In reply, Joachim said PPR housing in Sabah is provided by the Federal Government specifically for rental purposes, and there is currently no directive to shift towards a rent-to-own model. 'Perhaps the honourable member for Lamag could bring up this matter again in Parliament,' he said. Earlier, Joachim addressed concerns raised by Tanjung Aru Assemblyman Datuk Junz Wong regarding the relocation of residents from the Tanjung Aru Flats, which were deemed unsafe. He said 237 of the 315 tenants had been offered PPR housing under the Low-Cost Housing Allocation Policy, while 58 did not qualify and 20 were found to already own property. Of those offered housing, 113 have accepted and been relocated to various PPR sites including Taman Jaya Diri, Taman Bukit Setia, Taman Puri Warisan, Taman Sri Anak, PPR Kibabaig, PPT Gayang 2, Taman Keramat, and Taman Serigai. 55 families yet to vacate Tanjung Aru flats, many reject PPR offers
Joachim KOTA KINABALU (July 7): A total of 55 heads of households (KIRs) have yet to vacate the low-cost flats in Tanjung Aru as of July 3, said State Local Government and Housing Minister Datuk Seri Dr Joachim Gunsalam. 'Out of this figure, 30 KIRs have been offered alternative units under the People's Housing Project (PPR), 18 rejected their offers, and the remaining seven were found ineligible,' he said in response to a query from Tanjung Aru assemblyman Datuk Junz Wong during the State Assembly sitting today. He said the Housing and Urban Development Board (LPPB) under his ministry had extended PPR offers to 237 eligible KIRs from the original total of 315 tenants. Another 58 tenants were not eligible under the Low-Cost Housing Allocation Policy, while 20 were already found to have homes registered under their names. Of the 237 eligible tenants, 113 have accepted and been allocated PPR units in various locations: Taman Bukit Setia (30), Taman Puri Warisan (25), Taman Jaya Diri (23), PPR Kibabaig (23), Taman Sri Anak (5), Taman Serigai (3), Gayang (2) and Taman Keramat (2). The remaining 124 eligible tenants declined the offers, citing reasons such as distance from their workplaces, schools for their children, or access to hospitals. 'For those who are not eligible or have refused the offers, they have been advised to find alternative housing on their own,' Joachim added. Junz raised a supplementary question, asking if LPPB could reconsider the situation of the 55 KIRs who remain at the flats despite the area being fenced off and utilities such as water and electricity reportedly disconnected. He also requested a meeting with LPPB, expressing disappointment over multiple unanswered letters sent to the board over the past year. In response, Joachim said his ministry is always open to discussions and welcomed a face-to-face meeting with Junz to hear his concerns. Responding to a separate question from Lamag assemblyman Datuk Seri Bung Moktar Radin, Joachim said there are currently no plans to convert PPR units into rent-to-own homes due to high demand for rental housing. He reiterated that PPR units are intended as transit housing, offering temporary shelter for families while they work to improve their income and secure permanent homes.

Sabah yet to implement rent-to-own policy for PPR housing
KOTA KINABALU: The Sabah government has yet to adopt a rent-to-own policy for People's Housing Project (PPR) units in the state. Deputy Chief Minister Datuk Dr Joachim Gunsalam said implementing such a policy is difficult due to the high number of residents waiting to rent these homes. He said if the policy were to be implemented, it would affect the chances of other residents who are also waiting to rent, as the number of units is limited. "Our current policy is strictly rental. It is up to the tenants to eventually obtain their own homes, be it low-cost housing, affordable homes or others. "This (PPR) is just temporary. If we were to implement rent-to-own, the problem is that more people are waiting to rent the units. So, our current policy is rental only," he said in response to a supplementary question from Datuk Seri Bung Moktar Radin (BN-Lamag) during the Sabah State Legislative Assembly sitting here today. Bung Moktar had asked what steps the state government is taking to address the issue of residents unable to own homes due to the high property prices in Sabah. He said expensive housing makes it difficult for low-income residents to purchase homes, forcing many to continue renting PPR units without any opportunity to own them via a rent-to-own scheme. Dr Joachim, who is also Sabah local government and housing minister, said the federal government provides PPR homes in Sabah solely for rental purposes, with no decision yet made to convert them into rent-to-own units. "Perhaps the honourable member for Lamag (Bung Moktar) could raise the matter again in Parliament," he told the Kinabatangan MP. Earlier, in response to the original question from Datuk Junz Wong (Warisan-Tanjung Aru) regarding residents of the Tanjung Aru Flats who were ordered to vacate due to the unsafe condition of the building, Dr Joachim said 237 out of 315 tenants had been offered placement in PPR units. "The ministry, through the implementing agency Lembaga Pembangunan Perumahan dan Bandar (LPPB), has offered PPR housing to all 237 eligible tenants out of the original 315. "A total of 58 were not offered PPR units as they did not meet the criteria under the Low-Cost Housing Allocation Policy, and 20 others already own a home registered under their name. "Out of the 237 eligible tenants, 113 have accepted the offer and been given PPR homes — 23 in Taman Jaya Diri, 30 in Taman Bukit Setia, 25 in Taman Puri Warisan, five in Taman Sri Anak, 23 in PPR Kibabaig Penampang, two in PPT Gayang 2 Tuaran, two in Taman Keramat Putatan, and three in Taman Serigai Putatan." He added that 124 tenants declined the offer due to the location being far from their workplaces, children's schools or hospitals.
