Devotees' death triggers debate over safety measures

Tirupati: The death of eight people, including two children, on Wednesday after a retaining wall collapsed at the revered Simhachalam temple near Visakhapatnam has once again has sparked a debate over the vulnerabilities in crowd and infrastructure management at major religious sites across the State. At least a dozen others were injured as thousands of devotees thronged the temple for the annual Chandanotsavam festival, one of its most significant events.
The Simhachalam tragedy adds to a grim pattern of fatal incidents in the State's temples, where spiritual devotion has too often intersected with administrative lapses. Over the past 25 years, stampedes, structural failures, and crowd surges have claimed many lives at pilgrim gatherings, despite repeated inquiries and official assurances of reform.
One of the deadliest in recent memory was the Rajahmundry Pushkaralu stampede in July 2015, where 29 devotees were crushed during the Godavari Maha Pushkaralu. A judicial probe pointed to poor coordination, inadequate crowd control, and an underestimation of turnout—but led to no criminal accountability.
Earlier, in January 2008, six devotees were killed at Vijayawada's Kanaka Durga Temple during Bhavani Deeksha when barricades gave way amid a crowd of 1.5 lakh pilgrims. Infrastructure on the ghat road was overwhelmed. Recommendations for better route planning and crowd flow were only partially implemented.
More recently, on January 8, 2025, six devotees died in Tirupati after devotees thronged near the Vaikunta Dwara darshan ticket counters. The government appointed a one-man judicial committee, which has completed five phases of its probe and is preparing for the sixth. The incident echoed the 2003 Garuda Seva rush in Tirumala, where 20 people were injured.
Despite these repeated tragedies, the State still lacks a dedicated regulatory body to oversee religious event safety. While the National Disaster Management Authority has issued detailed guidelines—including the use of drones, AI-powered crowd analytics, digital headcounts, and trained volunteers—their adoption at temple events remains inconsistent. Experts have long called for mandatory safety audits at gatherings exceeding 10,000 people, but implementation has been slow.

Amit Shah NEW DELHI: In view of the increasing frequency and intensity of natural disasters and the need to mitigate losses, Union home minister Amit Shah on Sunday directed the formation of a multi-sectoral central team. Shah recently held a review meeting on the natural disasters in Himachal Pradesh, where massive loss of lives and livelihoods have been reported due to an increase in the frequency and intensity of cloudbursts, flash floods, landslides and torrential rainfall, causing widespread damage to infrastructure and environmental degradation in the state. The multi-sectoral central team would comprise experts from National Disaster Management Authority (NDMA), Central Building Research Institute (CBRI) Roorkee, Indian Institute of Tropical Meteorology (IITM) Pune, and Indian Institute of Technology (IIT) Indore. To provide immediate relief to affected people in Himachal Pradesh, the Union govt has already deputed an Inter-Ministerial Central Team (IMCT) for a first-hand assessment of the damages. IMCT is visiting the affected areas of the state from July 18-21. A high-level committee chaired by Shah has already approved an outlay of over Rs 2,006 crore to Himachal Pradesh for recovery and reconstruction in areas affected by disasters like floods, landslides and cloudbursts in 2023, releasing the first instalment of this package (Rs 451 crore) on July 7. Earlier on June 18, Centre released an instalment of Rs 198 crore for relief measures in Himachal Pradesh under State Disaster Response Fund.

NEW DELHI: Union Home Minister Amit Shah has directed the formation of a multi-sectoral central team to visit Himachal Pradesh in view of the frequency and intensity of natural disasters in the state, officials said on Sunday. The officials stated that the team would comprise experts from the National Disaster Management Authority (NDMA), Central Building Research Institute (CBRI) Roorkee, Indian Institute of Tropical Meteorology (IITM) Pune, a Geologist, and the Indian Institute of Technology (IIT) Indore. 'The Union Home Minister's direction came following a recent meeting in which he was apprised that Himachal Pradesh has witnessed an increase in the frequency and intensity of cloudbursts, flash floods, landslides and torrential rainfall, causing widespread loss of life, damage to infrastructure, livelihoods and environmental degradation,' a senior official of the Union Ministry of Home Affairs (MHA) said. He said, further, in the wake of floods, flash floods and landslides during the South West monsoon 2025 in different parts of the state, the Centre has already deputed an Inter-Ministerial Central Team (IMCT) in advance, without waiting for their memorandum, for on-the-spot, first-hand assessment of the damages. The IMCT has already started their visit to the affected areas on July 18 and would travel in the state till July 21, he said. He added that a high-level committee chaired by the Home Minister has already approved an outlay of Rs 2,006.40 crore to Himachal Pradesh for recovery and reconstruction in areas affected by disasters for the year 2023, and has also released the first installment of Rs 451.44 crore on July 7 this year.

Simhachalam Giri Pradakshina to attract lakhs of devotees

: The port city is gearing up for the highly anticipated Simhachalam Giri Pradakshina, a spiritual walk of devotion that attracts lakhs of devotees every year. The event, which will take place on Wednesday, involves a 32 km walk around the Simhachalam hill, starting and ending at Tholipavancha, the foothill of Simhachalam. Tired of too many ads? go ad free now The route passes through various locations, including Adavivaram, Central Prison, Mudasarlova, Health City, Hanumanthawaka, Venkojipalem, HB Colony, Muralinagara, Madhavadhara, NSTL, Gopalapatnam, Prahladapuram, and Gosala. The district administration and temple management are expecting around five to six lakh devotees to participate in the event, and extensive arrangements have been made to ensure their safety and convenience. Around 3,000 police personnel from various districts, including the city police commissionerate, Anakapalli, Alluri Sitarama Raju district, Vizianagaram, and Srikakulam, have been deployed for security and traffic management duties. The spiritual walk is an act of pure devotion, with devotees mostly walking barefoot and chanting Lord Vishnu's name throughout the night. The district collector, Harendira Prasad, has stated that arrangements have been made for around six lakh people, including 35 medical camps and 10 ambulances. The devotees will be allowed to have a holy bath at the Appughar area, with 50 expert swimmers and a few boats stationed in the waters for safety. Following a tragic wall collapse incident during the Chandanotsavam in April this year, which resulted in the deaths of seven devotees, and a shed collapse a couple of days ago, the district administration and temple management have taken extra precautions to ensure the safety of the devotees. The Greater Visakhapatnam Municipal Corporation (GVMC) is focused on street lighting and sanitation to ensure the safety and hygiene of the devotees. Various voluntary organizations are involved in community service by setting up Prasadam, Annadanam stalls, water, buttermilk, and refreshments. The city police commissioner, Sankabrata Bagchi, has stated that the entire route will be under CCTV surveillance, linked to the command control centre. Devotees can rest at the holding points, and if they need any help, they can contact the police or use the Astram App. With these arrangements in place, the Simhachalam Giri Pradakshina is expected to be a successful and memorable event for the devotees.
